Mr. Speaker, I share my colleague's concerns about the threats that are posed by foreign interference, which is why this government has been acting concretely by introducing new powers for the Communications Security Establishment by creating new mechanisms of transparency.
Most recently, I signed off on a ministerial directive to ensure that I and the Prime Minister are getting briefed. We now have a public hearings process, which we hope to start in earnest, so we can bring Canadians along as we equip our establishment with new tools, but to do so in the right way. That is something that we are all committed to doing.

Mr. Speaker, with all due respect, public hearings are not the only way to demonstrate respect for the value of transparency.
It was our government that created the National Security and Intelligence Committee of Parliamentarians. It was our government that created the National Security and Intelligence Review Agency. There are plenty of examples of how we can move forward with a national discussion to better protect our democratic institutions. Our government wants to work with all members of the House.

Mr. Speaker, if the member opposite had been paying attention, she would have noted that we did a public consultation on the creation of a foreign agent registry by listening to Canadians, by working with diaspora communities to make sure that we understand their concerns around marginalization and stigmatization. The best way forward is for the Conservative Party of Canada to take the briefing.
I have a simple question, through you, Mr. Speaker, to them. When will you take the briefing?

Mr. Speaker, the only cover-up that is occurring right now is the leader of the Conservative Party of Canada, who continues to cover his own eyes from the classified briefing that we offer him. The irony is that a member of his own Conservative caucus, the member for Durham, at least took a briefing from CSIS.
Now I say, through you, Mr. Speaker, to the member: take the briefing, learn the information and do the work of fighting foreign interference together.

Mr. Speaker, we take the issue of foreign interference very seriously.
To protect our democratic institutions, we established independent panels that worked well in the last two elections. Now we very much look forward to receiving the recommendations from Mr. Johnston, a former governor general who was appointed by a Conservative prime minister.
Those recommendations, along with all the other initiatives we have already put in place, will ensure that we continue to protect all our democratic institutions.

Mr. Speaker, the mandate that has been given to Mr. Johnston will allow him to look into all of the questions and concerns that have been raised around the elections in 2019 and 2021. I will highlight the fact that two independent panels have already verified that those elections were free and fair. Mr. Speaker, this is a government that believes in taking foreign interference with the utmost seriousness, which is why we have raised the bar when it comes to being transparent in how we are doing that work, through the creation of NSICOP, through the creation of the National Security and Intelligence Review Agency and now with Mr. Johnston's appointment as the special rapporteur. He will put forward the next best practical steps so that we can continue to reinforce our democratic institutions, including our elections.

Mr. Speaker, nothing could be further from the truth. Since we have taken the reins of government, this government has been consistently proactive in taking foreign interference seriously by giving CSIS new threat-reduction measure powers and by ensuring we crack down on foreign funding, which could be used to meddle in our elections, through the introduction and passage of Bill C-76 and through the creation of the National Security and Intelligence Committee of Parliamentarians, which has all recognized parties doing important work together to protect our democratic institutions.
That is the record of this government. I am proud of it, and we will continue to ensure that we do everything possible to protect—

Mr. Speaker, I hope all members will appreciate that this government takes allegations of foreign interference very seriously, which is why we appointed independent panels, made up of non-partisan professional public servants, that certified that the elections in 2019 and 2021 were free and fair. We have received recommendations from those panels, which we are now implementing.
Last week, we took the additional step of appointing David Johnston, a former governor general appointed by Stephen Harper, and a man with impeccable qualifications, to do the job. He will now provide recommendations, up to and including a public inquiry, to ensure that we protect all of our democratic institutions.

Mr. Speaker, with all due respect to my colleague, the government is working with the National Security and Intelligence Committee of Parliamentarians and with the National Security and Intelligence Review Agency. It will also work with the special rapporteur and when that person tables recommendations, the government will follow them.

Mr. Speaker, honestly, I would have thought my colleague was paying attention to the announcement yesterday when we said we would be appointing a special rapporteur who would possess the expertise and the knowledge to put forward a recommendation, up to and including a public inquiry, so we could address the very serious allegations with regard to this matter. More important, this government has taken concrete action to combat foreign interference with the additional powers that we have given to our national security community, but with the additional transparency so we can be upfront with Canadians.
The Conservatives continue to descend into partisanship. Our government is focused on protecting our institutions and Canadians.

Mr. Speaker, our government increased the level of transparency by creating the National Security and Intelligence Committee of Parliamentarians, or NSICOP, and the National Security and Intelligence Review Agency, or NSIRA.
Yesterday, we announced that we will appoint a special rapporteur to evaluate and monitor all options, and to make recommendations. The government will respect the special rapporteur's choice and recommendations.

Mr. Speaker, my colleague knows well that this government takes the work of fighting against foreign interference very seriously. That is why we introduced Bill C-59, which gave CSIS the threat reduction measure powers it needed to address and mitigate that risk. That is why we introduced Bill C-76, to crack down on foreign funding that could interfere with our elections, but with the corresponding transparency to create the NSICOP and NSIRA, all of which ensures that we can be upfront with Canadians so we can defend our democratic institutions.
The Conservatives should rise above the fray and see that this is not a partisan issue—
