Mr. Speaker, my colleague, the Minister of Immigration, Refugees and Citizenship, has a new agreement with the United States to accomplish two goals. First, we want to protect the rights of refugees. This is very important. Second, we want to strengthen the integrity of our borders. That is exactly what we are doing with a new $450‑million investment in the CBSA. We will always protect the rights of refugees. That is what this new agreement is all about.

Mr. Speaker, the relationship between Canada and Afghanistan is deep and abiding. That is why, after Kabul fell, we introduced a program that would resettle 40,000 refugees. That is a goal we are approximately 30,000 into, and we will continue to do that. We cannot forget about the women, the girls and the religious minorities who have been systematically targeted by the Taliban. That is why, today, we introduced Bill C-41, which would reduce barriers and would allow us to deliver the humanitarian aid, the food, the shelter and the clothing they need. By doing so, by passing this law, and hopefully with the support of all opposition parties, we will be able to get that support to them as quickly as possible, while at the same time tackling and pushing back against the Taliban.

Mr. Speaker, as my hon. colleague, the Minister of Immigration, Refugees and Citizenship, has already said, we have an agreement and we have principles to protect the rights of refugees. This is a core Canadian value. We often collaborate with the province of Quebec to welcome refugees. It is a good system. However, we must continue to strengthen our borders to protect the integrity of our immigration system. We will continue to work with the province of Quebec.

Mr. Speaker, I am very proud of the refugees who are continuing to do their part on the front lines. I am proud of the refugees who are helping to alleviate the labour shortage, not just in Quebec, but across Canada. There are plenty of examples of positive contributions made by refugees. We will continue to invest in the necessary resources to resolve the situation at Roxham Road. The Bloc Québécois needs to stop complaining in the House and start coming up with real solutions. That is how we can work together.

Mr. Speaker, we recognize that the situation at Roxham Road poses challenges. That is why we are investing more than $40 million in a strategy to address the problems associated with human trafficking. That is why we continue to add resources at our borders to protect the rights of refugees and to bring to justice those who abuse the system. We will continue that work.

Mr. Speaker, I am very proud of the work our government has done to protect the rights of refugees who contribute so much, in such a positive way, to our economies in Quebec and across Canada. That is why we must continue to make investments at the border and give more resources to the Canada Border Services Agency. That is why we must work in close collaboration with the Government of Quebec to protect the rights of refugees and the integrity of our system.

Mr. Speaker, we should not assume that everyone who comes in via Roxham Road is a criminal. It is a bad stereotype. What does the Bloc have to say to refugees who contribute to our society? What does the Bloc have to say to my hon. colleague, the member for London West, who came into the country via Roxham Road and is now a very strong voice for her community? We need to stop these stereotypes. We need to invest in our asylum system.

Mr. Speaker, we have an asylum system that protects the rights of refugees and strengthens the integrity of our borders. Under our agreement with the Government of Quebec, we transfer hundreds of millions of dollars to accommodate refugees. That has helped the situation. We have an agreement with the United States that protects a process and includes consequences if the system is abused. We will continue to invest in making sure the rights of refugees and the integrity of our borders are protected.

Mr. Speaker, during the pandemic, we worked closely with the Quebec government, Mr. Legault's government, to create a path for the guardian angels. These refugees worked on the front lines of our public health system. That is just one example of how refugees have made very positive contributions. At the same time, we will continue to strengthen the integrity of our borders by making investments in additional resources for CBSA and for all police services because, on this side of the House, we believe in a fair and equitable system.

Mr. Speaker, on this side of the House, we believe in an asylum system that is fair and equitable and that better protects the rights of refugees. We are working closely with the Government of Quebec. Every year, we transfer hundreds of millions of dollars to welcome immigrants, including refugees, to Quebec, and we are investing $321 million to strengthen the integrity of our borders. That is good for Quebec. Refugees play a key role in Quebec and they contribute to our economy. We will keep it up.

Mr. Speaker, those of us on this side of the House believe in an immigration system that is just and that protects' refugees rights. Last year alone, we worked with Mr. Legault's government to launch a program and create a pathway for refugees who help strengthen our economy. We will work with police forces, including the SQ, to ensure we have a border integration system with appropriate investments. The Bloc needs to support our investments at the border.
