Mr. Speaker, we will not be lectured to by the party opposite. We know the Liberals. They keep saying that we need to protect the French language, when in fact the federal government is the worst employer in Quebec as far as the use of French in the workplace goes.
Are the Liberals tightening the screws on their own administration to make that stop? No. Are they making regulations to mandate equal status for English and French in federal institutions? No. Are they setting an example by requiring proficiency in French from their own appointees, like the Governor General? No. The bad example is coming from the top.
Would the government agree that, as the old saying goes, a fish rots from the head down?

Mr. Speaker, the interim Conflict of Interest and Ethics Commissioner has stepped down following the controversy regarding her family ties to the Liberal minister.
I would like to reiterate that we never questioned the integrity and competence of Ms. Richard, who is doing the right thing. The Liberal ministers should never have put her in this untenable position. Now, these same ministers have to appoint someone else. They have demonstrated several times that they do not have a good grasp of ethics, so this disqualifies them from moving forward on their own. Unfortunately, I am not available.
Will they finally propose a candidate that all parties can agree on?

Madam Speaker, this is just another in a long list of Liberal ethical lapses.
They appointed one of the Prime Minister's neighbours from the cottage as special rapporteur on Chinese interference. They appointed a Liberal staffer to head the commission on Ottawa's protest convoy. Today, they appointed a minister's sister-in-law as Conflict of Interest and Ethics Commissioner.
No one is questioning her qualifications. That said, there are 39 million Canadians out there, so why does every Liberal appointment always go to someone with Liberal Party connections?

Madam Speaker, if there is one role that must be free from any and all appearance of conflict of interest, it is the Conflict of Interest and Ethics Commissioner.
The Liberals are proving their total lack of judgment once again by appointing a minister's sister-in-law as interim commissioner. We are not questioning her competence or integrity. Cabinet is the one at fault for choosing to appoint a family member of one of their own.
The appearance of conflict of interest is obvious. Even though they do not seem to know what a conflict of interest is, we are asking the Liberals to reconsider this appointment.
Will they reconsider this appointment?

Madam Speaker, of course not. If he calls for an independent inquiry, then we will agree. However, I will say one thing. I will answer his question directly.
Imagine if, hypothetically speaking, the government appointed someone who has had an impeccable career in the field of, say, ethics, someone who has received accolades around the world, who received an honorary degree and is known for his publications. Imagine if it said that this person was independent, but that he had campaigned for the Bloc Québécois.
Setting aside my academic and professional record, would anyone have a problem with me being named rapporteur?

Madam Speaker, I thank my colleague for his very pertinent question.
The appointment of a rapporteur who has ties to the Prime Minister will not in any way protect the Prime Minister from himself.
As an ethicist, I think this decision is a huge red flag. I believe that in this situation, we must make it possible for people to once again trust the government, and that is not possible with these perceived ties—which are not just perceived, they are actually real.
I am not questioning Mr. Johnston's competence. I am saying that, in these circumstances, this appointment is unacceptable.

Mr. Speaker, that gave me goosebumps.
We need an inquiry into foreign interference in our elections that is both transparent and independent.
Instead, the Prime Minister is appointing a special rapporteur who is supposedly independent, even though this person will be appointed by him. Then, this special rapporteur, appointed by the Prime Minister, will decide what the inquiry will and will not cover. This special rapporteur, appointed by the Prime Minister, will be the one to decide whether the Prime Minister should do more to counter foreign interference.
This rapporteur may well be special, but are we really supposed to believe they will be independent?
