Mr. Speaker, in Quebec, the dreary November days are chased away by a colourful celebration that speaks to all of us. November, in Quebec, is Social Economy Month. It is an opportunity to celebrate all these businesses that make up our economic fabric. Quebeckers all have their favourite not-for-profit organization. Virtually everyone is a member of a co‑op. We all know a mutual. We all have confidence in these local businesses that give meaning to the economy, either for its workers, its artisans or its consumers, and for good reason. The social economy is having a business sense and knowing how to share one's success by not leaving anyone behind. Back home, the social economy is Valspec, Jardins de la Résistance, Cré‑Actions, Coop CSUR and its eco-local market. It is also Coup de pouce des moissons and the Lac‑Saint‑François national wildlife area. To the Bloc Québécois, the social economy is above all a source of pride. I wish everyone a good Social Economy Month.

Mr. Speaker, the Century Initiative is strictly about economics. On February 1, its co-founder, Dominic Barton, a former director of McKinsey, was asked if he had considered the future of French. He replied, and I quote, “the focus...was just on economics. It wasn't thinking about the social context. It was on productivity.” There is not a single word about French in the 88 pages of the initiative. Since it is not considering the future of French, what other studies on this topic did the government consult before adopting the initiative's immigration targets? Will it disclose those studies?

Madam Speaker, I listened carefully to my colleague's speech. I agree with him. There are a number of things missing from this economic statement. I would like him to comment on the absence of the health transfers that are so important for all provinces, which are currently under a lot of pressure to meet needs and provide services. The money is in Ottawa, but the needs are in the provinces. Does my colleague also think that there is something major missing with regard to health transfers?

Madam Speaker, I share my colleague's concerns. The measures announced in this economic statement are thin, flimsy and unambitious when it comes to preventing so much money from going to tax havens. We urge the government to be a true world leader and do everything it can to prevent tax avoidance.
