I thank the member for the question. It does bring into play an intersection of a number of issues. I submit that municipalities—you mentioned municipalities would have concerns about this. A significant portion of annual locate requests exist to ensure the continued safety and growth of their communities. Sadly, the NDP sees this as an opportunity to try and continue denying Ontarians improved services designed to help them.

I submit that the member should have no fear about that particular concern that he raises. The implication is that—the practice of disclosure is fully addressed by this bill. I have no concerns whatsoever. I see an improvement in safety and efficiency.

I did not know, as I tabled this bill at first reading, what the outcome would be in terms of support, but I was delighted to see, not only after the consultations that preceded the tabling of this bill but during the committee process and in the debate in this House, how much consensus there is around these improvements. I’m very proud of that, and I thank all those who gave input to show that we’re going on the right track.

The incarnation of this act in 2012 was also something that was about consensus: safe building of infrastructure.

I thank the member for Carleton for that excellent question. The Better for Consumers, Better for Businesses Act, 2023, tabled for first reading yesterday, is the first initiation of a comprehensive reform to Ontario’s consumer protection laws in almost two decades. This government and our Premier strongly believe that Ontarians deserve to feel protected when spending their hard-earned dollars, and this legislation, if passed, is a testament to our government’s promise to always listen to the needs of Ontarians.

After years of insufficient attention from the Liberal Party, in 2019, our ministry embarked on a long and extensive consultation journey. We conducted a comprehensive review of existing legislation, gathering feedback from stakeholders, consumer groups, advocates, the legal community and everyday Ontarians. The reality is that Ontarians have long deserved consumer protections to be updated. We’re getting it done.

It is our government’s goal to protect Ontarians with common-sense policies that reduce red tape and make it easier for consumers and businesses alike, because when Ontario citizens feel secure in spending their hard-earned dollars, we can all focus on what matters most: a strong, vibrant economy.

Thank you to the member for Carleton for that excellent question and her superb work on behalf of her constituents. Mr. Speaker, every Ontarian deserves to feel safe when purchasing something as essential as a water heater. Our government will not stand by and let bad actors leverage tools like NOSIs, in bad faith, to empty hard-working Ontarians’ pockets.

That is exactly why our government has begun the necessary work to restore confidence to consumers by launching a vital round of consultations that will inform our ongoing work to put an end to the harmful misuse of notices of security interest, otherwise known as NOSIs. Let me be unequivocally clear—very clear, crystal clear: This government and this Premier will not stand idly by and let our most vulnerable consumers be taken advantage of by bad business practices. We are taking decisive action to protect consumers.

My question, Mr. Speaker, is for the Associate Minister of Transportation. The people in my great riding of Durham and across the GTHA have public transit as their primary form of transportation. But many riders within Durham and across the GTHA, using a host of different agencies, can get confused by the various fare systems and payment methods under different municipal transit services. My constituents have been asking for simpler ways to pay the fare, especially first-time transit users who may not always carry cash.

Mr. Speaker, therefore, can the minister please share with this House how our government is making it easier and more convenient to take transit in my riding and across the greater Toronto and Hamilton area?

Mr. Speaker, Ontarians have seen a rise in their cost of living, and this is due to global inflation and economic instability, of course. For many of them, transit fares add to the financial burden they are already bearing.

Our government must continue to remove barriers to ridership and make life more affordable for the hard-working individuals and families in my riding of Durham and across Ontario.

Therefore, can the associate minister explain how our government is offering Ontarians cost-effective ways to travel, particularly on public transit?

When it comes to innovation and delivery and getting it done, the people of this province and, I can tell you, the people in the hamlets in my riding who have not had that Internet access—they don’t care how it’s delivered, as long as it’s fair, reasonable, and the government has an ability to have oversight and to keep costs down. That’s what we’re doing. That’s what we’re committed to. The kind of question that is raised here results in the kind of dithering that doesn’t get it done. The people in my riding in those hamlets have been waiting a long time, and we’re going to get it done for them. Promises made, promises kept.

Less red tape means a stronger Ontario; a stronger Ontario means building Ontario; building Ontario means tens of thousands of more jobs; more jobs means that we have productivity, growth and prosperity for all and the ability to fund the core public services that all Ontarians rely upon.

Ontario is stronger when we have less red tape, and we have growth because we have less red tape and regulatory burden. That is what this bill, as part of a series, is all about.

I have listened carefully and I ask the members opposite to listen to me, and to listen to these quotes in the House from their own members: “Mining represents billions of dollars for Ontario....” and “the mining industry is an important economic driver for all of Ontario....” That’s what the member for Nickel Belt said in this House, a member of His Majesty’s loyal opposition.

The member for Algoma–Manitoulin stood in this House and proclaimed, “We all know that there is huge potential in this province for mining, which will benefit Ontario’s and Canada’s economy.” We agree. Please support this bill and stop saying it’s flawed.

This bill will unleash great potential for all of the province of Ontario for generations to come. We hope that those sound bites were not just rhetoric—

Interjection.

In the spirit of co-operation and good governance—which is possible in this House; we’ve seen it a few times—and doing what is best for Ontarians, for Indigenous communities, for northern communities, I urge that partisan language cease, that partisan catcalling cease, and that we put this to a vote as soon as possible and get this done as soon as possible.

I worry, despite the catcalling and the suggested support for this bill, that what may happen is short-term thinking and partisan games, because we know the opposition parties have changed course. They voted against the Ontario Junior Exploration Program, and therefore they voted against exploration in this province. They voted against the Critical Minerals Innovation Fund, and therefore voted against investments in innovation. They voted against the Critical Minerals Strategy and the development in the Ring of Fire, and therefore voted against seizing the opportunity that would provide an era of unprecedented wealth for all Ontarians. Don’t make the same mistake.

Don’t make any effort to gut this bill or amend this bill. It is wisely drafted. It protects and balances all environmental concerns. Let’s remember that this bill supports an industry that consists of 75,000 jobs, contributing $13 billion to Ontario’s GDP every year. It is beyond crystal clear: Any suggestion that this bill is flawed, any suggestion that this bill makes any changes to our world-class environmental protections is a flawed view of this bill.

It gives me particular pleasure to address the House this afternoon to speak about the importance of moving forward now on third reading of the proposed legislation, the St. Thomas-Central Elgin Boundary Adjustment Act. I am thrilled to hear that His Majesty’s official loyal opposition is supporting this bill clearly. I thought the member for Niagara Centre was perhaps only speaking for himself, but all of the NDP caucus is planning to support this bill. I congratulate His Majesty’s loyal opposition for seeing the light on this, and I hope that the members of the unrecognized parties, one of whom is in the House now, will make it unanimous. Let’s hope for that. I will speak with that goal in mind.

Speaker, this bill confirms our government’s commitment made to all Ontarians, a commitment to secure new investment opportunities in growth communities across Ontario. This bill in particular is taking steps to help secure new investment opportunities for a site in the St. Thomas area specifically. This site has the potential to create thousands of new jobs for the community, for the region and, indeed, the province.

Global investors and organizations are looking for regions in which to invest, and currently there is a shortage of shovel-ready industrial mega-site projects in the province of Ontario that are comparable to other jurisdictions. In the United States alone, there are close to 40 jurisdictions offering global investors some form of certified mega-site programs. Without immediate action, Ontario will be unable to compete for and win these transformative investments, along with the hundreds of thousands of jobs that come with these investments. That is why this legislation is necessary. This is necessary because we live and work in a global economy. If we don’t modernize and act now, much like from 2003 until 2018, Ontario will be left out. If passed in this House, the St. Thomas-Central Elgin Boundary Adjustment Act will secure the important investment opportunities necessary to have both direct and indirect jobs in the tens of thousands created.

My colleagues the Honourable Steven Clark and the Honourable Vic Fedeli stated in this House that our government is focused on securing these major investments that will employ generations of Ontario workers in rewarding and well-paying jobs. As mentioned before, Ontario is in fierce competition with other jurisdictions when companies consider making larger investments in manufacturing and industrial operations, including such investments as this multi-billion-dollar transformational project.

We know that, in contrast, the previous Liberal government for 15 years, from 2003 to 2018, chased away 300,000 manufacturing jobs. This was due to their mismanagement, the uncompetitive business environment they created, high taxes, red tape and regulation. Countless business owners told us, and presumably told many members of His Majesty’s loyal opposition, that the Liberals strangled Ontario’s competitiveness and made it very difficult for businesses to compete due to these high taxes, cumbersome red tape, higher energy costs and payroll taxes that suppressed growth.

Speaking of red tape, we have a great minister, the first full-time minister to reduce red tape and regulation in this government of the 43rd Parliament of Ontario. That’s how committed we are to eliminating red tape regulation and burdensome and cumbersome roadblocks to job-creating investments. The job losses that we saw under the Liberals can now be a footnote in history as our government takes leadership, supported by the official opposition and hopefully—hopefully—the unrecognized party members to make it unanimous in passing this bill in short order.

Through this proposed legislation, we are taking steps to ensure that Ontario can continue to compete worldwide. Since taking office in 2018, just four and a half years ago, our government has created a playing field that produced over 600,000 new jobs. The once struggling Ontario auto sector now employs 96,000 workers and indirectly employs hundreds of thousands of individuals in supply chain, parts manufacturing and distribution through the province.

As has been said in this House before, and I applaud it, that is the key to protecting core public services, to being able to make record investments in health care and education and social services and infrastructure. When we create jobs, when we grow the economy, then the treasury has the revenue to do right by the people of Ontario, to fund the public services that we all depend upon.

In 2022 alone, our government secured 150 new deals, resulting in thousands more secure, high-paying jobs. Ontario has now become one of the most competitive places for businesses to invest and grow. We have a talented workforce because our government has made significant investments in the growth of skilled trades. We have state-of-the-art research and development and an abundance of critical resources which have contributed greatly to our increased manufacturing sector.

We pledged to the people of Ontario, both in 2018 and 2022, that our government would honour its commitment to reducing the burdens of red tape regulation and high taxes and unleash the potential for the creation of hundreds of thousands of jobs. We will continue to make good on that pledge, and the more support we have from His Majesty’s loyal opposition, the faster we can get the job done. We look forward to getting it done.

Under the leadership of the Minister of Red Tape Reduction, the Honourable Parm Gill, our government is getting it done. Our government has introduced with his leadership—and passed—eight red tape reduction bills. We’ve taken 400 individual actions to reduce red tape, and we have reduced Ontario’s total regulatory burden dramatically in just a short time. To date, our red tape reduction efforts have saved businesses and other organizations $576 million in compliance costs each year. But reducing red tape is only one factor.

The critical factor is what we’re doing with this proposed legislation: securing new investment and expansion opportunities in Ontario focused on a particular area and moving forward from there across the province. This is to ensure that we have a suitable place to land an industrial site where timing and associated costs are readily known and streamlined to meet project timelines. That is what we mean when we say it is shovel-ready. As my colleague, the Minister of Municipal Affairs and Housing, stated last week, our government is working closely with municipal partners to introduce a land-boundary adjustment to allow the site to be fully situated within the municipality of St. Thomas, ensuring that the site is shovel-ready for investment.

As an example for other municipalities to follow, the St. Thomas site is considered highly attractive as a mega-site and has been identified as one of the few potential mega-sites in the province. We have been working not only with municipalities but also with First Nations across the province to identify other large-scale sites that will be needed in the future to support our rapidly growing array of strategic manufacturing and industrial projects.

It is important to emphasize that this is not the first time that such an idea has been pursued. A specific act with respect to the targeting of a municipal area for investment and growth was actually passed by the former Liberal government. I can’t recall and I’ll have to look at the record as to whether or not the official opposition, which was the third party then, supported the Barrie-Innisfil Boundary Adjustment Act back in 2009. But with a general shortage of quality industrial land, it is imperative for Ontario to show that we are not just open for business; we need to also demonstrate that Ontario is ready for business. That means a serious leadership approach to being shovel ready.

With that, I once again thank my colleagues on the government benches for their efforts in speaking to this bill, for the leadership of Ministers Fedeli and Clark and, as well, for the support of His Majesty’s loyal opposition. Let’s make it unanimous.

My question, Mr. Speaker, is for the Minister of Energy. Under our government’s watch, we have seen a return of the manufacturing sector and an overall improvement in our economic productivity. But this success has led to questions about the strength of Ontario’s energy grid and the ability to produce the electricity we will require for the future.

Our government recently announced plans to continue the operation of the Pickering nuclear generation station through September 2026. My constituents in Durham know that the Pickering plant serves a significant function in Ontario’s energy grid.

Speaker, could the minister, therefore, elaborate on the Pickering nuclear plant’s role in supporting Ontario’s energy operations?

About 7,500 jobs across Ontario are related to the Pickering Nuclear Generating Station. These jobs represent skilled workers who are the backbone of our economy, and they help to provide the clean, reliable and safe power that Ontarians rely upon. Unfortunately, not everyone in this Legislature shares that view about the workers in my riding and the benefits their labour and sacrifice provide for this province.

Mr. Speaker, could the minister please reaffirm his support for the workers of the Pickering nuclear station?

It’s no secret that the health care system in Ontario is under immense pressure. If we do nothing, we could see a shortage of 2,400 hospital beds by the peak of a potential flu and COVID-19 wave later this year. Our government sees this potential wave on our horizon, and we are proposing real steps to address it and help ensure our health care system is properly resourced to deliver the care Ontarians need.

Meanwhile, the member for Nickel Belt and the NDP appear content to sit back and oppose these actions, or do nothing, much like they were content to sit back and do nothing from 2011 to 2014 and onward to 2018 as the Liberal government, propped up by the NDP for three of those years, built only 611 net new beds while the population of Ontarians aged 75 and older grew by over 176,000.

My question is simply this: Why are the member from Nickel Belt and her colleagues in the official opposition content to sit back and do nothing when action is clearly needed?

And the member opposite, the honourable member for Oshawa, supports me in that salute.

Speaker, I also want to talk and focus on our recovery plan for the future. This was outlined in the speech from the throne yesterday. I am so proud to have campaigned on the plan of Premier Ford and the Ontario PC Party to get it done and to build our province. Far too often, politicians have had the tendency to say no. But, Speaker, I am proud that our government, through the speech from the throne yesterday, is saying yes:

—yes to rebuilding Ontario’s economy by creating new jobs with bigger paycheques;

—yes to Working for Workers by raising the minimum wage and investing in skills training and skilled workers;

—yes to building highways and key infrastructure, including public transit, hospitals and schools;

—yes to keeping costs down and lowering the cost of living by reducing the price of gas, eliminating tolls on Highways 412/418 and eliminating licence plate sticker fees;

—yes to staying open; and

—yes to increasing our hospital capacities and investing in hiring more doctors, nurses and PSWs.

Durham residents have witnessed and congratulated our government for policies and plans that are already being implemented. During the campaign this year, individuals and families warmly welcomed us to their doors and greeted us in parks and on main streets, overjoyed with the reality of Ontario being open again, while congratulating Premier Ford and our government for successfully leading us through the many challenges of the pandemic.

Families and individuals welcomed measures to keep costs down with the measures already mentioned. These make a difference to household budgets. They allow families and individuals to decide for themselves how to spend the extra money available as a result. And, as inflation is now on the rise, they are very confident that our government understands and is sensitive to the need to be vigilant to keep costs down.

Furthermore, Speaker, I am also proud that our government has invested, and is investing, in the expansion of Bowmanville Hospital. This is a much-needed expansion as our community grows and the need for quality public health care increases. We said yes to improving our public health care system and we will continue to say yes to hiring more nurses, more PSWs and more doctors.

And, Speaker, the GO train is finally coming to Bowmanville. This project will give families the opportunity to hop on the GO train, for individuals to get to and from work faster, for families to attend a concert or sporting event in downtown Toronto without having to do an additional commute to and from Oshawa. This investment in the expansion of public transit within Durham is just one example in my riding of a province-wide expansion and investment in public transit. It was announced locally by Premier Ford, with me, on May 6 in my riding. As a result, we can now get shovels in the ground and move past the endless delays associated with just talking about it. We are saying yes to getting it done in Durham in every possible way.

These are the pledges, Speaker, that our government is committed to. Building Ontario is essential because Ontario must be the engine of Canada’s economy. When Ontario succeeds, all of Canada can succeed for, as former Premier William Davis once remarked, “I am a Canadian first,” even though in that context he recognized that he was representing Ontario on the national stage.

It was Premier Davis’s leadership that inspired me to become involved as a student volunteer in the 1981 campaign that saw the Ontario PC Party returned to majority status, and that was in large part because of the pledge, which I remember well, “Help Keep the Promise.”

So as we go forward together as equals in this House, let us listen respectfully to each other as democratically elected representatives of almost 15 million Ontarians, being ever mindful of the fragile and precious gift of parliamentary democracy that we have all been so fortunate to inherit. Now more than ever it is our solemn duty, collectively and individually, to uphold, protect and defend parliamentary democracy. Let us together live up to the high ideals of the late Honourable Lincoln Alexander, a federal parliamentarian, cabinet minister and the Lieutenant Governor of Ontario from 1985 to 1991. Lincoln Alexander stated, “Let us not just be average, as it is our duty to set a higher example for others to follow, and to do this job and ... do it well.”

There can be no doubt that there will be vigorous debate in this chamber in the context of this 43rd Ontario Parliament. As a trial lawyer for over 30 years, I am well familiar with the fact that in any court—and this House is styled like a court—emotions can get the better of participants, even when they have the best intentions associated with their cause. But let us remember that while fighting the good fight for our respective causes, and being passionate and dedicated as we must be, we must also remember to be wise, to listen to each other in our different points of view and, in doing so, we can set the higher example aspired to by Lincoln Alexander. We can be firm but fair, we can be strong advocates for our side of the debate, but we can and must be civil with each other, to demonstrate kindness and respect to one another. For as Thomas More, the patron saint of politicians, once prayed, please, may I not simply to win a point lose my soul. With that in mind, let us recognize that each one of us comes to this place with the common belief in the nobility of public service and public office.

Finally, to the residents of Durham, I once again wish to thank you for placing your trust in me. I am here to be a fierce advocate for you and I will do my very best to meet and exceed your expectations and to carry out the mandate that can and will be carried out on the basis of promises made, promises kept.

Premier Ford and our PC team, and I as a member of that team, made solemn pledges during the spring 2022 campaign. Those pledges are now contained within the throne speech read yesterday. It is with great pride that I can state unequivocally that this government and its members, having listened to the citizenry and made pledges to the citizenry, and having received a strong, stable majority mandate from the citizenry, this government will now act based on what has been pledged, and the evidence of that commitment is in this speech from the throne.
