Uqaqtittiji, whenever the NDP asks questions about the lack of investments that the Liberal government and the previous Conservative government have made to indigenous housing, we are always told about how much more the Liberals have been investing. I wonder if the member can tell us what the impacts of those statements are on indigenous peoples who live in overcrowded housing conditions and who live in mouldy conditions.
Meanwhile, children are going to school without the sleep that they need to get the good grades that they need.
Can the member explain what happens when those promises are being broken?

Uqaqtittiji, the member mentioned a bit about housing, and I will ask him a similar question that I have asked other Liberal MPs about the fall economic statement and the lack of investments going to the territorial governments to help alleviate the housing crisis in the north.
Does the member agree, for example, that we should have heard the three territorial premiers when they asked for $600 million in the budget? Continuing to ignore those kinds of calls shows a lack of supporting the economy's needs, which could be generated by supporting housing in the north.

Uqaqtittiji, it is good to see the Minister of Housing here.
For the last two years, the Nunavut government has been asking for investments in housing. Understanding that the Government of Nunavut is not an indigenous government and is not eligible to apply to the urban, rural and northern housing initiative, can the minister update the House on what investments they will be providing directly to the Government of Nunavut so that they can help alleviate the housing crisis up north?

Uqaqtittiji, I will talk about the urban, rural and northern housing initiative because that is something the NDP worked really hard for. That funding would help make sure indigenous peoples have a say in what housing will be for first nations, Métis and Inuit communities.
Without that $4 billion, which we were able to fight for, indigenous children will be going to school tired because they are sleeping in overcrowded housing situations. They will be going to school with more health issues because of the mouldy conditions in their houses. Overcrowded housing results in increases in tuberculosis and other respiratory health issues. Therefore, making sure that we secure that $4 billion over seven years is very important.

Uqaqtittiji, the member talked much about fairness and housing. Unfortunately, the budget does not do enough for first nations housing. The AFN said there needs to be $44 billion to close the gap. This budget promises only $918 million over five years.
How can the member say this is fair to first nations, when they are getting meagre pennies out of the budget?

Uqaqtittiji, I am glad that the member mentioned a bit about housing. Unfortunately, the budget does not do enough for indigenous housing.
For example, the Assembly of First Nations reported, in 2021, that the first nations housing need to close that gap is $44 billion. The Auditor General, this past March, reported that 80% of first nations housing needs are not being met. In fact, she said, at our indigenous and northern affairs committee today, that what the Liberal government is doing is contradictory to reconciliation.
What can the government do to make sure that it is not in contradiction of reconciliation? What can it do to show the importance it places on reconciliation and investing more in first nations housing?

Uqaqtittiji, in their budget on Thursday, the Liberals made a lot of announcements on housing, but they did not make the $600-million investment in the territories that Nunavut, Northwest Territories and the Yukon have been desperately asking for. When I go home, I am told more heartbreaking stories of crumbling and overcrowded homes.
Why will the minister not listen to the territorial premiers and give them the funding they need to address the housing crisis?

Uqaqtittiji, northerners continue to experience the worst housing crisis in the country. Overcrowding is so bad that families sleep in shifts. One home was cracking in half from the melting permafrost and was only held together by duct tape. This cannot continue. For years, the government has ignored the territories' calls for investments to housing. They need the housing funding now.
Will the Prime Minister respect the territorial governments and deliver the funding they need to build homes?

Uqaqtittiji, Canada's federal housing advocate confirmed this week that indigenous peoples are more likely to be forced to live on the streets. This government's lack of action means that indigenous peoples are being intentionally forgotten. In Edmonton, 60% of those living on the streets are indigenous. In Winnipeg, it is two-thirds and in Saskatoon, it is over 90%. In Nunavut, many tell me about overcrowding because of the lack of housing.
Will the minister listen to the federal housing advocate and stop underfunding indigenous housing?

Uqaqtittiji, the NDP believes that immigration makes Canada stronger, so we support this motion.
I will read a quote by the premier of Nunavut on immigration. He said, “We do want to welcome new workers to Nunavut, but our immense housing shortage is the biggest obstacle we face today.”
In an effort to have Nunavut welcome immigrants, will the member support increasing investments in housing so it can do the same as other provinces and territories?

Uqaqtittiji, adequate housing for indigenous peoples has been neglected by Conservatives and Liberals. Thanks to the NDP, a for indigenous, by indigenous housing strategy will now help first nations, Métis and Inuit find adequate homes away from their home communities. However, there is still work do. Territorial governments like Nunavut are still waiting on the government to deliver funding for homes for their residents.

Uqaqtittiji, the Liberal government will be treading on thin ice when it comes to how it is compared to the Conservatives if these cuts are allowed to happen. The member for Vancouver East and I have been working very hard all year to make sure that even one small aspect of housing is delivered. I am speaking about the urban, rural and northern housing initiative, which should have flowed by now, but because of the Liberal government and its delay tactics, we will not see housing built until 2025. This is the impact of the Liberal government, and that is what we need to make sure is clear. It is why we are fighting against the $7.6 billion in cuts that are being proposed by the Liberal government.

The Liberals are actively keeping indigenous people marginalized by delaying the release of housing investments promised. Uqaqtittiji, the federal housing advocate has reported that the government fails to protect Inuit's right to housing. Inuit have to take shifts to sleep because of overcrowding. In the fall economic statement, the government is spending more to settle historic injustices than it is to help indigenous peoples in housing. Liberals have to get this right: Invest in indigenous housing and end these injustices.
When will the Prime Minister finally invest in what is needed? Will he wait until he is forced to by the courts?

Under the Liberals, too many indigenous people everywhere, especially in cities, are homeless or sleeping in overcrowded houses. They have failed to uphold indigenous people's basic rights.

Uqaqtittiji, the cost of living is creating a crisis in northern communities, and the Liberals are making it worse. Federal employees rely on a subsidy to help them with their housing expenses, and the Liberals are trying to cut that subsidy, a move that would cost workers between $6,000 and $8,500 a year. This would force people out of their homes and cut services that northerners rely on.
Will the Liberals reverse this decision and stop punishing workers?

Uqaqtittiji, the Conservatives say that this motion is to help address housing so Canadians do not lose their homes. I do not think it is a great solution, but the Liberals have not done so well either.
I am glad she did not include URN on her list of investments that government has done, because URN does not do enough. There are still gaps in investments that need to happen. One of those gaps is to ensure that there is housing funding for the territorial governments. Territorial governments are not indigenous governments, so they would not be eligible to receive housing through URN.
I wonder if the member agrees that we need to ensure that territorial governments get a carve-out for housing.

Uqaqtittiji, homes are supposed to be where dreams are cultivated.
For Inuit and indigenous peoples, homes are overcrowded, mouldy spaces where dreams vanish. Children have no space to do homework. Women have no space to flee abusive partners. Inuit and indigenous peoples have little to no space to take care of their mental well-being. This is the result of decades of Liberal and Conservative underfunding.
When will the Liberals finally close this housing funding gap?

Uqaqtittiji, too many northern communities saw little to no housing projects or repairs this summer. Too many Nunavummiut are being denied their right to a home. When I visited Baker Lake this summer, I saw housing conditions well below acceptable standards. Last year, the Government of Nunavut and Nunavut Tunngavik Incorporated submitted a joint budget request to build more homes. They are still waiting.
When will the government invest properly in housing that will make a difference in people's lives?
