Mr. Speaker, from the outset, we have always been willing to work with the Bloc. We invited the Bloc, and all members of Parliament, in fact, to receive a briefing from the intelligence services so that we could make fact-based decisions. Yes, another opportunity is now presenting itself to work together. All the options are on the table. We must do this work together to better protect our democratic institutions.

Mr. Speaker, with all due respect for my colleague, the independent special rapporteur, Mr. Johnston, meticulously reviewed classified information. He verified the findings of two other independent panels regarding the fact that the 2019 and 2021 elections were free and fair. Now, he is recommending that we invite all Canadians and everyone to have an open and transparent conversation about creating new tools to defend our democratic institutions.

Mr. Speaker, there have been a number of questions on this issue. I agree with my Conservative colleague, in a moment of some consensus, that decisions regarding national security and intelligence should not be politicized. I would certainly hope that this is not what the Conservative leader is now suggesting, yet it was him who said, a little more than a month ago, that when he was the minister responsible for democratic institutions, he knew about these things and he did not act because he did not think it was in his interest to do so. Let us now unite—

Mr. Speaker, I think my hon. colleague understands the answer now. I hope that he and all of his colleagues will change their position on national security issues and challenges and support all of the government's efforts, such as creating new powers, increasing transparency and, most importantly, protecting democratic institutions as well as everyone who works in those institutions.

Mr. Speaker, since taking the reins of government in 2015, the government has put in place the resources, the authorities, the technology with the corresponding transparency that is necessary to shine a light on the way that, together, we need to combat foreign interference when it comes to our democratic institutions. We will now take another significant step by appointing an independent expert who will put forward recommendations so we can take additional steps, so that, together, we can protect our democratic institutions. That is the commitment of this government. I hope all members will join us in this work.

Mr. Speaker, I share my hon. colleague's concerns. That is why we created two independent panels that verified that the 2019 and 2021 elections were free and fair. Now, we will follow a process managed by a special rapporteur. The rapporteur will table recommendations that the government will follow. Yes, this is very important. Mr. Speaker, members heard the government announce yesterday that it is our intention to appoint a special rapporteur who presents the qualifications, the experience and the knowledge to navigate and survey the options on the best next practical steps that we can take to protect our democratic institutions, including our elections. Is this truly what the Conservatives have resorted to now, denigrating the very institutions that are there to protect our democracy? Is that all they have to offer, denigration? I sincerely hope not.

Mr. Speaker, on this side of the House, we have put in place a number of measures to increase transparency about threats of foreign interference. For example, we have the National Security and Intelligence Committee of Parliamentarians and the National Security and Intelligence Review Agency, independent bodies that have issued two reports confirming that the 2019 and 2021 elections were free and fair. We will improve transparency because it is a value that protects our democratic institutions.

Mr. Speaker, I agree with my colleague that we need to take allegations of foreign interference very seriously. That is why we created independent, non-partisan panels to shine a light on the allegations of foreign interference, both of which confirmed that the elections in 2019 and 2021 were free and fair. We will continue to shine a light on the tools, on the investments, that we are putting in our national security community to protect all our democratic institutions, including elections.

Mr. Speaker, my Conservative colleagues can be assured that Canadians know the elections in 2019 and 2021 were free and fair. We know that because we had two independent panels that looked at allegations of foreign interference and confirmed as much. More importantly, we are putting in place the tools necessary to protect all of our democratic institutions so that Canadians can have their voices reflected and heard in this chamber.
