Madam Speaker, New Democrats support putting a price on pollution, but the Liberals' carbon pricing system lets big polluters off the hook. Under their output-based pricing system, Canada's biggest polluters pay the lowest carbon tax rate. These loopholes mean that oil and gas companies only pay a tiny fraction of the cost of their pollution. Of their emissions, 80% to 90% are exempt. For instance, Suncor only pays about one-fourteenth of the full carbon price, and we on this side think loopholes need to be closed so that the oil and gas sector pays what it owes. Does my hon. colleague not agree that these loopholes need to be closed so that the oil and gas industry pay their fair share? Does he think it is also time for hard caps to be introduced on the oil and gas sector so that we can make sure we meet the carbon emission targets we have committed to internationally?

Mr. Speaker, my hon. colleague spent some time talking about policy that makes sense. While it is true that the Liberals have talked a great deal about the climate crisis since 2015, they have not yet hit a target they have set and emissions are higher today than they were when they took office in 2015. Under the output-based pricing system, Canada's biggest polluters pay the lowest carbon tax rate. Oil and gas companies are only paying a tiny fraction of the cost of their pollution, and 80% to 90% of emissions are exempt. Suncor only pays one-fourteenth of the full carbon price. Of course, the government bought and is building a TMX bitumen pipeline and approved Bay du Nord, which will increase carbon emissions in this country. How can the member tell Canadians that this makes any sense?

Madam Speaker, the Liberal environment minister recently said, “The solution to global energy problems is not to increase our dependency on fossil fuels”. He continued that the best way to improve the energy security of European countries is to simply reduce dependence on oil and gas “regardless of where it's coming from”. I am glad to see that the minister recognizes that increasing our dependence on oil and gas is not the way to respond to the climate crisis. However, despite that recognition of the problem, the Liberal government is still giving billions of dollars of subsidies to the oil and gas sector and purchased a pipeline. It is also the only government in the G7 under whose watch pollution has increased. Will the Liberals listen to their own minister and finally stand up to the oil and gas sector and hasten the transition to a clean energy future?
