Mr. Speaker, the former public safety minister clarified that he was not informed by the Canadian Security Intelligence Service. That is why I gave new instructions to ensure that elected representatives on the government side will now be briefed by the Canadian Security Intelligence Service when there are incidents involving foreign interference. That is why I am in the process of issuing new instructions to the Correctional Service of Canada to protect victims' rights.

Mr. Speaker, as I have said on numerous occasions, I was personally informed on May 30, the day after an independent decision was taken by CSC to transfer Paul Bernardo. I expressed shock and outrage at the time, along with the families. I should have been briefed immediately by my staff. I have dealt with that matter internally through corrective steps. Going forward, we have new instructions coming to CSC to put victims at the very centre of these decisions. We will ensure they are notified so that we can take a trauma-informed approach.

Mr. Speaker, first I would like to reiterate that we do take the concerns that have been expressed by the member for Wellington—Halton Hills very seriously. That is why, as soon as we were informed about this issue, which was Monday earlier this week, we reached out to him directly. We offered a briefing to him. We made sure that briefing happened, and we will continue to work with him and all members to make sure that we can uphold our democracy.

Madam Speaker, I applaud and endorse my colleague's question. There is no doubt in my mind that we should all be concerned about the extent to which disinformation has proliferated on all of our online social media channels in a way that has made it very difficult to have thoughtful, responsible, fact-based debates in every aspect of life, including when it came to the public health measures that we took at the border and including on the necessity and the essential qualities of a tool like ArriveCAN. I would be very open to working with my colleague and all members of this chamber to continue to examine the extent to which there is polarization in our country that is being driven very deliberately and consciously by the spread of disinformation. We need to come back to facts. At every critical stage in the decisions we took at the border, we looked at the facts and we looked at the evidence. That is what informed our decisions around ArriveCAN and all border measures.
