Uqaqtittiji, it is great to hear intelligent speeches from the Conservatives. It is great to hear not all Conservatives take a “play bingo” approach to saying as many slogans as they can in their interventions, so I really appreciate that very much.
In 2022, the RBC, the Royal Bank, invested $41 billion in fossil fuels. In this time of climate change, would the member not agree it would be better to invest in renewable energies, in projects like the Kivalliq hydro-fibre link project, which would get Nunavut communities off dirty diesel and transitioned to more renewable energies? Would he not agree that what the government can do is make sure companies like the RBC are not subsidizing fossil fuels but transitioning to renewable energies for the betterment of earth, so we can combat climate change in a better way?

Uqaqtittiji, Nunavut relies completely on diesel for energy for home heating and for everything, basically. All of its oil and gas is from the south; we do not have any that we extract on our own. Therefore, when we get that oil and gas, it is from companies in Canada. Canada's five biggest oil and gas companies made $38.3 billion in combined profits last year alone.
Does the member agree that there needs to be a windfall profits tax on oil and gas so those funds can then be diverted to renewable energy that needs to be supported, such as Hydro-Québec's fibre-optic link project?

Uqaqtittiji, I am going to ask the hon. member a similar question that I asked another Liberal MP previously. Nunavut continues to be excluded from so many investments. The Liberal government has an opportunity to support sustainable development in Nunavut.
As I mentioned earlier, Nunavut relies on diesel in all 25 of its communities. There has been great work to make sure we can help transition to clean energy through the Kivalliq Hydro-Fibre Link project. I wonder whether the member can commit, with the government, to working toward supporting the Kivalliq Hydro-Fibre Link so Nunavummiut can get off of diesel.

Uqaqtittiji, yet again the NDP had to use its power to even get this bill in the House. Different regions have different needs, and I hope the member understands that.
I have spoken to the importance of the need for the Kivalliq hydro-fibre link project to be supported, which would help Nunavut in the switch to the use of sustainable energy. Currently, Nunavut relies on diesel. All of Nunavut's communities are using diesel power, and the Kivalliq hydro-fibre link project would help transition to sustainable energy.
Does the member agree, and will the Liberal Party be sure to help Nunavut in the switch to sustainable energy by helping to support the Kivalliq hydro-fibre link project?

Uqaqtittiji, I would like to thank the member for Pontiac for focusing on climate change and what the government will do to combat climate change.
I would like to ask her about the Kivalliq hydro-fibre link project, which is mentioned in the budget. Unfortunately, the budget does not say how much it will invest in that project, and I wonder if she could tell the House what kinds of investments it will make to ensure that this project does indeed go ahead so more communities can reduce their reliance on diesel.

Uqaqtittiji, I would like to thank the parliamentary secretary for focusing on the environment. In Nunavut, 25 communities rely entirely on diesel for power, and there needs to be a transition from these polluting energy sources to renewable energy. Oil and gas companies are the largest contributors to polluting the environment.
Can the parliamentary secretary explain why the government did not extend the windfall tax to oil and gas companies to help Nunavut get off its reliance on diesel?
