Madam Speaker, my best regards to the minister. I thank her for her very good question. I will use the same wording to answer. Does she not know that Quebec is asking for health transfers? Does she not know that Quebec needs unconditional transfers? Does she not know about the health care funding deficit? Does she not know that if Ottawa stopped saying no to health transfers, we might not be where we are today?

Madam Speaker, there is the matter of the intergenerational transfer of businesses. That is a very important issue in agriculture. Some legislative amendments were made to change the way capital gains are treated, which makes intergenerational transfers more equitable. Now, many businesses are saying that this transfer has be done gradually. Sometimes, the parents let their children buy shares in the company or family farm bit by bit. That is something that many businesses asked for, but unfortunately, the law does not allow for that practice right now. I am wondering whether the member would like comment on improving the business climate, particularly for family farms.

Madam Speaker, it will come as no surprise to anyone that the Quebec government wants full powers over immigration. Part of the housing crisis can be attributed to the fact that the construction of new housing has not kept up with population growth. Can my colleague not face the facts and recognize that it would be more efficient and more productive to give Quebec full control over its immigration and, at the same time, that it makes sense to transfer the money to Quebec so that it can plan its supply of new housing for the long term, taking immigration into account, if only to ensure that the housing crisis does not get worse? Since 2016, we should have had 100,000 more new homes than we do now. Does my colleague not realize that the Liberal national housing strategy is a complete failure and that there are human consequences to that?

Madam Speaker, my colleague did an astute job of outlining the problems affecting the people in her riding. In addition to all the problems she referred to, there is the fact that some of my constituents are sick and in hospital. We know that Quebec and the provinces are unanimous in calling for health transfers to be increased immediately and unconditionally to cover 35% of system costs. Since the arrival of the new Conservative leader and the bump their party has gotten in the polls, it seems like the Conservatives' support for boosting health transfers to 35% has eroded. Can my colleague confirm today that the Conservatives support the call of Quebec and the provinces to increase health transfers immediately?

Madam Speaker, I thank my colleague for his bill. It is important that we take a health-based approach. That is obviously the Quebec government's approach. However, we know very well that this approach cannot be funded through good intentions alone. I would like to know exactly which section of the bill proposes to increase unconditional health transfers to the provinces so that the Canada health transfer covers 35% of provincial system costs.
