Mr. Speaker, I want to talk about Chinese interference.
On Saturday, The Globe and Mail reported that CSIS has contacted at least two other MPs who may have been threatened by Beijing in 2021. That means that at least three elected members of the House were known targets, and none of them were informed until now. This is serious.
It was hard enough to believe that the Prime Minister had not been informed about the member for Wellington—Halton Hills, but three members, frankly, is unbelievable and unacceptable. Why did he withhold this information for two years?

Mr. Speaker, it did take two years. The Liberals do nothing about Chinese interference until it makes headlines. They were fine with holding a $1,500-a-head cocktail party fundraiser with Beijing's buddies. They were fine with connections between a Toronto Liberal MP and the Chinese government. They ignored threats against an opposition member. That had to make headlines before the government started behaving like a government should.
The Liberals have no interest in casting light on interference. They would rather keep it all hidden and hope the media does not try to ferret out the truth. When will there be an independent public inquiry?

Mr. Speaker, this morning CSIS released its annual report.
The report confirms the existence of Chinese police stations on Canadian and Quebec soil. It also confirms that China uses officers of its public safety ministry to intimidate the diaspora. Finally, it confirms that Beijing “may seek to influence electoral nomination processes...or influence policy positions of elected officials using covert tactics.”
When such information is in a public report, it means that the Prime Minister has known about it for a long time.
Why was nothing done while this issue only concerned the opposition and was not making headlines?

Mr. Speaker, in the meantime, CSIS is warning that Beijing sees Canada as a high-priority target for interference.
Obviously, it is easy for China. China could get close to the Prime Minister through the Trudeau Foundation. China could get close to the Liberals at their own $1,500-a-head cocktail parties during their first term. Then, when China gets caught by CSIS doing things like threatening the family of an elected member, the Liberals keep it a secret.
Do the Liberals realize that it is their fault that China is infiltrating our institutions with disturbing ease?

Mr. Speaker, when Ms. Fournier realized that this donation was linked to Beijing, she demanded two things: first, that an investigation be conducted, and second, that members of the foundation's board at the time recuse themselves from the investigation. The foundation refused to comply with either of those demands, and no light was shed on this.
Nevertheless, it was from the Trudeau Foundation that the Liberals recruited their experts, who are supposed to investigate any electoral interference, by China in particular. The Liberals can no longer claim that the truth will be made known without an independent commission of public inquiry.
When will they launch such a commission?

Mr. Speaker, Pascale Fournier, former CEO of the Trudeau Foundation, appeared at committee, and her revelations were troubling. She testified that under her predecessor, Morris Rosenberg, an association with ties to Beijing dictated the terms for transferring the controversial $140,000 donation to the foundation. It was Beijing that dictated those terms and that got Mr. Rosenberg to address the receipt to a location in China and not include the donors' names.
However, that same Mr. Rosenberg was then appointed by the Liberals to investigate Chinese foreign interference. He concluded that there was no interference.
Should we blindly believe him?

Madam Speaker, at this point, the ties between the Prime Minister and the Trudeau Foundation are clear. His family, his friends and his staff are involved, as we heard in committee this morning.
The ties between the Chinese government and the foundation are also clear after a $140,000 donation was made. The Trudeau Foundation is a collection of Liberal Party friends, and that is why it is of interest to China. All Quebeckers understand this.
One question remains: Who can trust anyone from the foundation to investigate Beijing's attempts to get close to Liberal circles?

Mr. Speaker, in summary, CSIS is openly talking about Chinese interference with cities and it is openly talking about Chinese interference with provinces, but we are to believe that CSIS is not talking about it with the federal government? Apparently the Prime Minister had to find out from the news that one or more of his MPs had diplomatic ties to Beijing. Either CSIS is keeping the Prime Minister abreast of everything that is happening at every level, except in his own backyard, or CSIS is talking to everyone but the federal government. What are we to believe? When will there be a public, independent inquiry?

Mr. Speaker, knowing that China interfered significantly in the last two elections, the Prime Minister has threatened to trigger another election with a confidence vote.
Before the details of China's interference tactics could even be investigated, before the electoral system could even be strengthened to counteract these illegal practices, the Prime Minister threatened to trigger another election, even if it means that Beijing can resort to the same strategy a third time in a row, scoring a hat trick.
When will we finally get an independent public commission of inquiry?
