Madam Speaker, I bring a bit of personal experience to this debate, as my youngest child lives with a disability. She is 27 years old, and we have been working with other parents in the disability community, so I know how important this disability benefit is. I really share my colleague's comment that it is cruel to continue to make promises to this community and not deliver. However, I was in the House from 2008 to 2015, when her government, the Conservatives, sat back while millions of people with disabilities did not receive a benefit like the one before the House today. Curiously, that is about the same amount of time it has taken the current Liberal government. First, what amount of benefit does the member think is appropriate to support persons with disabilities? Second, we have a dental bill before the House that would bring dental care to millions of Canadians living with disabilities. Can she tell the House why she voted against it?

Madam Speaker, I would like to congratulate my colleague on this bill. The NDP will be supporting it, because we, as the party of health care, have been extraordinarily concerned about the deplorable conditions in long-term care, which COVID may have exposed but which have existed for a long time. My question is about resources. The bill, of course, would punish people after neglect has occurred. The NDP is concerned about preventing that neglect in the first place. In the last election, the Liberal Party promised to invest $6.8 billion in safer long-term care. It also promised to invest $1.7 billion to ensure personal support workers are paid $25 an hour, and $500 million to train 500,000 personal support workers. I do not think a single dollar of that funding has flowed yet from the government. Can my hon. colleague tell the House when the money is expected to flow, so we can take care of our seniors instead of punishing people who abuse them?

Madam Speaker, I am sure that Quebec is no different than any other province in that the citizens of these provinces are having a terrible time finding affordable housing. This is one of the areas where we are all in agreement that it takes all levels of government working together in order to provide a supply. In my riding, we still have many constituents who have benefited from the very successful co-op housing program of the federal government of the 1970s and 1980s. I wonder if my hon. colleague can comment on whether co-operative housing and federal support for building co-op housing in Quebec would be a significant way to help people of Quebec develop at least one model of affordable housing.
