Mr. Speaker, yesterday, the government voted against a simple request: a plan for an eventual return to a balanced budget. A plan is not too much to ask. We are not asking the government to cut services to balance the budget. We are just asking for a plan. Everyone knows the first part of the quote from Émile de Girardin: “Governing means planning ahead”. However, he then adds, “and he who does not plan ahead is doomed”. The Liberals just might be doomed. All we want is a plan. Is that really too much to ask?

Mr. Speaker, first of all, I just want to say that there was a problem with the interpretation as you were rereading the motion, but the interpretation was working when the government member read it, so we were able to hear it then. With that, I thank you, Mr. Speaker. My question for my colleague, for whom I have a great deal of respect, concerns the competence of his House leader. We have seen him run roughshod over the practices and traditions of the House by amending the Standing Orders without unanimous consent and by imposing time allocation. We sat late all week. We worked a lot of overtime last week and even before that. Summer is right around the corner, and several bills are being rushed through. We have been sitting a lot. Does my colleague think that in addition to trampling on the practices and traditions of the House, his House leader is bad at planning?

Mr. Speaker, I thank the hon. parliamentary secretary for his speech. I would like him to clarify something. Newfoundland has submitted a climate change action plan. My understanding is that if the plan is accepted, the province would be excluded from the federal tax and these concerns would no longer be an issue. Can my colleague comment on that?

Mr. Speaker, I have to admit that I am somewhat surprised that my colleagues' speeches are so short. I will jump right in and say that the Bloc Québécois supports Bill S‑223, the former Bill S‑204, which should have passed in the last Parliament. Bill S‑223 explicitly makes it a crime to travel abroad to receive a transplanted organ that was removed without free and informed consent and obtained for consideration. Put simply, it prohibits individuals from engaging in a practice abroad that is prohibited in Canada. The Criminal Code prohibits the exploitation of individuals, which includes organ and tissue harvesting. This bill provides an additional tool to thwart criminal groups and to combat organ trafficking, which speaks to the social and economic inequalities that still exist on this planet. The Bloc Québécois hopes that Bill S‑223 will be passed quickly, as the former bill was.
