Uqaqtittiji, I wonder if the member can share how much of this bill would go toward supporting care for indigenous peoples. If there is not enough support, how does this bill need to change? We all know that the health conditions for indigenous peoples are some of the worst compared to other Canadians.
What do we need to do to make sure that indigenous peoples are getting the pharmacare that they need too?

Uqaqtittiji, I do appreciate some of the member's stories that he shared with the health issues in his family. Unfortunately, with the debate on this issue lately, there has been one huge gaping gap when we are talking about health.
I wonder if the member can describe for us what the challenges are with the fall economic statement and what was announced in the budget, and what is happening to ensure that indigenous health issues are addressed. They did not seem to be present in the budget.

Uqaqtittiji, the member has responded partly to what I was going to ask her regarding whether she thinks the opioid crisis is a health issue or a criminal justice issue, specifically because the NDP did introduce a bill that would treat the toxic drug crisis as a health issue. I wonder if the member could instead explain, if this is a health issue, why the Liberal government is spending 60% of the budget on law enforcement.

Uqaqtittiji, I think that we all know that indigenous peoples have the fewest mental health resources. A huge part of that is because of Canada's colonial history.
One of the efforts we have been making is trying to get more indigenous healers and indigenous care workers incorporated into the non-insured health benefit system so they can be paid similarly to professionally or academically certified educated mental health professionals. I wonder whether the member agrees that making sure these workers are being funded as well would be a way of alleviating some of the pressures, and one of the better ways to make sure indigenous peoples are getting the mental health services they need.

Uqaqtittiji, funding is not enough. Government must expand the availability of indigenous-led mental health programs and services. Indigenous-led programs should be included in the non-insured health benefits as insured health care services. When indigenous-led mental health programs are not recognized, the message is clear: Indigenous traditional counsellors and healers do not deserve to be compensated for the valuable service they provide to their peoples.
On December 6, 2022, the indigenous and northern affairs committee tabled its sixth report, entitled “Moving Towards Improving the Health of Indigenous Peoples in Canada: Accessibility and Administration of the Non-Insured Health Benefits Program”. The first recommendation of the report calls for “immediate action to formally recognize the important role of traditional Indigenous counsellors and healers”.
When will the government implement this recommendation and ensure that traditional indigenous counsellors and healers are part of the overall health care system in Canada?

Uqaqtittiji, I have asked several times in the House about the nutrition north program, which is a federally funded program that is subsidizing for-profit companies, rather than helping people in poverty. Because of the subsidy that is being given to for-profit companies, people who are in poverty are suffering and are continuing to live in mental health conditions that they should not have to.
I really hope that we can do better to make sure that especially Arctic communities in my riding are able to have access to healthy, affordable and nutritious food.

Uqaqtittiji, imagine a family member needs urgent medical attention. In Nunavut, this means spending thousands of dollars to travel great distances just to access basic health care. If elders need long-term care, there are too few options. Families are forced to send their loved ones across the country, afraid that they will never seem them again.
Nunavut residents deserve to have the care they need at home. Why is the government still failing to provide basic health care services to Nunavut?

Health measures are being lifted by provinces. Many first nations, Métis and Inuit communities continue to say they lack basic health care and infrastructure. This is dangerous, especially for elders.
Does the minister agree that increased financial investments and infrastructure must be provided for indigenous health?

Some have tried to hide the influence that foreign extremists had in the illegal blockade and what they might continue to have.
It is also great to start seeing Ottawans walking the streets in joy and with freedom from fear from the so-called freedom convoy. It is great to see them wearing their masks and enjoying the normally beautiful downtown core.
Can the member say whether it is more important to listen to public health officials whose interests are to protect the health of Canadians or to the extremist leadership who have attempted to overthrow a democratically elected government?
