Mr. Speaker, as we know, the CBSA has serious governance problems. The ArriveCAN file exposed that, as did the lack of oversight at the port of Montreal, which is a nexus for car theft. Many whistle-blowers have identified systemic internal problems. The Bloc Québécois believes that the CBSA should be placed under third party management while the governance problems are sorted out. What does my hon. colleague think about this proposal?

Madam Speaker, I would really enjoy visiting my colleague's wonderful riding. I think that the plan to establish a global minimum tax rate is a good solution. I think people were waiting for the OECD or the G20 to endorse it before they moved ahead with implementation. In my view, the fact that the Biden administration is using its influence could help the proposal pick up steam. As far back as 2009, after the last economic crisis, the President of France at the time, Sarkozy, said that playtime was over. Since then, nothing has changed. It will take something big for words to turn into action. Maybe this time is the right time. Even though 15% is not enough, it is a step in the right direction.

Madam Speaker, I thank my hon. colleague from New Westminster—Burnaby for his question and suggestion. As I said in my speech, we got that proposal adopted some time ago. I also believe that, when I served with the hon. member on the Standing Committee on Finance, those were the kinds of measures that we adopted and then asked the government to look at and implement. Those measures sought to promote local products and to give small business owners just starting out, including those in the spirits sector, an advantage when entering the market.

Mr. Speaker, in this subamendment, the Bloc Québécois is essentially proposing the expectations it had for the budget, which it had previously expressed to the Minister of Finance and at the Standing Committee on Finance. In order to prepare our proposals, we looked at everything that is happening in Quebec, what the expectations for the federal budget were, and what needs to be done. That is what we have put in this subamendment and what the people of Quebec all agree on. Our proposals should be welcomed by a left-wing party like the NDP. There is, of course, the temptation to centralize. If the Sherbrooke declaration is any indication, things should be fine, aside from the fact that the NDP has vowed to vote for the budget along with the government, so that it will not lose a vote of confidence. My guess is that the NDP will vote against our proposal, even if they are in favour of it.
