Madam Speaker, a few years ago, the pandemic happened and the economy shut down. The House was unanimous in stating that we needed to implement protective measures and safeguards. That came at the cost of significant debt. There was a consensus in the House about that.
Since then, the spending has continued, however, and that is concerning. What concerns the Bloc Québécois in particular is the interference in areas under the jurisdiction of Quebec and the provinces. That really is not warranted.
I, too, want to salute my hon. colleague. It is a pleasure to work constructively with him at the finance committee.

Madam Speaker, the discussion we just heard was very moving, and I congratulate both my colleagues.
My question is about the delays. Bill S-6 was announced in 2018, and, in 2023, it has only reached second reading stage.
We know that there was a pandemic and that this government takes its time, but what does my hon. colleague think about that? Are such long delays acceptable?

Madam Speaker, we were expecting the government to use Bill C‑47 to eliminate the EI deficit that accumulated during the pandemic, but it did not. The Employment Insurance Act requires the EI fund to break even over a seven-year period. Ultimately, workers will have to pay off $17 billion through their premiums to wipe out the deficit.
The government covered all of the other pandemic-related deficits, but not this one. As my colleague from Montcalm said a few moments ago, in the Chrétien and Martin eras, the government took $57 billion from the fund.
Does my hon. colleague consider it fair to leave workers on the hook for this deficit?

Mr. Speaker, what I was saying is that with the pandemic, we saw the fragility of global supply chains.
Honestly, I expected the government to come up with strategies quickly to help the industries in the Canadian economy overcome this problem. To my knowledge, nothing or practically nothing has been done to help these companies.
Does my hon. colleague believe that Bill C‑34 addresses that a little bit or not at all? What should the government do to promote the economy here as it pertains to the supply chain problem?

Mr. Speaker, I salute my colleague from Nanaimo—Ladysmith and congratulate her on her excellent French. We always appreciate being asked questions in French in the House. I commend her and I thank her.
Indeed, there is nothing in the budget. In 2015 the government said that there would be consultations with the provinces the following year to come to some sort of agreement. We were told the same thing in 2016, 2017, 2018, 2019, 2020 and 2021. Yesterday we were told that there was nothing in the budget but the government would sit down and negotiate with the provinces next year. That is what the government told us during question period.
We do not believe it. The health care system in Quebec, much like others across Canada, has been under a great deal of pressure for a little over two years because of the pandemic, and people are burned out. The system needs more funding. This is urgent. Quebec has been calling for more funding, but the federal government is missing in action.
I humbly encourage my colleague to join us in saying that this is unacceptable and to vote against this budget.
