Hon. Leo Housakos: Government leader, while some members even in this chamber might feel uncomfortable when we ask questions about illegal police stations in Canada and foreign interference and intimidation of Canadians of Chinese descent — not because it is actually happening on our very soil; they are uncomfortable because we are even asking the question — the Trudeau government is doing absolutely nothing to combat foreign interference and to defend Canadians of Chinese descent from intimidation. On the contrary, we have members of this very institution, every time we ask a question, throwing up the accusation of racism, running interference for those very authoritarian regimes. We are not going to stop asking those questions. It does not matter if you are a member of Parliament or an ordinary Canadian citizen of whatever diaspora community; you deserve to feel safe in this country.

My series of questions are simple, and I will be clear. When will your government finally shut down the police stations in this country that are being run by the Beijing regime? When will your government expel the diplomats who are running this operation? When will your government put into place a foreign registry to combat foreign interference? When will your government call a public inquiry to deal with all of these allegations that are coming out on a weekly basis? When?

Senator Housakos: Senator Gold, I know your government doesn’t share my views. That’s why we have huge backlogs at Immigration, Refugees and Citizenship Canada, enormous lineups at Canadian passport offices and, of course, the only thing your government has really unleashed is terrible inflation that we have not seen in 30 years.

Senator Gold, Canada’s largest airport, Toronto Pearson, remains paralyzed because of the doubled processing times caused by the mandatory use of ArriveCAN. At the same time, we have tourism industry representatives and mayors of Canada’s border towns calling for its discontinuation because of its negative impact on tourism across the border.

Your government claims it invoked the Emergencies Act over concerns for economic reputation. What about the damage to our economic reputation over the petulant insistence of your government to hold on to this ridiculous app? Is that of any concern to you and your government?

Hon. Leo Housakos: Honourable senators, my question is for the government leader in the Senate. Government leader, in January, Canada’s Federal Court upheld an immigration officer’s decision to bar from permanent residency a Chinese citizen who worked for 20 years at a Chinese agency known as the Overseas Chinese Affairs Office.

According to the Chinese Communist Party, this office provides supports to members of the Chinese diaspora. The immigration officer determined the real purpose of the agency is to gather intelligence and exert influence on the people of Chinese descent living abroad. In other words, to engage in espionage and intimidation of foreign citizens. The court decision affirms this.

Senator Gold, in response to this court ruling, what is your government doing to counter Chinese espionage in Canada? What are you doing to protect Canadian citizens and permanent residents who are the target of these activities but are often too afraid to speak out because of what might happen to them here in Canada or to relatives back in China?

Senator Housakos: I’m not questioning whether the banks are protected; it’s the citizens who are not protected, government leader.

Earlier today, during a press conference, Minister Freeland said:

For anyone who is concerned that their accounts may have been frozen because of their participation in these illegal blockades and occupation, the way to get your account unfrozen is to stop being part of the blockade and occupation.

That’s from the Deputy Prime Minister this morning.

Government leader, what in the world does that mean? The blockade has been removed on Wellington. Does that mean their accounts are being returned to them, they are all good now, everything is fine? How does one go about proving to their bank that they are no longer part of a blockade that isn’t out there any longer? Is there some form, affidavit or sworn allegiance to the Liberal Party or Justin Trudeau not to criticize them? How will they get their accounts unfrozen?

Hon. Leo Housakos: It’s nice, Senator Gold, that we’re always discussing these issues with our partners and relying on international help, but Canada is a G7 country that should stand up for its Canadian citizens, as well as for liberties and civil rights around the world.

Senator Gold, while we’re on the topic of detained Canadians, has Minister Joly or anyone from her office managed to provide consular service to Michael Carey Abadin, the Canadian citizen being held in Cuba as part of a crackdown by the authoritarian regime in that country against political dissidents and pro-democracy protesters?

We’re told by Mr. Abadin’s family that this 19-year-old, who is in poor health and has been denied proper medical treatment, has also been denied assistance from the Canadian embassy. Has that changed? If not, why? What is Mélanie Joly waiting for in giving support to this young Canadian detained in Cuba?
