Mr. Chair, I like clear answers. Do the minister and her government plan to offer the Government of Quebec the right to opt out with full compensation? Yes or no?

Mr. Speaker, the UN Secretary-General, António Guterres, urged banks to join the fight against climate change. He wants them to do one simple thing: Come up with verifiable plans for a swift transition to renewable energy. Meanwhile, Canada's big banks are among the top 20 fossil fuel backers in the world. A lot of oil money comes from Canadian banks. Will the government implement measures to encourage banks, our banks, to focus on renewable energy?

Madam Speaker, I would like to remind my hon. colleague that we continue to be separatists, no matter who is in power here in Ottawa, including the Conservatives. I note that she spoke at length about housing. I also note that the Conservatives' housing suggestions are different from ours and the government's. This leads me to believe that the government should perhaps stop imposing conditions, like the new set of conditions in the budget, and simply transfer the money to the provinces. The provinces are the ones that know their ecosystems and their housing markets. They are the ones that develop plans, and they should be allowed to implement the measures that they want. Would that not be the best way forward?

Mr. Speaker, given the rough week that the member for Winnipeg North has had, I can understand why he is so energetic and impassioned here today. We are calling for a plan and for more predictability with respect to health measures. This will help maintain social cohesion. I would like to hear my colleague's thoughts on the idea of a flexible plan that would enable us to look forward and provide some predictability surrounding the measures.
