Mr. Speaker, in fact, as I mentioned earlier during this debate, yesterday the government announced an additional $390 million that will go directly to support law enforcement to dismantle and take down organized criminals who use guns. I would also point out that the original bill, in its proper form, includes raising maximum sentences against hardened gun traffickers as a means of deterring them. It also would provide law enforcement with additional tools around wiretapping and surveillance so that they can share information and use that to disturb, dismantle and stop organized criminal networks that use guns to support and supply their trade.
I have assured the member that we will work closely with the province and his community to see that their work in Thunder Bay is supported as well.

Mr. Speaker, that is exactly what the federal government is doing. We have already invested $450 million to add more boots on the ground for the CBSA. That is exactly what we are doing with this bill, which brings in tougher penalties for criminals.
Why are the Conservatives not supporting this bill? If they want to target criminals, they have to support this bill.

Mr. Speaker, given the advanced stage at which Bill C-21 is being debated by the Standing Committee on Public Safety and National Security, I would have hoped my colleague would see that the government proposes to raise maximum sentences against hardened criminals who would terrorize our communities with the drive-by shootings he describes in his question.
In addition, I am somewhat surprised the Conservatives did not support the fall economic statement, where we invested an additional $137 million to stop the illegal smuggling he is concerned about.
The only thing the Conservatives have put on the table is making assault-style rifles legal again, and that is wrong. They need to be sure they are on the right side of this issue.

Mr. Speaker, that is exactly why we introduced Bill C‑21. The Conservatives have been quibbling with it since day one.
We need to pass this bill, which targets members of organized crime, aims to hand down very severe punishments to criminals and gives police more tools.
We will continue to bring forward legislation that makes sense, and we will continue to make investments to help our police and our forces at the border.

Mr. Speaker, first of all, our thoughts are with the victims' families. This is a very difficult time.
Over the past year, we have invested $321 million to strengthen the integrity of our border. That is exactly why we have made so much progress going after criminals attempting to import illegal firearms. This is an issue with a lot of challenges.
We will move forward with our plan, Bill C‑21, which will give the police more tools and increase the penalties for those involved in organized crime. We need to pass this bill as soon as possible.

Madam Speaker, I think my colleague will know I carry no truck for criminals and I carry no truck for individuals who would use guns to do harm to the community or to individuals whatsoever. However, the fact of the matter is that, before she became a member of Parliament, the last time the Conservative Party had the reins of government, there was a failed and prosecuted agenda around sentence reforms that simply did not work. The Supreme Court of Canada repeatedly struck down those failed policies that were introduced under the Conservative government, which is why my hon. colleague, the Minister of Justice, has put forward Bill C-5.
Members can reconcile that with what we are doing in Bill C-21, which will ensure that the judiciary, in whom we have respect, trust and confidence, can dispense justice. By raising maximum sentences from 10 to 14 years, we would be sending the very clear and unambiguous signal that if someone is going to illegally traffic across a border or in our communities illegal firearms, they will face stiffer sentences.

Mr. Speaker, Bill C-21 cracks down on criminal groups with concrete measures. For example, it imposes harsher penalties for criminals who engage in illegal gun trafficking at the border and gives the police more authority to prevent gun violence.
That is one of the measures that we can take in co-operation with the Bloc, but we need to study this bill, debate it and pass it as quickly as possible.

Mr. Speaker, I totally agree with my colleague that shootings are unacceptable tragedies. That is exactly why we introduced Bill C‑21, to target the criminals who cause tragedy and create chaos in our communities.
This bill sets out tough new penalties for criminals and increases resources for police. We will work with the Bloc and all members of the House.

Mr. Speaker, once my colleague has a chance to read and study Bill C‑21, she will see that it includes provisions to increase sentences and penalties for organized criminals looking to smuggle guns across the border.
That is precisely why we have provided the Canada Border Services Agency and the RCMP with additional resources to stop gun trafficking. We have actually made good progress, but we have further to go, and that is exactly what we are going to do.

Mr. Speaker, with all due respect for my colleague, that is not true. We have a solid plan to prevent criminals from getting their hands on guns. We implemented more rigorous criminal background checks, which the Conservatives opposed. We invested over $350 million in policing to crack down on gangs and put an end to trafficking at the border. The Conservatives opposed that too. That is unacceptable.

Mr. Speaker, just last week, we introduced a stronger ID verification for gun purchases and require businesses to keep records of gun sales, which they are already doing. We have heard from some of those businesses, and they say this is common sense. Now police will be able to better investigate fraud and locate criminals who steal or try to engage in straw purchasing, which is a legitimate concern.
The Conservatives can spin all they want, but Canadians see through it because they have no credibility when it comes to fighting against gun crime.
