Madam Speaker, this motion calls on the government to close loopholes in the Canada Health Act. One of the most egregious of these is that while the Canada Health Act prohibits extra billing, which means doctors are banned from charging patients more than the medicare rate for insured services, private clinics get around that by advertising and offering surgery to patients from a different province whom they then charge tens of thousands of dollars. This loophole needs to be closed. Does my hon. colleague think that her government should agree with the NDP that the Canada Health Act must be amended so that provinces can no longer permit the odious practice of allowing the charging of patients for covered insurance services simply by allowing their citizens to cross a provincial border to get that surgery?

Madam Speaker, New Democrats support putting a price on pollution, but the Liberals' carbon pricing system lets big polluters off the hook. Under their output-based pricing system, Canada's biggest polluters pay the lowest carbon tax rate. These loopholes mean that oil and gas companies only pay a tiny fraction of the cost of their pollution. Of their emissions, 80% to 90% are exempt. For instance, Suncor only pays about one-fourteenth of the full carbon price, and we on this side think loopholes need to be closed so that the oil and gas sector pays what it owes. Does my hon. colleague not agree that these loopholes need to be closed so that the oil and gas industry pay their fair share? Does he think it is also time for hard caps to be introduced on the oil and gas sector so that we can make sure we meet the carbon emission targets we have committed to internationally?

Madam Speaker, I think the NDP has been the loudest, strongest and longest voice in this House on going after tax havens. We have been raising that in every election I have run in since 2008. We were doing it before that as well. In fact, this motion does talk about forcing CEOs and big corporations to pay what they owe, by closing loopholes that allowed them to avoid $30 billion in taxes in 2021 alone. That results in a corporate tax rate that is effectively lower now than when the government was elected. Part of closing loopholes is going after that money that is parked in offshore tax havens as a means of extracting the wealth from Canada and parking that capital offshore to avoid taxes. That is immoral and should be illegal, and only the NDP has consistently called for effective action to close those loopholes.
