Madam Speaker, if there is one role that must be free from any and all appearance of conflict of interest, it is the Conflict of Interest and Ethics Commissioner. The Liberals are proving their total lack of judgment once again by appointing a minister's sister-in-law as interim commissioner. We are not questioning her competence or integrity. Cabinet is the one at fault for choosing to appoint a family member of one of their own. The appearance of conflict of interest is obvious. Even though they do not seem to know what a conflict of interest is, we are asking the Liberals to reconsider this appointment. Will they reconsider this appointment?

You read my mind, Madam Speaker. I was about to say that in order to stop a leak, you need to recognize that there is a leak. We talked about the special rapporteur. The government says that he is independent. Not every interest is a conflict of interest. However, when we look at the interests, we have to sometimes wonder whether there is not a confusion of interests. Perhaps it is not a conflict of interest, but a confusion of interests. There is a saying to the effect that justice must be done and that it must appear to be done. It is the same thing when we talk about a possible conflict of interest. We must appear to be above reproach. In this case, the very presence of Mr. Johnston raises a little something we call doubt and doubt causes mistrust. What do we need to do here? Are we creating more mistrust? That does not make sense. Supposedly, we want to do the opposite. If my colleagues are not interested in my speech, they can just tell me. Apparently, they are not interested. I was talking about doubt. I would like to ask a question if I can be heard over the din of the many discussions—

Madam Speaker, I would like to thank my colleague for her speech. She used strong words to describe reality, which certainly can be unfair sometimes. She spoke about jobs for the middle class and housing, but she seems to have forgotten something. Chapter 6 of the budget is an unacceptable assault on Quebec’s areas of jurisdiction. With respect to health care, what will the government do to prevent what seems to be an inevitable conflict?

Mr. Speaker, I thank my colleague from Portage—Lisgar for her comments and for her description of the situation. However, the only way for parties to resolve a conflict is through dialogue. I would like to know why my colleague is so insistent that the ambassador or his representatives be sent back to Russia when that will ultimately only disrupt the dialogue.
