Mr. Speaker, the Prime Minister was not forced by the courts to allow career car thieves to do their sentences in their living rooms playing Grand Theft Auto. He chose to do that through his Bill C-5. He chose to bring in catch-and-release bail through Bill C-75. He chose to pass a law allowing Paul Bernardo out of max pen.
Now, the Prime Minister can make another choice. Instead of trying to ban Grandpa Joe's hunting rifle, will he put extortionists who use machine guns in jail?

Mr. Speaker, after eight years of the Prime Minister's catch-and-release policies and his mismanagement of our ports, car thefts have gone up by over 200% in Toronto and 100% in Montreal. There are 12,000 cars stolen in Canada's biggest city every single year. That is one car stolen every 40 minutes.
Will the Prime Minister accept my common-sense plan to scan every shipping container, reinforce our ports and put career car thieves behind bars?

Mr. Speaker, actually, people do steal cars when they are on house arrest, because all they have to do is open the door, walk out and steal the car.
Then there is his bail policy, which allowed the same 40 offenders to be arrested 6,000 times in Vancouver in a year, many of them car thieves.
Will the Prime Minister accept my common-sense plan to get rid of house arrest and bring in jail, not bail, for career car thieves, yes or no?

Mr. Speaker, here are the actual facts: Bill C-5 keeps mandatory prison sentences. They were already in place, put there by the previous Conservative government; they were not created by Bill C-5. What Bill C-5 did was bring in house arrest for career car thieves, so they could watch Netflix or perhaps play Grand Theft Auto in their living room and then go out onto the street and steal another car whenever they want.
Will the Prime Minister follow my common-sense plan to end house arrest for career car thieves?

Mr. Speaker, the Prime Minister is still not worth the crime. He unleashed the car theft crisis by bringing in house arrest and bail, not jail, for repeat career car thieves and by allowing our ports to become sieves where our cars are stolen from, so much so that we are now becoming world-famous for the Prime Minister's failures. Ghana's Economic and Organised Crime Office says, “We are...in possession of the stolen vehicles. The victims...it's all in Canada,” and, “No Canadian agency has approached us directly or made a formal complaint”.
Will the Prime Minister take the money from the back-office bureaucrats and consultants and put it into frontline law enforcement to protect our cars?

Mark Roos had his Dodge Ram stolen. According to the AirTag he put in his truck, it was at the port of Montreal. He knows it is there. However, according to port security, they cannot go find the truck because there are not enough scanners.

Mr. Speaker, what I promised was to axe the tax, build the homes, fix the budget and stop the crime.
The Prime Minister, with the support of the NDP, passed catch and release that allows career car thieves to be released the same day they are caught stealing cars, to have house arrest and to have shorter sentences, many of which they serve in their living rooms watching Netflix. That has led to a 100% increase in car theft in Montreal and Ottawa, and a 300% increase in Toronto.
Will the Liberals reverse these disastrous and reckless policies so we can stop the crime?

Mr. Speaker, it is costly to vote for the Bloc Québécois.
The Bloc Québécois voted for the Liberal legislation that came out of Bill C‑75, which allows car thieves to be released on bail the same day they are arrested. The Bloc Québécois voted for the legislation that came out of Bill C‑5, which allows car thieves to serve their sentence at home. These laws have resulted in a 100% increase in car theft in Montreal and a 300% increase in Toronto.
Will the government reverse its policies and replace them with a common-sense policy to put an end to this problem?

Mr. Speaker, here are the facts. The Liberals brought in catch-and-release bail. They reversed part of it, but guess where catch-and-release remains in place, even after their most recent bill, car theft. Therefore, car thieves can still get catch-and-release, same day bail because of the Prime Minister's amendment to the federal Criminal Code.
Ports are federal; he mismanaged them. The RCMP is federal; he mismanaged that. The Criminal Code is federal; he brought in catch-and-release. Will he not own up to his failures and reverse these decisions so we can keep our cars?

Mr. Speaker, he claims to have stopped 1,600 car thefts. There were 100,000 car thefts in 2022, which is a 34% increase across Canada. He needs to host a summit to understand the problem. He is the problem.
We have common-sense solutions. We need to put an end to the catch-and-release policy and Netflix sentences for car thieves and restore competent management to the Port of Montreal to prevent our cars from being exported.
