Mr. Speaker, there is no industrial carbon tax on the oil and gas sector, so the member should do her research before she asks questions like that. In Alberta the province has something called the TIER system, which is a provincially administered system. It stands for technology innovation and emissions reduction. It allows the large industrial players to invest in green initiatives to reduce their emissions at no cost to consumers. It is one of the reasons our oil and gas sector is the most advanced in the world.
What I propose is that we produce more of our clean Canadian oil and gas to displace the dirty dictators of the world. The real question is why the NDP wants to put good union workers in western Canada on the unemployment line, steal their jobs and send those jobs to foreign dictators around the world. We common-sense Conservatives would bring home those powerful paycheques for our people in this country.

Mr. Speaker, the Parliamentary Budget Officer's report is in my hands. The information is on page 3 of “A Distributional Analysis of the Federal Fuel Charge under the 2030 Emissions Reduction Plan”. Google it. Look it up. It is on the Parliamentary Budget Officer's website. Members do not have to believe me, and they certainly do not want to believe him; they can go look for themselves. The average Ontario family will pay $1,674 in carbon taxes next year. That is $630 more than they get back in the rebate.
Why does the Prime Minister not google it, look up the report, check the facts and axe the tax?

Mr. Speaker, speaking of no evidence, we actually filed an Order Paper question asking for proof that his carbon tax is reducing emissions, and it came back that there was no evidence. After eight years in government, after years of raising the tax, they have no proof it reduces emissions at all.
However, we know it increases food prices, and this is why Canada's food professor said, “I am recommending a pause on the carbon tax for the entire food industry from farm gate to stores and restaurants.”
If the Prime Minister does not have the common sense to axe the tax, will he listen to the food professor and cancel his plan to hike it?

Mr. Speaker, first of all, let us go through this point by point. She says that natural disasters would be stopped by a carbon tax. The carbon tax has now been in place for five years, and, as she points out, these events continue to happen. Clearly the carbon tax is not solving the problem; in fact, it has not even reduced emissions. The government has missed its own targets in all but one year, and that was when we were locked down for COVID. Its own environment commissioner says the government will not hit its targets by 2030.
Second, she just revealed what she wants to spend money on: a national round table of a bunch of activists, lobbyists and bureaucrats in Ottawa. She refers to a food program she claims I want to cut; there is no food program. What the government has is a program to bring a bunch of bureaucrats and activists to Ottawa to talk about food. This is exactly the kind of waste and mismanagement we will get rid of so we can bring home affordable food.

Mr. Speaker, the Prime Minister says that greenhouse gas emissions are driving up grocery prices. He put 100 tonnes of emissions into the atmosphere for his personal vacation. This is high-tax, high-flying, high-carbon hypocrisy. Meanwhile, Canadians in Edmonton were facing -50°C temperatures on which they were paying carbon taxes just to heat their homes and to stay alive.
Given that he gives himself a free vacation at other people's expense, will he at least allow Canadians to heat their homes without his tax?

Mr. Speaker, I would like to welcome the Prime Minister back from his $80,000 vacation, which he got for free. He said, like most Canadians, friends welcomed him for that vacation. He took not one but two private jets paid for by the taxpayer, burning 100 tonnes of greenhouse gases into the atmosphere. He wants to tax the heat and the food of Canadians.
Did he pay the full carbon tax on each of the 100 tonnes of emissions that he put into the atmosphere as part of his $80,000 vacation?

Mr. Speaker, the Prime Minister is wrong on the facts. Under the previous Conservative government, we actually reduced emissions while growing the economy. We did it through technology and not taxes.
By the way, I said earlier that Canada ranked 58th out of 64. There is a new publication of the ranking and Canada is now 62nd out of 67. In fact, we have fallen. The higher the tax, the worse the ranking.
Will the Prime Minister finally get rid of his tax plan and come up with an environment plan?

Mr. Speaker, it is not working. The Liberals have missed every emissions target but one in the year that the economy was entirely locked down. The Liberal government ranks 58th out of 63 in the world, and its own environment commissioner says it will not meet its emissions targets, yet the Liberals still go ahead with the carbon tax, which has proven not to work. They want to quadruple the tax, including on farmers, who have no other choice than to use traditional hydrocarbons to power their machinery, their barns and their drying.
Once again, how much will the carbon tax cost the average Canadian farmer when the Prime Minister quadruples it?

Mr. Speaker, it is funny that the minister keeps focusing on 2019 and the year that followed. That year was the only year in which emissions went down, because the economy was locked down. In every other one of the eight years the Prime Minister has been in power, he has missed his emissions targets.
He now ranks 58th out of 63 nations. He leads the only country in the G7 that has not reduced its emissions below 1990 levels, and his own environment commissioner said that he will not hit his Paris targets.
Will the Liberals finally admit that, after eight years, this carbon tax is all pain and no gain?

Mr. Speaker, after eight years, not only is the Prime Minister not worth the cost, but he also still does not have a climate plan. He said that if Canadians paid his carbon tax, it would save the world, but here are the facts: Canada now ranks 58th out of 63 in climate action; Canada is the only G7 country not to have reduced its emissions below 1990 levels; the Prime Minister has missed seven of eight of his targets over the last decade; and, finally, according to a bombshell report by his own environment commissioner this week, he will not hit his 2030 Paris accord targets.
Why will the Prime Minister not just admit that he does not have a climate plan; he has a tax plan?

Mr. Speaker, I can understand why the Prime Minister did not want to stand up and defend that comment from the Liberal member.
This comment is similar to what we heard from Paul McLauchlin. He is the president of the Rural Municipalities of Alberta. He said, “If I have an understanding that I can buy heating oil—which is effectively kerosene—and I can buy it with no carbon levy, I would change all my grain drying and my barn heating to heating oil.... I'll tell you right now, there are folks doing the math.”
Therefore, the government is now incentivizing farms to spend money shifting from natural gas drying and heating to oil heating, which has higher emissions. This makes no sense. Why will the Prime Minister not just shake off this lunacy and axe the tax?

Mr. Speaker, what they need is affordable food and energy with a policy that lowers emissions, like we did, rather than raising taxes, like he does. Emissions are actually up. That is the great irony. Emissions are rising under the Prime Minister, which proves that he and his carbon tax are not worth the cost.
After eight years, can he not see the pain and suffering in the many streets where people are lined up to go into food banks because of his tax? Will he do the honourable and compassionate thing and vote with us today to axe the tax?

Mr. Speaker, what we did in 10 years was reduce emissions while the economy grew, which proves the following quote, “I take great exception to the federal minister always forcing this into a dichotomous issue ‘either you believe in exactly what we say or you don’t believe in climate change.’ That’s completely illogical, it’s a false dichotomy, it’s a false dilemma, and it’s as insulting... as it is simplistic.” Who said that? The Liberal premier of Newfoundland. He says that the carbon tax will bring inflationary pressures to his people.
Why will the Liberals not listen to the Liberal premier and axe the tax?

Madam Speaker, we have stood for exactly the same thing the entire time. When Prime Minister Harper was in office, he did not implement a carbon tax. He thoroughly and forcefully rejected the carbon tax the Liberal Party has proposed. Instead what he did was incentivize technology. That is why we reduced greenhouse gas emissions while growing the economy in this country. For example, we worked with the Province of Alberta and its tier system, which encourages large industrial energy companies to reinvest in reducing the intensity of their emissions. They succeeded, reducing emissions per barrel by approximately 30%.
This approach works. By using market forces and competitive technology, our free enterprise system can reduce emissions and build a cleaner, greener future that brings powerful paycheques home to Canadians.

Mr. Speaker, all of those things have happened with this carbon tax in place. This carbon tax has done nothing to reduce emissions, let alone stop storms and other weather events. That is nothing more than another act from the Prime Minister.
Let us get back to the question. My question was very specific. We know that a British Columbia family has to spend $1,200 a month on groceries just to feed their kids. He wants to raise the tax up to 61¢ a litre on the farmers and truckers who bring us our food. How much will that add to the grocery bill of an average family?

Mr. Speaker, he is woke, and so Canadians are broke. I will say what “woke” means in practice. His government approved dumping millions of litres of raw sewage into the St. Lawrence River; that is what “woke” means. “Woke” means charging a single mom higher costs to drive to work and feed her kids while the Prime Minister jets around using Canadian tax dollars and pumping emissions into our atmosphere. That is the woke hypocrisy across the way. If he has the guts to tell the truth, he will tell us this: How much will carbon tax 2 cost Canadians?

Mr. Speaker, he does not have an environmental plan; he has a tax plan. Since he brought in the carbon tax, he has not succeeded in reaching a single emissions reduction target. That is because taxing people for something they have no choice but to use does not change the environment. Canadians have to drive and heat their homes. Instead of putting the burden on himself, the Prime Minister chooses to put it on the working class, 60% of whom will pay more in taxes than they get back in rebates.

Mr. Speaker, if the Prime Minister had nothing to hide and no relationship whatsoever with the foundation, he would have no problem inviting his brother to testify before a parliamentary committee under oath about the money the foundation received for the specific purpose of influencing the Prime Minister.
I will move on to another Liberal falsehood. They told us the carbon tax would make emissions go down. A new report shows that for the most recent years emissions went up. The tax goes up, the emissions go up and now Canadians are expected to pay a net $1,500. Given that everything the Liberals have said about the tax is false, will they axe the tax?

Mr. Speaker, notice he is not even contesting the facts now.
After falsely stating for half a decade that Canadians will be better off with the carbon tax, the government is now admitting what its Parliamentary Budget Officer reported. This is that, on average, Newfoundlanders and Nova Scotians will pay approximately $1,500 in net additional costs above and beyond any phony rebate they get back. Worst of all, it has not even worked. It has missed every single emissions target.
Why will the Liberals not ditch this tax plan and come up with a real climate plan?

Mr. Speaker, it is not a climate plan. It is a tax plan. He has not met a single emissions target since he became Prime Minister. All he has managed to do is suck more money out of the pockets of Canadians. It is enough to make a man drink, but he is taxing that too.
I have in my hands a letter from Canadian breweries workers. These are union workers who say Canada is experiencing the highest cost-of-living increases in a generation. This is squeezing family budgets and making workers in the brewery sector nervous about their jobs. They are calling on the Prime Minister to cancel his planned tax increase on beer and spirits. Will he listen to these union workers and cancel the tax hike?
