Mr. Speaker, what is reckless to public safety is when we have a Conservative Party of Canada that proposes to make AR-15-style firearms legal again. On this side of the House, we propose to ban them and buy them back to protect our communities. What is reckless is when one either introduces legislation that is unconstitutional or just filibusters. That is what is reckless to public safety.
On this side of the House, we put forward legislation that is there to protect Canadians. We do it in a way that is constitutional. That is my focus, and that is the focus of this government.

Mr. Speaker, that is exactly what I did as Minister of Public Safety. I have strengthened the briefing protocol to ensure that I and the entire government team have all the information we need to protect our communities.
In addition, we have a very strong track record with new powers and new transparency mechanisms. We are always ready to work together, not only with the Bloc Québécois, but with all members in the House.

Mr. Speaker, I will not, because I continue to be focused on public safety for all Canadians.
I issued ministerial directions to the service to ensure that the elected government would be briefed on the foreign interference of parliamentarians. I am going to be issuing directions to the CSC to be sure that this office is briefed directly when it comes to inmate transfer decisions. That is what responsibility looks like.
On the opposite side, what are we getting? We are getting dilatory tactics, delays, filibustering and no support for the budget. That undermines public safety.
On this side of the House, we will be focused on our paramount objective, which is protecting the safety and security of Canadians.

Mr. Speaker, my colleague across the way is not the final arbiter of trust. It is Canadians. We are working hard every single day to protect public safety.
We have introduced Bill C-21, which will take AR15-style guns out of our communities. The Conservatives want to make those types of guns legal again.
My colleague refers to the so-called police stations. The RCMP has repeatedly confirmed that it has taken disruptive action to stop foreign interference in relation to those so-called police stations.
On the matter of Paul Bernardo, there is an internal review. We are working with the families. We will always stand up for victims' rights.

Mr. Speaker, supported by federal government initiatives and investments, the RCMP is keeping a close eye not only on foreign interference, but also on all public safety priorities. The Conservatives are the only ones who continue to impede the government's national security priorities. We must work together to protect our democratic institutions.

Mr. Speaker, my colleague knows that I have respect for the work she does. She also knows that I am gravely concerned about any threats that have been made against her, as well as against any other member of Parliament in the chamber.
I would also point out that my colleague and parliamentary secretary, who serves on the Standing Committee On Public Safety and National Security, is among many women in the chamber, and they are the disproportionate recipients of death threats. We need to condemn that kind of behaviour. It is absolutely unacceptable. I will never apologize for standing up for the rights of every member, of every woman, to participate in this debate.

Mr. Speaker, as we have said before, the idea that somehow we are not concerned about the safety and security of the member for Wellington—Halton Hills is outrageous. That is why we took decisive, concrete action to ensure that he was provided with a briefing yesterday. Mr. Speaker, I can certainly confirm that we are guided by the advice we get from our intelligence agencies, which is strictly governed under the Security of Information Act, as my colleague across the aisle knows.
It is important that we navigate this very carefully because when we talk about matters that relate to national security, it is people's lives that are at stake: the people who work for CSIS, within the law enforcement community and in this chamber, including the member for Wellington—Halton Hills. That is why we briefed him numerous times. We will continue to ensure his safety and security so we can protect the people who work within these institutions.

We have instructed our independent officials to do a review of this particular contract involving the RCMP.
What is more important is that all members in the House understand that we have made investments to provide all the tools that the public safety community needs to protect our democratic institution.

Mr. Speaker, I want to thank my colleagues, the member for Windsor West and the member for Windsor—Tecumseh, for being strong advocates with respect to the devastating consequences that the illegal occupation visited on workers, families and the small businesses that dot the Huron Church Line Road leading to the port of entry to Detroit. We do our most significant day-to-day trade with our most important trading partner, the United States of America. That is precisely why we invoked the Emergencies Act. We invoked the Emergencies Act to not only restore public safety but maintain public safety.
We will continue to work with the City of Windsor and the other communities that were unprecedentedly impacted by this to make sure they are made whole.

Madam Speaker, I have spent the better part of the last 20 minutes listening to my colleague's intervention, hoping that we would hear more about the substance of the bill itself. I will come back to my question for my colleague across the aisle.
I will be the first person to stand up in this House and defend the incredible work that is done by law enforcement every day when it comes to keeping the public safe across the community. The investments that we have put into place, the technology, the resources and, frankly, the work of the Canadian Institute of Public Safety Research and Treatment, which is a group we met with just a couple of days ago, is proof of all of the supports that we will invest in our law enforcement so that they can carry out their work.
The purpose of today's debate is Bill C-20 and I think my colleague, if she were to be candid with this chamber, would acknowledge that there were very few comments with regard to the substance of the propositions around reporting, discipline, recommendations and all of the things that will enhance civilian review so that there can be public confidence in our institutions, including the RCMP and the CBSA. Where does the member stand on the specific merits of this bill?

Madam Speaker, I would first like to thank my hon. colleague for his question.
The health and safety of Canadians is at the heart of the federal government's strategy. That is precisely why we implemented border measures and introduced essential tools like the ArriveCAN app, to prevent the threat of COVID-19 transmission.
The purpose of the app is to collect information and statistics in order to understand whether there are any risks for travellers arriving in Canada. Technology sometimes poses challenges, and I accept that. However, the government was always there and ready to work with our partners to make ArriveCAN more effective. That is why the app was needed during the pandemic, but it is no longer mandatory.

Mr. Speaker, throughout the pandemic, the government put in place the measures necessary to protect the health and safety of Canadians. We made sure that we introduced CERB, wage subsidies and rent subsidies to keep businesses alive to make sure we could protect workers.
At the border, we also put in place the measures that were necessary to facilitate travel to keep our economy going, and that included ArriveCAN to protect the health and safety of those travellers who were coming into Canada. We will always use evidence, science and medicine as the bedrock of our decisions while Conservatives fight a war against it every day.

Madam Speaker, I do not know why. I wish Canadians could get into the heads of some of the tactics that we have seen here in this chamber. We embrace the idea of having a very vigorous debate about how to better protect our communities from gun violence, but, instead, we saw on the first day that was scheduled for Bill C-21 that Conservatives filibustered and we have seen similar tactics at committee.
As my hon. colleague the leader for the NDP in this chamber pointed out, it is not just on the matters related to public safety. It is on matters related to creating jobs, improving the economy, dealing with climate change and dealing with priorities related to Health Canada. I do want to take a moment to thank the New Democrats for their efforts at making this chamber work, which is what the vast majority of Canadians are entitled to expect from us, especially on matters related to public safety.

Madam Speaker, first, I share my hon. colleague's concerns, because there have been far too many tragedies related to gun violence, not only in Quebec, but across the country. That is exactly why we urgently need to deal with the situation.
The Conservatives are the ones who have been engaging in obstruction tactics. It is unacceptable. There is a lot of support, I hope, from the Bloc and the other opposition parties, like the NDP, for debating this bill and moving forward with a constructive discussion. However, we must manage the situation, and the only way we can move this debate forward is through the committee's fine work. It is important to ensure the safety of the Canadian public.
