Mr. Speaker, as I have made clear now on a number of occasions, I have taken corrective steps to ensure that briefing protocols are provided in a timely manner, especially when it comes to sensitive decisions involving the transferring of dangerous offenders like Paul Bernardo. As soon as I found out, I contacted the commissioner to express the concerns of the Leslie Mahaffy and Kristen French families. That is precisely what the responsibility of this position is, as well as issuing new instructions to ensure that this kind of things does not happen again.

Mr. Speaker, I will be clear. I addressed today the mistakes made by my office. It is very important that, now, we focus on victims' rights. Today, I am issuing new directives to the Correctional Service of Canada that will put victims' rights at the heart of our approach to decisions about transferring offenders. These directives will ensure that I, as Minister of Public Safety, will be briefed about such decisions going forward.

Mr. Speaker, I assure my colleague and all members in this chamber that we are introducing common-sense policies, like Bill C-75, that allow us to concentrate on the most serious offenders so we can protect our communities. I would also point out to my Conservative colleagues that this government has invested hundreds of millions of dollars to support law enforcement and to address the root causes of crime so that we can stop it before it starts. What have the Conservatives done? In each of those instances, they have voted against. If they are serious about taking crime seriously, they should get serious about supporting this government's policies.

Mr. Speaker, the penitentiary agricultural program helps federal inmates gain the employment skills that are required for them to find meaningful employment in the community, which enhances their integration. In fact, we know offenders who participate in these programs are three times less likely to reoffend and find themselves back in custody. That is why I am pleased to announce that the Correctional Service of Canada has indeed awarded a contract in Joyceville, and we will continue to work with my colleague and others in the chamber so that we can see this project to completion. Of course, we will make sure that this contract complies with all of Canada's international obligations.
