Mr. Speaker, there is no shortage of new blood in the public service. There are 109,000 more civil servants now than when the Liberals took office. There are 109,000 more public servants, an increase of 42%, and yet the use of outside consultants has exploded. There are more employees and more consultants, but people are not receiving more services. Getting a passport or processing an immigration file is more painful than ever. The only thing that is increasing is interference in Quebec's jurisdictions.
Instead of spending like crazy to encroach on Quebec's jurisdictions, can the government just do its job and make sure the federal government is efficient?

Mr. Speaker, the Liberal budget does not just mark the end of respect for jurisdictions. It also marks the end of competent policy management.
Ottawa is imposing its priorities everywhere, without even knowing whether that is a good idea. It is calling for the construction of 40-storey apartment buildings next to schools in neighbourhoods where it has never set foot. It is meddling in the training of construction workers without knowing anything about that. It is imposing long-term care standards for seniors that it has never taken care of.
Why not let the competent people handle the files that fall under their jurisdiction?

Madam Speaker, can the government confirm that this bill includes respect for jurisdictions and that the way Quebec deals with labour will be respected as well?
Did the government think about that when it drafted Bill C‑50? Can my colleague confirm that?

Madam Speaker, I thank the hon. minister for this important bill and for his speech, which was very informative. We learned a lot, which is good. Obviously, the Bloc Québécois supports Bill C-42, and we are prepared to do what it takes to get it passed more quickly.
We were concerned about respect for jurisdictions and the different securities, but everything is there. As the minister said, this has been a successful collaboration. As I told him, the registry has been online in Quebec since 9 o'clock this morning. The Government of Quebec is the first government in North America to do this.
I have a bit of a technical question. If company A is owned by company B, which is owned by company C, then we can track down who the beneficial owner is, but what happens if a company is in another less co-operative country where there is no automatic information sharing, such as a tax haven? Will Bill C-42 make it possible to identify the real owner?

Madam Speaker, I have a question for my colleague from Regina—Qu'Appelle. Bill C-31 sets out a dental care program. That is part of health care, which, according to the Constitution, falls under the jurisdiction of Quebec and the provinces.
The government chose to interfere in that jurisdiction rather than doing its job in its own jurisdictions. Meanwhile, in Quebec, we have a dental care program for kids that is almost the same as the one proposed here. However, the government fails to take Quebec's program into account in its bill. It is ramming its bill through by imposing gag orders. There is no harmonization with provincial jurisdictions. This centralizing government has no regard for jurisdiction and what exists elsewhere.
What does my hon. colleague think about that?

Madam Chair, I would like to congratulate my colleague for his very interesting speech. We obviously have the same values.
I would like to remind him that the French author Michel Folco wrote a novel about a sad character in a book called Même le mal se fait bien, or even bad things can turn out well.
A question comes to my mind when I hear my colleague's comments and when I look at everything that is being done in Ottawa. It could apply to passports or to any issue. Ottawa wants to meddle in health care without adequately funding the provinces and without respecting constitutional jurisdictions.
Does my colleague agree with me that, in Ottawa, even good intentions can turn out badly?

Mr. Speaker, I want to begin by congratulating my colleague from the Standing Committee on Finance for his speech.
There is one thing about Bill C-8 that the Bloc Québécois members find particularly bothersome, and that is the 1% tax on underused housing owned by non-resident non-Canadians.
We could discuss the policy to determine whether it is a good measure in the context of the current housing shortage. The problem is that the policy sets a precedent. By collecting property taxes, for the first time in history, the federal government will be getting involved in a taxation area that, until now, has fallen under the exclusive jurisdiction of the municipalities and therefore the provinces.
I would like my colleague to share his thoughts on respecting provincial and municipal jurisdictions.
