Madam Speaker, I thank my colleague for his comment, which was absolutely warranted. I see the same thing in my riding, in the city of Joliette. Obviously, there is no port, but there are rail lines. In any of the federally regulated sectors, companies do not feel accountable to local elected officials, the ones closest to home, the ones who represent us best. They are the ones on the ground, the ones in touch with everyday life, and they have to fight tooth and nail for accountability and information. A few years ago there was an incident involving a train transporting chemicals in Joliette. It was very difficult for the mayor, the fire chief and the police to get information. A lot of progress has been made, and there is more accountability now, but it is still difficult. We have to dig deep, change people's attitudes and recognize local elected officials for who they are: our primary representatives.

Mr. Speaker, our community of Joliette has been in mourning since we learned of the passing of René Laurin. René Laurin was mayor of Joliette from 2001 to 2013, as well as the director general of the school board and a municipal councillor. To me he stands out as the first Bloc Québécois MP from the riding of Joliette from 1993 to 2000. Quebec finally had a voice in Ottawa, and in Joliette that voice was René's. Highly respected by everyone, René was a team player, hard-working, meticulous, community-oriented, funny and exceptionally musically talented. Every Christmas people would ask him to sing some of the classics. At a reception to mark the closure of Centre Block, we talked about what it was like to be an MP in his day and about the changes he had seen in recent years. René would have been 83 in a few days. To his wife, Suzanne, to his whole family and the entire population of Joliette, I offer my deepest condolences. Thank you, René.

Mr. Speaker, the truckers' occupation of Ottawa dragged on because the federal government blocked any possibility of intervention for three weeks. We know that when the City of Ottawa asked for reinforcements of 1,800 police officers, the federal government did not grant the request. However, we also learned from the commission that the mayor of Ottawa, Jim Watson, repeatedly asked the federal government to appoint a mediator. This request was also refused. For three weeks, there was no police reinforcement, no mediation, no progress. Why did the federal government block any possibility of intervention for three weeks, while residents were being held hostage?
