Mr. Speaker, the Conservatives have a common‑sense plan to cut taxes, build the homes, fix the budget and stop the crime. Meanwhile, after eight years, the Prime Minister is not worth the cost.
The Prime Minister and his carbon tax are not worth the cost after eight long years. The Parliamentary Budget Officer confirms that in every single province, Canadians pay far more in taxes than they get back in rebates on a tax that will go up 23%.
Today, common-sense Conservatives are calling for the Prime Minister to grant his caucus a free vote on our motion to spike the hike.

Mr. Speaker, our Conservative common-sense plan will axe the tax, build the homes, fix the budget and stop the crime.
Meanwhile, the NDP-Liberal Prime Minister has raised taxes on gas, heat, groceries and paycheques; raised income taxes on middle-class and lower-income Canadians; and raised taxes on small businesses. He keeps raising taxes. It is enough to drive a man to drink, but he wants to tax that too on April 1 with another 5% increase on beer, wine and spirits that will kill jobs for those workers and raise costs for consumers.
Will he have the humanity to let someone have a drink in peace?

Mr. Speaker, this just goes to show once again that the Prime Minister is not worth the cost of housing. He says that housing will be built over the coming years. He has been the Prime Minister for eight years. What has happened? He has doubled the cost of housing. Housing prices in Montreal have actually tripled in eight years.
My common-sense plan will incentivize municipalities to build more housing by giving them bonuses if they build more and penalties if they build less. That is just common sense.
Will the Prime Minister finally follow through on a plan for more housing and less red tape?

A National Bank report, out Thursday, revealed that in Victoria and Toronto, it now takes an astonishing 25 years for the average family to save for a down payment. In Vancouver, it would take 29 years. This is after he has created $80 billion of new housing spending that has been vaporized by bureaucracy.

Mr. Speaker, common-sense Conservatives want to axe the tax. The Prime Minister wants to hike the tax. First of all, he wants to quadruple it between now and 2030, and on April 1 he plans to hike it by 23% with the support of the NDP. The tax hike will be bigger than increases in the rebate, and therefore the average families in all the provinces will be bigger net losers under the tax than they were before.
With Canadians unable to eat, to heat, and to house themselves, will the Prime Minister cancel his plan to hike the tax on April 1?

Mr. Speaker, the Minister of Housing, who was warned that his policies would cause a massive housing shortage, finds himself in hot water once again.
At the Standing Committee on Finance, he admitted that his $4-billion program, the so-called housing accelerator, is not working. No houses have been built and no apartments have been completed. He says the program will not even lead to future construction.

Mr. Speaker, he actually spoke the truth, maybe by accident. He said that, after eight years, life sucks for the very middle class and those working hard to join it to whom he promised so much. He taxed their grocery bills with a quadrupling carbon tax. He doubled housing costs after promising to lower them. He unleashed a crime wave across the country. Mr. Speaker, here are the actual facts: Bill C-5 keeps mandatory prison sentences. They were already in place, put there by the previous Conservative government; they were not created by Bill C-5. What Bill C-5 did was bring in house arrest for career car thieves, so they could watch Netflix or perhaps play Grand Theft Auto in their living room and then go out onto the street and steal another car whenever they want.

Mr. Speaker, people cannot live in announcements and programs; they need homes that have walls, floors and ceilings. The Prime Minister doing another selfie in front of a construction site will not do that. In fact, construction was down 28% in December.

Mr. Speaker, the Prime Minister has made Canada the capital of organized crime and money laundering, and yes, it is true, he is spending a lot more money to add more bureaucracy and hire management consultants for managers who cannot manage things themselves.
My common-sense plan will fire consultants and put that money toward border agents and scanners to scan all outgoing containers to stop auto theft.

The Prime Minister is not worth the cost and not worth the crime. We now are paying a billion dollars more in insurance premiums because he has led to a quadrupling of car thefts in Toronto.
I have a common-sense plan, which I rolled out today, to end house arrest and catch and release for career criminals, and bring in three years of jail for three stolen cars.

Mr. Speaker, this Prime Minister is not worth the cost of housing. He has doubled the cost of housing since he took office.
Yesterday in the Senate, a senator asked the president of the federal government's housing agency if there was a plan for building the 3.5 million homes needed to make housing affordable. The answer is no. That did not come from me. It came from the president of the federal housing agency.
When will the Prime Minister watch my brand new documentary to come up with a common sense plan and eliminate taxes and red tape so houses can be built?

Mr. Speaker, we have just heard media reports of a terrorist attack with an explosion at the Niagara crossing of the Canada-U.S. border. At least two people are dead, and one person is injured. It is the principal responsibility of the government to protect the people. Can the Prime Minister give us an update on what he knows and what action plan he will immediately implement to bring home security for our people?

Mr. Speaker, here is a real plan to make housing affordable: Balance the budget to bring down inflation and interest rates on Canadians' mortgages; require that cities increase the number of permitted homes by 15% in order to get more infrastructure money and pay the money out once the houses are completed and the keys are in doors; require every federally funded transit station to have high-density housing all around it; and sell off 6,000 underutilized federal buildings to convert them into affordable housing and use the proceeds to reduce the deficit.
How is that for a plan?

Madam Speaker, as I said moments ago, we know what the Prime Minister's plan is. He wants to mark secret things that would otherwise be publicly debatable, put things that would be in a grey area under the secrecy of the state and then put them before me to prevent me from speaking publicly. We know that is exactly his plan.
As for NDP members, we want to know their plan. Are they going to continue to protect the Liberals? Are they going to continue to work for the Liberal Party instead of working for their own constituents? They put on a big show in here.
We have already passed a motion like this, by the way, and the government did not do anything because NDP members kept it in power. Back in committee, it was exactly the same thing. They go to press conferences and act all tough, but back in committee, all they do is give all the procedural support necessary for the Prime Minister to cover this up again and again.
They have abandoned their constituents. They do not work for the people of Canada; they work for the Prime Minister. That is why they will be out of office after the next election.

Mr. Speaker, I am very flattered that he is pretending to agree with my plan. My plan has always been to incentivize municipalities to speed up building permits, to tie the amount of money for infrastructure to the number of houses built and to require more housing around public transit stations.
That is the plan I have been promoting for a year. Now, he is trying to copy it. I think he is incapable of implementing it because he never does the work. He is all talk and no action.
Will he finally let Canadians build houses that Canadians can afford?

Mr. Speaker, well, we know we have a plan because he just, for the first time, plagiarized it on the floor of the House of Commons. He literally listed all the things I have been saying in the House of Commons. I only had to say it 40 times for him to get it, but this is progress.
Unfortunately, we know he will not bring it home, because he never actually gets these things done. In fact, speaking of homes, one realtor predicts that it is now going to cost $3,000 to rent a room in a boarding house, as the norm, by 2030. That is the track we are on right now.
Why will he not get out of the way so that we can bring homes that Canadians can afford?

Mr. Speaker, as the world's wealthy gather for the COP conference, burning massive amounts of jet fuel to get there, what is becoming clear is that the government does not have a climate plan; it has a tax plan. Its plan has failed to reach a single solidarity greenhouse gas emissions target and Canada now ranks 58th out of 64 countries on climate performance. This is after it has hit Canadians with high taxes. It plans to triple the tax, tripling down on failure.
Will the Liberals cancel the carbon tax and come up with a real environmental plan?
