Mr. Speaker, to take responsibility means to implement measures where there are issues and challenges. That is exactly what I did when there were challenges with information sharing. I strengthened the protocol for foreign interference and for transfers of offenders in federal institutions.
Yes, we must always work with all members, including Bloc Québécois members. It is very important work.

Mr. Speaker, a minister has a responsibility to determine the problem and correct it. That is exactly what we did by giving directives to the Canadian Security Intelligence Service and giving new directives to Correctional Service Canada. We did this to ensure that the information is shared effectively to protect the rights of the victims and ensure public safety for everyone.

Mr. Speaker, the government is working closely with our allies, including the Five Eyes and the G7. That is why we created a protocol to combat disinformation. That is why we will continue to work with all parliamentarians to combat foreign interference with tools and resources.
This is not a partisan issue. It is a Canadian issue. We need all members to stand together to protect our democratic institutions.

We rely on the advice of our independent, non-partisan public servants to guide us in decisions about disclosing information. CSIS briefed the member for Wellington—Halton Hills yesterday.

Mr. Speaker, as I have explained several times now, decisions about what information should or should not be shared with the public are made by our public servants, who work in an independent and non-partisan manner. Yes, I will be working with the member for Wellington—Halton Hills to brief him and share information, because this government is there to protect not only that member, but everyone who works in the House.

Madam Speaker, I applaud and endorse my colleague's question. There is no doubt in my mind that we should all be concerned about the extent to which disinformation has proliferated on all of our online social media channels in a way that has made it very difficult to have thoughtful, responsible, fact-based debates in every aspect of life, including when it came to the public health measures that we took at the border and including on the necessity and the essential qualities of a tool like ArriveCAN.
I would be very open to working with my colleague and all members of this chamber to continue to examine the extent to which there is polarization in our country that is being driven very deliberately and consciously by the spread of disinformation. We need to come back to facts. At every critical stage in the decisions we took at the border, we looked at the facts and we looked at the evidence. That is what informed our decisions around ArriveCAN and all border measures.

Mr. Speaker, talk about disinformation. Talk about a distortion of the record. We heard from the commissioner of the RCMP, who went before committee and said that she needed to use the Emergencies Act to get the job done as quickly as possible. She spoke about the consultation between government and police forces to ensure that we use their advice to make that decision in an informed way.
It is the Conservatives who continue to bury their heads in the sand. In what was an unprecedented moment of civil disobedience, we worked with law enforcement to protect public safety. It was the Conservatives who undermined it.

Mr. Speaker, once again, I would encourage my colleagues to read the order in council, which specifically says that the judge has the independent power to compel witnesses, information and other documents, which indeed includes classified information.
We want to shine a light on the circumstances that led to the invocation of the act. We on this side of the House and other members in this chamber are confident that it was the right thing to do, and it worked. However, in fulfillment of our obligations under the Emergencies Act, we have launched this public inquiry so there can be transparency, accountability and integrity, and so this never happens again.
