Mr. Speaker, when I was housing minister, we built almost 200,000 houses and apartments, with the average rent being $973 for a one-bedroom apartment, but the Prime Minister is not worth the cost of housing, which has doubled nine years after he and the NDP took power. What is he doing about it? He is giving half a billion dollars to the Mayor of Toronto, who has just jacked up homebuilding taxes by 20%.
Why does the Prime Minister reward local government gatekeepers who block the homes that Canadians need?

Mr. Speaker, because of the incompetence of the Prime Minister and the Liberal mayor of Montreal, the wait time for a building permit has doubled and rents have tripled.
In Ville-Marie, where the mayor is also in power, it takes 540 days to get a building permit. What is the Prime Minister doing? He is handing out another $95 million to build his bureaucracy.
Why not impose financial penalties on municipal politicians who block housing starts?

Groups that provide child care services are considering relocating after a man died of an overdose in the backyard of day care centre.
Is the Prime Minister going to go so far as to accept the Montreal mayor's request to legalize crack, heroin and other hard drugs, as he did in British Columbia?

Madam Speaker, I work for the people, not for politicians.
When mayors are incompetent, whether they are from Toronto, Vancouver, Quebec City, Montreal or any other city in the country, I will say they are incompetent. Incompetent Bloc Québécois and Liberal politicians have doubled the cost of housing. That is not good for people. I work for those who can no longer pay their bills. If that hurts politicians, too bad. They are not my priority. Common-sense people are my priority.

Mr. Speaker, that is absolutely false. I referred to far more than two mayors as being incompetent. The former mayor of Vancouver, who made it $1.3 million in government costs for every newly built home, is incompetent. The current mayor and council in Toronto, bringing in a 10% tax increase on their people, are absolutely incompetent.
There are many competent mayors across the country: in Victoriaville, in Saguenay, in Trois-Rivières and in other places. The former mayor of Langley was very competent. They got out of the way and accelerated construction.
Conservatives believe that we should reward those mayors and councils that get out of the way and let builders build. Let us incentivize local municipalities to speed up and lower the cost of construction so that we can put roofs overhead after the Prime Minister doubled housing costs.

Mr. Speaker, the law dictates nothing to the municipalities. It does not dictate rules, only results.
The federal government is already giving $5 billion to the municipalities. That means the federal level is already involved, and I simply want to match up those dollars to results. I do not want to pay the mayor of Montreal to prevent the construction of 24,000 homes, as she did. We are not going to give money to municipalities only to have them block housing construction. We are going to encourage them to build affordable and private housing that Quebeckers can afford to buy.

Madam Speaker, what an ironic question from the centralist Bloc. BQ members say they want to be independent, but what they really want is to be dependent. Every day, they rise in the House to call for a bigger, stronger federal government. We do the exact opposite of that.
The member asked whether the federal government should give the municipalities money. At the federal level, we are responsible for the money we spend. Yes, I will make sure the money we spend is used to build affordable housing for Canadians, not the overpriced new builds we are seeing now.
Are municipalities actually in the best position to handle this? Unfortunately, big cities like Toronto and Vancouver have done a very bad job. We are done saying yes to everything these incompetent mayors and local politicians ask for. They are the ones causing this housing crisis. The Conservative government will demand affordable housing. We will get rid of the guardians of privilege and get more houses built. That is plain old common sense, and that is what we are going to do.

Mr. Speaker, first, I would like to offer the hon. member my condolences on the loss of his father, who was indeed a wonderful gentleman.
Second, the member is right. We worked together to try and stop the government from giving tax money to companies so they could spend it on bonuses and dividends for their wealthy executives.
Third, on the issue of building permits, it is not true that building permits are exclusively municipal. We have federal permitting for large-scale resource projects. They require federal permits. In fact, there are far too many projects that require federal permits. One of the reasons we cannot get pipelines and many other resource projects built is the immense delays imposed by the federal government on local projects.
When we were in government, we made a rule during the economic action plan of one project, one approval. Prior to that, oftentimes the same consulting firm was hired to do three separate environmental assessments, delaying the project and driving up the costs, so we said it would be one project, one permit. That is what we are going to do when I am the prime minister. That is why we are going to get more dams built in Quebec. We are going to deliver more Canadian clean, low-carbon, upstream oil and gas projects. We are going to deliver civilian grade uranium and we are going to have more nuclear energy. Other major projects are going to happen quickly and effectively.
Finally, yes, I will attach conditions to federal tax dollars that go to municipal governments. These woke left-wing mayors keep telling us they are out of money for housing, yet they are the ones who are driving up the cost of housing. If they want me to burden taxpayers by sending more money to their municipal governments, they need to get out of the way, remove their gatekeepers and build more homes.

Mr. Speaker, the radical policies of the Prime Minister and the NDP mayor in Vancouver led that city to more violence, to be on track for a record number of overdose deaths and to be among the most overpriced housing markets on planet earth. However, voters in Vancouver have said “enough”. They have fired the NDP mayor, rejected the radical policies and instead voted to remove the gatekeepers, build more affordable homes and bring in common-sense laws to restore safe streets.
Will the government in Ottawa finally get the message?
