Uqaqtittiji, in their budget on Thursday, the Liberals made a lot of announcements on housing, but they did not make the $600-million investment in the territories that Nunavut, Northwest Territories and the Yukon have been desperately asking for. When I go home, I am told more heartbreaking stories of crumbling and overcrowded homes.
Why will the minister not listen to the territorial premiers and give them the funding they need to address the housing crisis?

Uqaqtittiji, northerners continue to experience the worst housing crisis in the country. Overcrowding is so bad that families sleep in shifts. One home was cracking in half from the melting permafrost and was only held together by duct tape. This cannot continue. For years, the government has ignored the territories' calls for investments to housing. They need the housing funding now.
Will the Prime Minister respect the territorial governments and deliver the funding they need to build homes?

Uqaqtittiji, indigenous women and their children are forced to live in violent situations because of the lack of adequate housing. The Liberals are actively keeping indigenous people marginalized by delaying the release of housing investments promised. The NDP fought to secure $4 billion to help build homes indigenous people need, but the Liberals keep delaying these investments, keeping indigenous people out in the cold.
When will the government help indigenous communities get the homes they so desperately need?

Uqaqtittiji, there are first nations who cannot return to their home communities due to the lack of homes. They are being pushed out of their culture, family and traditions, due to the neglect from the Liberals. At the pace that the government is moving, it would take anywhere between 58 to 141 years to close the infrastructure gap, despite promising that it would close it by 2030.
Could the government tell us when enough homes will be built for first nations to be able to live in their home communities?

Uqaqtittiji, the federal housing advocate says the government fell short in building homes across the country. Under the Liberals, too many indigenous people everywhere, especially in cities, are homeless or sleeping in overcrowded houses. They have failed to uphold indigenous people's basic rights.
Thanks to the NDP, the government announced $4 billion over seven years for housing, but indigenous people are still waiting. Why have the Liberals not released all of this urgently needed funding to respect indigenous people's right to housing?

Uqaqtittiji, if the Liberals say that they will do whatever it takes for housing, Nunavut needs $250 million.
One-third of Nunavutians live in homes needing major repairs and over 50% in my riding are in overcrowded homes. The situation is so bad that TB outbreaks in two more communities were announced earlier this year. Last year, the Government of Nunavut asked the Liberals for $200 million to build urgently needed housing. So far, they got zero.
Will the Minister of Finance announce tomorrow the housing funding that Nunavut desperately needs?

Uqaqtittiji, first nations, for decades, have screamed about the deplorable conditions they live in. Statistics Canada now confirms that the Liberal government failed to make any progress since 2016.
Under the Liberals, indigenous peoples have no choice but to live in unsafe, overcrowded and mould-infested homes. The $4 billion over seven years toward urban, rural and northern housing is not enough.

Uqaqtittiji, homes are supposed to be where dreams are cultivated.
For Inuit and indigenous peoples, homes are overcrowded, mouldy spaces where dreams vanish. Children have no space to do homework. Women have no space to flee abusive partners. Inuit and indigenous peoples have little to no space to take care of their mental well-being. This is the result of decades of Liberal and Conservative underfunding.
When will the Liberals finally close this housing funding gap?

Uqaqtittiji, too many northern communities saw little to no housing projects or repairs this summer. Too many Nunavummiut are being denied their right to a home. When I visited Baker Lake this summer, I saw housing conditions well below acceptable standards. Last year, the Government of Nunavut and Nunavut Tunngavik Incorporated submitted a joint budget request to build more homes. They are still waiting.
When will the government invest properly in housing that will make a difference in people's lives?

Uqaqtittiji, the Liberal government has been, for years, saying that there is no relationship more important than that with the first nations, Métis and Inuit. The member talked about how much more work they still need to do regarding housing, including indigenous housing, showing how indigenous peoples are at the bottom of the priority list.
Can the member explain why it is that the government chose to make sure that indigenous housing does not start until 2024 and is spread out wide over Canada when there are so many indigenous peoples that are in dire need of homes?

Uqaqtittiji, while the federal government had many wins for some Canadians, indigenous peoples were again neglected in the federal budget. Promises for long-term funding while delaying its rollout is not good enough. For years, urgent and unmet housing needs have been spoken about in this House, yet indigenous peoples will continue to live in homelessness and in overcrowded and mouldy housing, forcing indigenous peoples to leave their lands.
Why does the government continue to put indigenous peoples at the bottom of its priority list?

Uqaqtittiji, I have people in my territory who are homeless, like Bernie Napassikallak from Taloyoak, who lives in a tent in harsh winter conditions at the moment. I appreciate that the member focused his intervention on the need to increase housing.
I wonder if the member agrees that the Canada recovery dividend needs to be extended to collect revenue from big box stores and oil and gas companies so that the revenue collected can go toward increasing the amount of housing in Canada.

Uqaqtittiji, the United Nations Declaration on the Rights of Indigenous Peoples enshrines the right to housing for indigenous peoples, yet many struggle to find an adequate home. The Liberal government has failed to recognize these rights and invest in an indigenous housing strategy for people who are compelled to leave their home communities. As a result, many indigenous peoples end up in units in disrepair or homeless.
When will the government acknowledge UNDRIP rights to safe, affordable housing across Canada?
