Hon. Leo Housakos: Senator Gold, it has now been five years since the House of Commons passed the motion — and earlier this year, this chamber did the same — calling upon your Liberal government to list the IRGC — the Islamic Revolutionary Guard Corps — as a terrorist group. At the time, Senator Omidvar stated that the crimes of the Islamic regime and the IRGC go beyond the borders of Iran. Senator Omidvar cited the support that the IRGC provides Hamas in significantly destabilizing the region, which was reflected in those barbaric acts we saw on October 7 against men, women and children.

Senator Gold, given the horrific scenes from that day and Hamas’s ability to never run out of rockets, fuel or tunnels in which they’re able to hide, what will it take for your government to list the IRGC as a terrorist group and to stop funding Hamas in their attempt to destroy the State of Israel and murder the Jewish people?

Senator Housakos: The Trudeau government’s inaction always speaks volumes. The fact is that Hamas is a designated terrorist organization in Canada — isn’t it, Senator Gold? — yet, we have Hamas operatives in this country waving terrorist flags on our streets without fear of reprisal from authorities. So even if we did list the IRGC in actual terms, it’s not like anyone in this government is prepared to do anything about it; isn’t that true, Senator Gold? If it is not true, explain to me where I’m wrong. Are you okay with having Hamas operate on campuses, recruiting —

Hon. Leo Housakos: Senator Gold, it’s great to say that the government is showing its solidarity with the State of Israel, but we also need action.

My question is not partisan by any means; it is simple and direct: Why isn’t the Canadian government ready to put into place punitive measures against nations that are supporting Hamas directly, such as Qatar and Iran? We are importing hundreds of millions of dollars of oil into our country from Qatar.

Of course, your government continues to refuse to list the IRGC, or Islamic Revolutionary Guard Corps, as a terrorist organization. When will you list the IRGC as a terrorist organization?

Senator Housakos: Senator Gold, with all due respect, for years, we have had motions in this chamber, and there have been motions that have passed in the House of Commons, calling upon the government to list the IRGC as a terrorist organization. Saying it takes time and is ongoing is not acceptable when it has already been seven or eight years. The government has the power to do this, and when you don’t do it, it empowers organizations like the IRGC.

When will you list the IRGC as a terrorist organization?

Hon. Leo Housakos: Honourable senators, my question is for the government leader in the Senate.

Senator Gold, in recent days we have had information circulating that high-ranking government officials connected to the Islamic Revolutionary Guard Corps, or IRGC, and the brutal regime in Iran — including the family members of none other than the supreme leader himself — have been seeking refuge right here in Canada. It has been reported that many might already be here.

My question for you, government leader, is very simple. Can you tell us what due diligence the Trudeau government has undertaken to make sure that no individual, or individuals, with links to the IRGC and to this brutal government will be — or have been — granted entry into Canada?

Senator Housakos: Senator Gold, with all due respect, this is a very important issue when it comes to freedom of democracy and dealing with human rights. Recently, we saw 30,000 Canadians get together in solidarity for freedom and in solidarity for what the people in Iran are going through. Given how important this issue has been over the last few weeks, you as government leader should have an answer to this simple question: What due diligence has the government undertaken to make sure that any individual who is linked to the IRGC, or to this regime in Iran, does not get entry into our country?

I don’t think that is a very difficult question, but I’ll leave that one with you. And I’ll ask a second one which is a lot simpler, but again we’ve received no answer.

After all these years — after both chambers of Parliament have demanded that your government add the IRGC to the list of terrorist organizations — why does the Trudeau government refuse to? Explain that one. That’s an easy one. It’s been a long time that we’ve been asking.
