Senator Housakos: That is another very good question, senator. Canada, as you know, is a signatory to a number of treaties, particularly the Dublin treaty. We have no time for cluster munitions. We recognize that when countries enter a time of war, sometimes you even have signatories to these conventions that take drastic steps. We can get into a debate about how justified this is at various times; I’m always of the opinion that war and violence are never justified, except in self‑defence. If someone attacks my home, family and people, with all due respect to treaties and other commitments we have, all bets are off.

These are case-by-case decisions for our government and our Parliament when it comes to those particular times. You are absolutely right — we trade economically and have allies around the world who are not always completely aligned with us on everything. Cluster munitions is one of them. As we know, our largest trading partner and strongest political ally has engaged in constructing, building and selling them. I believe what this bill does is reinforce in our bilateral relationship with them that this is not something that we will tolerate. We won’t tolerate being pressured into reversing our position, and my understanding and sense is that, hopefully, it will help reinforce those on the other side of the border of the forty-ninth parallel who are of the view that the Americans can defend themselves in an appropriate fashion without using this hugely destructive tool in the art of war. There are many weapons in the art of war that can be used in self-defence, and, for that matter, in offensive operations as well.

Leo Housakos: Senator Gold, just a couple of months after this chamber acquiesced to the government on a bill that the opposition warned would have the opposite of the desired effect — we warned that instead of saving media, Bill C-18 would be its death knell, especially for local and smaller outlets — and despite those warnings, the Online News Act was passed, and here we are, Senator Gold.

Facebook wasted no time carrying through on its threat, a threat you and your government scoffed at. As promised, they are out of the news business in this country. Google looks poised to follow very soon.

How is that working out for us, Senator Gold? This week we heard about Torstar Corporation shutting down its Metroland Media Group publications, and they won’t even pay severance to those who lost their jobs. What does your government have to say about how well Bill C-18 is doing with regard to saving media in this country?

Senator Housakos: Senator Gold, I’m aware of this individual. You’re aware of this individual. It’s high time we made the government aware of the inherent dangers of this individual.

B’nai Brith Canada has been raising this issue with your government for quite some time. It has provided intelligence on Barakat’s whereabouts here in Canada, as well as his involvement with a designated terrorist organization. While in Canada, Barakat has published articles in which he calls for targeted terrorist attacks to be carried out against Israel and other Zionist targets beyond the Middle East.

Senator Gold, how is the Jewish community in Canada supposed to take your government’s claim to be committed to fighting anti-Semitism seriously if it allows this man to remain in Canada? Will your government do the right thing and order Barakat out of Canada? It’s not right. We have laws. Individuals of this nature should not be admitted into our country.
