Uqaqtittiji, by the time the fall economic statement was presented in November, it was already well known that there was a major first nations, Inuit and Métis infrastructure gap. For first nations only, that gap was reported at $350 billion.
It is so unfortunate that the government continues to ignore the plight of indigenous peoples. I wonder if the member can share with the House how he will make sure that indigenous peoples' needs are being met through important announcements like the fall economic statement and the budgets that are later presented.

Uqaqtittiji, I do appreciate some of the member's stories that he shared with the health issues in his family. Unfortunately, with the debate on this issue lately, there has been one huge gaping gap when we are talking about health.
I wonder if the member can describe for us what the challenges are with the fall economic statement and what was announced in the budget, and what is happening to ensure that indigenous health issues are addressed. They did not seem to be present in the budget.

Uqaqtittiji, the member talked much about fairness and housing. Unfortunately, the budget does not do enough for first nations housing. The AFN said there needs to be $44 billion to close the gap. This budget promises only $918 million over five years.
How can the member say this is fair to first nations, when they are getting meagre pennies out of the budget?

Uqaqtittiji, I would like to thank my excellent colleague from South Okanagan—West Kootenay. I always enjoy his interventions, his great work and his leadership on educating us in the area of science.
I want to ask him a quick question about what the budget could do to make sure that we are doing better to address climate change. I know he is in a riding where that is a huge issue. I wonder if he could speak to that.

Uqaqtittiji, I am glad that the member mentioned a bit about housing. Unfortunately, the budget does not do enough for indigenous housing.
For example, the Assembly of First Nations reported, in 2021, that the first nations housing need to close that gap is $44 billion. The Auditor General, this past March, reported that 80% of first nations housing needs are not being met. In fact, she said, at our indigenous and northern affairs committee today, that what the Liberal government is doing is contradictory to reconciliation.
What can the government do to make sure that it is not in contradiction of reconciliation? What can it do to show the importance it places on reconciliation and investing more in first nations housing?

Uqaqtittiji, my colleague's speech was very informative in showing the realities of what indigenous peoples experience in Canada because of the decades of a lack in investments by the Liberal government and past Conservative governments, which has led to the continued marginalization of indigenous peoples.
I wonder if the member could share her thoughts on what will happen because of the budget announcement. Even if this bill were to pass, what would happen with indigenous peoples once we start seeing commitments rather than inaction?

Uqaqtittiji, the infrastructure gap for first nations, Inuit and Métis communities is estimated at over $300 billion. That is almost more than the entirety of the federal government's annual budget. Recently, the Prime Minister announced that he would ask all ministries to make cuts in their budgets, and this is a huge concern for indigenous services being delivered for indigenous peoples.
I wonder if the member agrees that making cuts to Indigenous Services and Northern Affairs Canada, CIRNAC, will have major detrimental impacts on the conditions that first nations, Métis and Inuit already live under.

Uqaqtittiji, while we are talking about emissions reductions and decarbonization, I wanted to take this opportunity to ask about the Kivalliq hydro-fibre link project, which was announced in the budget. No amounts were provided as to how much the government would invest to ensure the Kivalliq hydro-fibre link project can proceed. Could the member please describe to the House what investments will be made so Nunavummiut can contribute to decarbonization as well?

Uqaqtittij, I guess another aspect of freedom is what we do and how we ensure that we ourselves practise in our country our own freedoms and how we ensure countries are safe. For example, Russia's invasion of Ukraine is not allowing a lot of Ukrainians to be safe, to be free.
The budget implementation act talks about amending the customs tariff to remove Belarus and Russia from the list of countries entitled to most favoured nation tariff treatments. I think that this is going to be an important measure to make sure that we are doing better, to ensure that countries like Ukraine are getting the support that they need to achieve the peace that they need.
I wonder if the member can comment on voting against this type of provision in the budget implementation act.

While it says that $4 billion over seven years will go to urban, rural and northern indigenous housing, that will not start until 2024 and will go over seven years. What are her thoughts on that policy?

I do agree with some points about the budget. One part, where the budget does not spend enough, or early enough, is on indigenous housing. It allocates $4 billion, starting in 2024, but it would be over four years and spread across Canada.
Could the member share her thoughts on how we need to prioritize indigenous housing in Canada?

Uqaqtittiji, I would like to thank the member for Pontiac for focusing on climate change and what the government will do to combat climate change.
I would like to ask her about the Kivalliq hydro-fibre link project, which is mentioned in the budget. Unfortunately, the budget does not say how much it will invest in that project, and I wonder if she could tell the House what kinds of investments it will make to ensure that this project does indeed go ahead so more communities can reduce their reliance on diesel.

Uqaqtittiji, according to the Parliamentary Budget Officer, if the government had extended the Canada recovery dividend to stores like Loblaws and the oil and gas sector, it would have generated $4.3 billion in revenue.
Can the member say that the Liberal government will learn from the Parliamentary Budget Officer and extend that recovery dividend to such box stores?

Uqaqtittiji, food insecurity in Nunavut is a major issue. The cost-of-living crisis is making a bad situation even worse. In budget 2022, the Liberals did not mention food insecurity in the north once. My constituents are being left behind by the government. Food has expired by the time it reaches shelves in Nunavut. This is not how people in Canada should live.
Why has the government not taken steps to make sure all people in the north can access fresh, affordable food?
