Uqaqtittiji, I would remind the member that it has been the New Democrats who have been able to get the most results for Canada in the 44th Parliament. We are the ones who were able to get dental care. We were the ones who got pharmacare. The fourth party in this 44th Parliament has gotten the most for Canadians. We are the ones who have been ensuring that indigenous rights are being respected.
I do appreciate that the member has worked closely with my friend and colleague, the member for Winnipeg Centre. She has shared that with me and I do appreciate the commitment she has to ensure the bill does pass. I hope she has the support of her party to ensure Bill C-35 becomes law.

Uqaqtittiji, the member highlighted the ravages of what colonial systems continue to do to indigenous peoples, but I wanted to ask specifically about Bill C-62 and the amendment that has been inserted about the creation of a joint committee of both houses of Parliament designated for determining eligibility.
What does the member think about that amendment, which would require discussions on ensuring the eligibility of a person whose sole underlying medical condition is mental illness? Does he think that is an urgent task that needs to happen after Bill C-62 is passed?

Uqaqtittiji, I would like to thank the member for his interest in the north and the Arctic. I am not sure how genuine it actually is.
With respect to this act, the Investment Canada Act, when it comes to ensuring we are doing better at protecting individuals and the land, a lot of what we have to do in these pieces of legislation is prevent the acquisition of certain things. For example, in Nunavut there is a mining company that is not owned within Canada, and a lot of damage is being caused by this mining companies to our lands and our territories. What we need to do is make sure that there is free, prior and informed consent so that indigenous peoples can and will have a say in ensuring that legislation, such as the Investment Canada Act, can have a positive impact on them.
Does the member agree that ensuring free, prior and informed consent should also be included in acts such as these?

Uqaqtittiji, I agree with the member that protecting victims is so important, and judges' discretion is not to be taken lightly. I wonder if the member can share more ideas on how we can ensure that judges' discretion is not too wide, so that we are ensuring a proper way to make sure that there are better protections for victims for public safety.

Uqaqtittiji, I really appreciated the history and timeline the hon. member provided.
Since I was elected, there have been two times when I felt our democracy was under threat. The first time was during the so-called “freedom convoy”. Those were intense times. The second time is now, with this debate, and what happened with the member for Wellington—Halton Hills.
It seems that, when our democracy is under threat, the government does not take it seriously enough. I wonder if the member could share with us what the potential implications could be internationally, and why the Liberal government needs to be more active in ensuring that our democracy is protected?

Uqaqtittiji, I would like to thank the hon. member for her important intervention and for introducing this bill.
I am not too sure if the member knows this, but for indigenous communities, first nations, Métis and Inuit, kinship, customary care and adoption are important cultural practices. I wonder if the member would agree that ensuring these forms of adoption, as well as care, would be an important improvement to her bill?

Uqaqtittiji, the motion specifically asks that more immediate and substantial investments be created, including a red dress alert system. We know that the infrastructure already exists for this because of the amber alert.
With the red dress alert system, we can do a better job of ensuring that indigenous women, girls and two-spirit people are protected right at the time that they are considered missing or murdered. Does the member agree that there needs to be immediate action to ensure that the red dress alert system is put in place?

Uqaqtittiji, the member's question is very important. I have risen in this House so many times to speak about how impactful overcrowded housing is to my constituency, how the poor conditions impact the mental health of the people I represent, and how, because of those conditions, we suffer worse mental health impacts.
We definitely need more investments in housing, to make renovations to improve housing and to also fill empty units. There are many empty units in our communities that need to be renovated and reopened.
I also wanted to very quickly say that more of our communities in Nunavut need safe places for women to go to. I know personally of two women I wanted to mention who I think would not have been murdered if they had had a safe place to go, because they were murdered having been in unhealthy, very violent relationships. We also need to be investing in ensuring that women have safe places to go to in their communities, so that they do not have to leave their communities and can remain with their families and keep raising their children in their home communities.
