Mr. Speaker, let me begin by saying without any equivocation that, like Hamas, the IRGC is a terrorist organization, which is why this government designated it under the Immigration and Refugee Protection Act for the purposes of ensuring that Canada cannot be a safe haven for any terrorist activity that would be facilitated by the IRGC. We stand with the Iranian diaspora here and will continue to do whatever is necessary to protect Canadians, both here and abroad, as a result of any action committed by any terrorist, be it the IRGC, Hamas or any other terrorist group.

Mr. Speaker, I want to assure the member that by designating the entire Iranian regime under the IRPA, which is a provision that has only been reserved for the most egregious violations of human rights as well war crimes and genocide, we are putting within our crosshairs the IRGC. That is why this particular statutory mechanism is more fit for purpose. It allows us to look at the individuals most responsible for perpetrating egregious human rights violations to make sure they can never set foot in Canada, and ensures those who try to help the Iranian regime from here are not able to do so. This bill would make sure, with more precise language, that we are able to deliver on sanctions.

Mr. Speaker, first I want to underline that we stand with women who are marching for their rights in Iran. We stand with those who have been protesting here in Canada. We continue to engage with members of the community here, because we know this is a critical time to stand up for human rights. As I have said on numerous occasions, that is why we have gone further than just looking at the IRGC as a problematic contributor to the transgression of human rights. We have targeted the entirety of the Iranian regime, including members of the IRGC, which is a very effective tool we can use to ensure that Canada will never be used as a safe haven for the transgression of human rights.

Mr. Speaker, I would submit to my colleague that we have gone further by using a very sparingly used provision under the Immigration and Refugee Protection Act that not only designates members of the IRGC but also the entirety of the Iranian regime itself, which will target those who are most responsible for the transgressions of human rights and women's rights on the ground. As a result, Canada will never be used as a safe haven for the supporting of any kind of transgression of human rights. We are putting $77 million on the front lines of the law enforcement community to make sure that this happens.

Mr. Speaker, I want to be unequivocally clear that on this side of the House, we stand with the women in Iran who are marching for their rights. That is why we designated the entirety of the Iranian regime using a sparingly used power under IRPA. This will allow us to go after those who are the most responsible, the senior echelons and the architects of these transgressions of human rights, including the members of the IRGC, whom my hon. colleague continues to underline here. We will give police enforcement all the tools it needs to make sure Canada is never a safe haven for any support for that regime.

Mr. Speaker, I share my colleague's sentiments, and I want to assure him and every member of Parliament that we are indeed taking concrete action to ensure that no one who would operate within the IRGC would have the capability of doing so in Canada. We are doing that by listing the IRGC Quds Force; we are doing that by sanctioning the members of the morality police; we are doing that by listing Iran as a state supporter of terrorism. We have delivered consequences, and we will continue to explore and exhaust all options to hold those responsible accountable and defend human rights here and around the world.

Mr. Speaker, I would hope that all members are united in standing with the families of PS752. This is what we did right from the outset by repatriating bodies so that families could grieve with them, what we did by creating pathways so families could be reunited here in Canada and what we are going to continue to do in calling for real, tangible consequences for the perpetrators of the downing of PS752. We have listed the IRGC Quds Force, we have ensured that Iran is listed as a state that supports terrorism and we will deliver more sanctions to stand up for human rights here and around the world.

Mr. Speaker, I want to be unequivocally clear that we condemn the downing of PS752. We stood with those families. We unequivocally condemn the brutal murder of Mahsa Amini, and we stand with her family and with all of the women who are marching for their rights. I want to be clear that Canada will never be a safe haven for any IRGC operative, or for anyone who supports terrorists. We have taken tangible, consequential action, and we will continue to deliver consequences so that we can stand up for human rights here and around the world.
