Mr. Speaker, to take responsibility means to implement measures where there are issues and challenges. That is exactly what I did when there were challenges with information sharing. I strengthened the protocol for foreign interference and for transfers of offenders in federal institutions. Yes, we must always work with all members, including Bloc Québécois members. It is very important work.

Mr. Speaker, a minister has a responsibility to determine the problem and correct it. That is exactly what we did by giving directives to the Canadian Security Intelligence Service and giving new directives to Correctional Service Canada. We did this to ensure that the information is shared effectively to protect the rights of the victims and ensure public safety for everyone.

Mr. Speaker, as I said, I was shocked by CSC's decision to transfer Mr. Bernardo. I was informed of that decision on May 30. I am taking corrective steps at my office. It is my responsibility and I take it very seriously. We will continue to focus on victims' rights. I had a very good conversation with the representatives of the French and Mahaffy families. We will work together to protect victims' rights.

Mr. Speaker, protecting Canadian democracy is a responsibility we take very seriously. We are taking steps to combat foreign interference attempts. It starts with election officials and law enforcement and intelligence services, those who investigate and use all the tools at their disposal. Strengthening Canada's essential infrastructure and institutions is a big job. It takes legislation like Bill C‑26 to reinforce cybersecurity and give the RCMP additional resources.

Mr. Speaker, on this side of the House, we understand our responsibility when it comes to public safety. That is exactly why we invoked the Emergencies Act. We sought advice from police forces. We used that advice to make the decision to invoke the act. I want to know why those on the other side did not offer to cover the expenses for their own role in extending the illegal blockade. That was even worse; it was very bad. They need to offer to cover those expenses now.

Mr. Speaker, as I was saying, in the middle of the illegal occupation, we saw Canadians put out of work. We saw families who were unable to take their kids to child care. We saw the entire town of Ottawa under siege. That is why we invoked the Emergencies Act. Of course we consulted. Of course we sought the advice of police and law enforcement because we understood that was the best way to inform that decision. I wonder why the Conservative Party does not just stand up and accept its share of the responsibility for prolonging that illegal occupation as a result of the reckless abandon that it showed throughout?

Mr. Speaker, I can assure my hon. colleague that the government is fully committed to being transparent around the events and circumstances that led to the invocation of the Emergencies Act. Last week, we launched the public inquiry, affording Justice Rouleau broad powers to compel witnesses, documents and information, including some classified information, should he choose to ask for it. Our intention is to shine a light on those events and it would be, I think, a point of departure to hear the Conservatives recognize that there was an emergency. We fulfilled our responsibility to protect Canadians.
