Madam Speaker, in a now notorious case, Chinese insurance agent Anbang took over B.C.-based Retirement Concepts, which was a Canadian-owned company that operated senior living facilities. At that time, Anbang was a privately owned corporation. This takeover was approved under the current rules, and almost immediately, we saw problems in seniors homes in British Columbia, including declining quality standards, seniors' needs not being taken care of and a general decline in the care of our seniors. It seems the current laws did not work in that case, and I am wondering if my hon. colleague has any suggestions on how we could strengthen Canadian laws to make sure that this kind of situation does not happen again, particularly when it has such devastating impacts on people as vulnerable as Canada's seniors.

Madam Speaker, it is an honour to rise to speak to the fall economic statement, legislation that has been introduced in this House. New Democrats are supporting it because there are some important measures in the legislation that we think will help Canadians, and I will canvass a few of them. This legislation would introduce a Canada recovery dividend, under which banks and life insurance groups would pay a temporary, one-time, 15% tax on taxable income above $1 billion over five years. I should pause and seek the unanimous consent of the House to split my time with the member for Skeena—Bulkley Valley.

Mr. Speaker, yes, I would agree with my hon. colleague that improving public programs such as dental care has an important economic effect on Canadians, as well as, of course, a profoundly important beneficial impact on their health. That is why the New Democrats put dental care on the national agenda. That is why we campaigned on it, drove it forward and demanded it be part of the confidence of supply agreement. Make no mistake, there would be no dental care progress in the House whatsoever if there were not 25 New Democrat MPs who demanded it to be the case. It will have an economic impact because, by the time our plan is put in place, some nine million Canadians who do not have it now will have access to dental insurance. If they had had to pay out of pocket for dental services, that means there would have been expenses that they would not have had to spend later. There is an example where we can not only improve Canadians' health but also relieve pressure on their pocketbooks at the same time. The NDP is going to keep driving that forward until every Canadian gets the dental care they deserve.
