Mr. Speaker, I find that amusing. My colleague knows I appreciate him. More than anything though, I like the facts to be accurate, and those figures come from one of the least transparent federal institutions. We do not know where Export Development Canada, or EDC, makes its investments, and it is one of the largest sources of taxpayer-backed public funding for oil. What surprises me is that the Conservatives are right wing, but only until it comes time to help the oil companies. Then they move left. That is where they think government money is needed. That is where they think subsidies are needed. That is where they think protection and help are needed. Did the NDP and Bloc Québécois just make up the figure of $30 billion for Trans Mountain? Did EDC not send them that memo? At some point, we have to face the facts. The oil industry is a government-supported industry. It is incapable of controlling its costs, and without government assistance, there would be a lot less Canadian oil.

Mr. Speaker, my speech may not appeal as much to the member for Calgary-Centre. We shall see. First, let us talk about the text of the motion. I would like to thank the Conservatives. For once, they made our job easier. Entertaining a Conservative opposition day motion is usually quite difficult. We have to separate truth from fiction, sense from nonsense, and populism from statecraft. This happened with their carbon tax motion. The Conservatives force us to vote against their motions sometimes when they fill them with too much nonsense. We cannot support a motion that is 90% nonsense and 10% good sense. This motion, however, is about 70% nonsense and 30% good sense, and we will support it. I congratulate them. Mr. Speaker, in the most substantive part of its text, the motion essentially states that the government should submit a plan to achieve a balanced budget. We are not told, however, the number of years it will take. We ask that positive signals be sent to Quebeckers, Canadians and the markets, along with steps showing everyone that government management is not haphazard, despite current appearances to the contrary. There is obviously the date, October 25, which I will come back to later. It is yet another thing the Conservatives pulled out of thin air. Members may recall that we supported a similar motion in June. The Conservatives moved the motion when there was no upcoming economic statement. This illustrates their ability to manage their time and resources in the House well. Now they are moving the same thing a second time before an upcoming economic statement. I would like to talk about context. I have been listening to the Conservative leader make populist, misleading statements for months. We see that in ads on TV. I would like to remind him that the federal government has always churned out deficits and mismanaged public funds. The Conservative leader was a minor minister—which was a very good thing—in Stephen Harper's government. That government churned out one deficit after another—seven in a row, in fact. Back then, the Harper Conservatives set the record for deficits, but the current Conservative leader never said boo. None of the people who were here then and are still here now said boo. Nobody thought it was a problem. The Conservatives did well one year thanks to the financial crisis fallout when interest rates plummeted and, like a gift from on high, interest payments on the debt shrank. Interestingly, as the Conservatives went from one deficit to the next, the member for Lévis—Lotbinière, who I appreciate and whose office is next to mine, never rose to cry “scandal”. It is easier to criticize others than oneself. Still, I congratulate them on taking an interest in the management of public funds. The Liberals have the same problem. As my colleague from La Prairie pointed out earlier, the current Prime Minister came on the scene in 2014-2015. Essentially, the Prime Minister figured that he had a credit card. People who manage their personal finances will understand what I am about to say. The Prime Minister figured that it did not matter if he maxed out the credit card and paid the minimum balance each month, because everything would work out fine. He would not lose his job, his car would not break down and he would not have any bad luck. He would just always have to walk a financial tightrope. Then, in 2020, the car broke down. The pandemic hit, along with a lot of bad luck, and the government was unprepared. The country found itself in a situation where we had to borrow heavily. This pandemic spending was supported by the Conservatives, for one. It is high time these people wake up and realize that being unable to properly manage the public purse—which comes out of the pockets of taxpayers, who are having a hard time paying for groceries these days—is a deep-rooted issue here in Ottawa. Let us come back to the October 25 deadline. It took seven years for the Harper government to learn how to balance the books, sort of. The Liberals have been at it for eight years and they still have not gotten the hang of it. That is 15 years total. The Liberals could not do it in eight years, and the Conservatives, allegedly acting in good faith, are giving them eight days. They are telling them to come up with a sensible plan in eight days. That is the Conservatives' new turkey. I listened to the Conservative leader this fall. I do not know what he does with turkeys and I am not sure I want to know, but it was all about turkeys with him this fall. I do not want to assume anything. What did he do? He spent two or three weeks talking about the price of turkey and asking what the price of turkey would be at Thanksgiving. He wanted the government to promise to lower the price of turkey. Thanksgiving is over now, and the Conservative leader can no longer use turkey as a pretext for annoying the Liberals and trying to appeal to the public. Incidentally, he forgot to mention that the price of gas went down 18¢ at Thanksgiving. He was not interested in telling us that. What did he do then? He found a new turkey. His new turkey is October 25. Now, we are going to hear him talk about the plan that was not introduced until he can talk about the price of Christmas trees in December. Then, he will tell us all about Christmas trees until he can come up with something new to talk about. In reality, the Conservative leader is not interested in having a good plan. The mature thing to do, the thing that would make sense, would be to tell the government to do its job, to come up with an intelligent plan, to take more than eight days to think about this and to table the plan in the upcoming economic statement. What could that plan include? The Bloc Québécois and I have all kinds of ideas that we have been thinking about and repeating for years, while they are just now starting to wake up. For example, there is a basic principle for properly managing taxpayer money and the public treasury: Stop giving money to those who do not need it, including the oil companies. Why will the government not stop giving money to those who do not need it? From now until 2035, despite all the planned tax benefits and carbon capture subsidies, the government is going take money from people who are having a hard time paying for fuel, groceries and home ownership and give it to the oil companies. The amount of subsidies oil companies will be getting by 2035 is equivalent to what they would get if we lined up 40 million Canadians every year and asked them each to give these same companies $20. It is exactly that. The numbers show it. I did the math on what could be done with the money the government will be giving to oil companies, money that has already been promised and committed until 2035. For Thanksgiving, with the Conservatives' subsidies to the oil companies, we could have bought 21,789,473.7 turkeys for Canadian families. We could have paid for 1,815,789.47 turkeys for Canadians every year for Thanksgiving. That does not bother the Conservatives, because they do not care about food prices. That is the least of their worries. The cost of living is the least of their worries. Home ownership, the $900 million for Quebec that my colleague from Longueuil—Saint-Hubert is fighting for, that is the least of their worries. I can think of something else the federal government should do. It should stop behaving badly. How does it do that? It has to stop doing what it is not allowed to do, what the Constitution says it cannot do, something it has never been good at. It needs to focus on what matters. The government is unable to issue a passport, unable to take care of veterans and unable to take care of immigrants. We are the ones who deal with all this in our offices. I have files from Liberal ridings piled on my desk in Mirabel. Some ministers, whom I will not name because of the little self-respect they have left, are incapable of doing what little they have to do themselves. They are unable to order planes, to repair the Prime Minister's plane, to order ships, or to look after shipyards. I was going to say “shipwrecks” here, given their track record. We can imagine what their dental care is going to look like. I care about my teeth. I want to keep them. I would like them to keep their hands off dental care. We can also imagine what their pharmacare will look like. There is no doubt that it will cost more than $10 billion. They need to focus on the basics, stop subsidizing the oil companies, put the money where Quebeckers need it and focus on the little they have to do because, historically, they have never been able to manage well, much like the Conservatives. I think they should go back to the bare minimum, because the minimum for a Liberal is already a lot.

Mr. Chair, the government continues to heavily subsidize fossil fuels with taxpayer money. For years, we have been waiting for a definition of an effective subsidy for fossil fuels. On two occasions in her reports, the Auditor General told us that she was not even able to evaluate whether subsidies were effective because the government had not even provided a definition. Can the minister today provide a definition of an effective subsidy for fossil fuels?

Mr. Chair, this budget allocates approximately $80 billion for so-called green subsidies. We do not know whether they are green or not because the government has always refused to define what constitutes an effective fossil fuel subsidy. Approximately 30% of these subsidies go directly to fossil fuels. That is approximately $24 billion to $25 billion. Is the Minister of Finance not embarrassed to tell unemployed workers in Quebec and the rest of Canada that she is going to take $25 billion to $27 billion out of their pockets when that money is going directly to fossil fuels?

Mr. Speaker, on February 14, I wished the NDP and the Liberals a Happy Valentine's Day. Today, to look at the budget document we have before us, I think that the union has been consummated. It is clear. What we learn from reading the budget document, which was summed up well by my colleague from Joliette, is that the federal government has a tremendous amount of means and that, with the help of the NDP, which is not surprising, it is having a hard time spending and investing those means wisely in the priorities of people on the ground who are dealing with real problems when it comes to employment insurance, seniors' return to work, or health. There is absolute disparity between the government's financial capacity and the real needs on the ground. It is not for nothing that when the Liberals toss $4 billion to provinces that are asking for $28 billion and tell them to accept it or get nothing, they have the nerve to stand up and say that it is an agreement. They have the nerve to do that. I know that they are not lying. They believe themselves and that is even worse. The budget document is clear. It seems to be very much like what the Parliamentary Budget Officer described, and my colleague put it well. It states that, in 25 years, if we include the new financial commitments, Canada's debt-to-GDP ratio will be zero even in the worse case scenario. There is no other industrialized country that plans to reduce its debt-to-GDP ratio to zero, which means that there will be no debt, without looking after its people. No other developed country is doing that. There is fiscal flexibility in the budget. The Parliamentary Budget Office has done the calculations. Those people are paid to provide Parliament with information. They are competent. They are quite right in saying that as the government eliminates its debt over time, the provinces will find themselves in more and more trouble, and that when the federal debt is eliminated, the provinces will be technically bankrupt. The federal government tells us that there is no fiscal imbalance because this year, the current year, some provincial governments are running small surpluses while the federal government has a $40-billion deficit. All of this is without recognizing that the problems we are experiencing in health care today are the same problems that could not be solved 25 years ago when the Liberals began cutting the transfers. By repeating the same thing today, they will create even more serious problems 25 years from now. In their minds, there is nothing dynamic. They are always thinking six months ahead, to the next election, and it is exactly the same with the NDP. There is $40 billion in lapsed spending from last year. We have the figures and the public accounts. That is $40 billion that was not used. The Parliamentary Budget Officer has said that another $40 billion could be used to help the provinces with health care and other things. Even so, the federal debt-to-GDP ratio would remain the same and the provinces would be able to take care of people. We are talking about $80 billion. We can add to that the fact that inflation is estimated to be 3.5% this year. That number is way off, which means that there will be additional tax revenue. That puts us at more than $80 billion, which is far more than the $28 billion the provinces were asking for. They would have $50 billion or $60 billion left over while allowing us to take care of our people. This is no joke. They could keep lowering the debt-to-GDP ratio while taking care of people. Allow me to summarize. The Liberals had an opportunity to relieve the suffering of Quebec's patients. Instead, they decided to relieve the electoral anxieties of the NDP. That is essentially what they did. I can understand why the NDP is crowing about it. If I were them, I would be happy too. That is the reality. What will the NDP tell us? The NDP is going to tell us that they got us dental care. The budget says that Health Canada is basically going to turn into an insurance company. If you have tried to get a passport, Mr. Speaker, you have every reason to be concerned. By the end of the year, it looks as though Health Canada will become an insurance company. They are going to call all the dental associations in all the provinces and they are going to negotiate agreements. Then we will be able to start submitting dental bills, all by the end of the year. That is the promise that they are going to make to us, but they need a reality check. The federal government is so bad. The Liberals have no idea how to do anything. They are so far removed from what they are good at—and one has to admit that there is not much that they are good at—that the dental care program is not even included in the budget implementation bill. They are going to implement the budget without even knowing how to do so. The dental care program is not even there. That will bring us to the summer. We will come back in the fall and there will not even be a dental care program because they just have no idea how to implement one. There has been no talk of seniors because the Liberals created two classes of seniors, those aged 65 to 74 and those aged 75 and up. There is nothing in the budget for seniors aged 65 to 74. They are taking the injustice they created and indexing it to inflation, and yet this government is supposed to have an aversion to injustice. When it comes to inflation, the NDP has spent all year getting worked up into a lather over grocery store owners. The Liberals decided to make the NDP happy. They are going to take the GST rebate cheque that they doubled, as the Bloc Québécois has been asking them to do for a year and a half, they are going to issue it early in the year—we asked them to increase the frequency of the cheques—and they are going to call it a grocery rebate. It is a great victory for the NDP. We congratulate them. On employment insurance, this system that insures one in two people and leaves half the people behind when they lose their job, they are saying that there will be a recession, but no EI reform. If I were looking to insure my house and the insurer told me that I had a 50% chance of my claim being rejected if my house burned down, I would switch insurers. That is exactly the situation that the unemployed are facing. The Liberals say that, according to actuarial forecasts, the EI fund is good for another 10 years before it needs to be reformed. There is nothing in the budget about getting experienced workers back to work without penalizing them for offering their strength, intelligence and experience to our businesses. When I walk around Mirabel and other places in Quebec, everyone talks to me about it. Everyone is talking about it except for the Liberals and the NDP. There is nothing for the aerospace industry. The minister was telling me that he is talking to CEOs and inviting them to invest. The minister is not a lobbyist. His job is not to be a chargé d'affaires but to ensure that the investment climate is favourable to investment, in order to have investment, research and development, investment funds, credits for research and development, and to fix the implementation of this luxury tax, which is about to kill 2,000 jobs in Quebec. People will go elsewhere to buy planes. We are the laughingstock of the G7. The Liberals tell us that aviation is important, but they are closing the control tower in Mirabel. They have shut down light aircraft access, our flight schools and a runway. The industry's strategic infrastructure is now managed by a board of directors that takes care of Montreal and whose CEO is a former accountant from Coca-Cola. Nobody is accountable and nobody knows anything about aviation. They appear to be really good at this. When they do not know something, it is scary. With regard to energy, the budget gives $18 billion in subsidies to oil companies, which have money. When it comes to taxing luxury jets that are used to transport passengers and that harm our industry, there is no problem. They are for equality. However, when it comes to giving subsidies to companies that are making tons of profit, that could invest in reducing their emissions if they wanted to avoid the carbon tax, but instead the government gives them subsidies so that these CEOs can buy private jets to go to their cottages, that is not a problem for western Canada. Now there is an election coming up in Ontario. Their 15% and 30% clean energy subsidies—because when we get right down to the nitty gritty, CO2 is all that matters to them—are going to go to Ontario's nuclear plants. Oddly enough, there is an election coming up in Ontario. Oddly enough, the majority of the next Canadian government is going to be in Ontario. We are willing to collaborate and we are willing to vote in favour of measures that are good for Quebec. That is what we do, but our goodwill is like an elastic. There is a limit. Since my time is almost up, I will move the following amendment to the amendment: That the amendment be amended by deleting all the words after the words “since it” and substituting the following: fails to: (a) immediately reform employment insurance and increase old age security for seniors aged 65 to 74; (b) fight climate change by ending fossil fuel subsidies; and (c) increase health transfers to 35%, preferring instead to interfere in the jurisdictions of Quebec and the provinces, such as by creating dental insurance without giving Quebec the right to opt out with full compensation.

Mr. Speaker, we know that the federal government subsidizes the oil industry, but so does the Canadian banking sector. In two years, the Royal Bank of Canada's investments in oil rose from $19 billion to $39 billion. That is a lot of money. It more than doubled its investments in two years. If the government was truly committed to fighting climate change, it would do two things. It would make it harder to obtain funding for polluting energies and it would provide incentives for investing in renewable energy. It has done neither. What is the government waiting for? Will it take action only when there is not one drop of oil left to siphon?

Mr. Speaker, the UN Secretary-General, António Guterres, urged banks to join the fight against climate change. He wants them to do one simple thing: Come up with verifiable plans for a swift transition to renewable energy. Meanwhile, Canada's big banks are among the top 20 fossil fuel backers in the world. A lot of oil money comes from Canadian banks. Will the government implement measures to encourage banks, our banks, to focus on renewable energy?

Mr. Speaker, I thank my colleague for an excellent and very interesting speech. The new trend among Conservatives is to say that for every new expenditure, an old expenditure must be eliminated so that the balance remains at zero. They are obviously forgetting about inflation and economic growth. That is forgivable, however, since we know that economics is not the Conservatives' strong suit. Having said that, I would like to ask the member how much more money would be available for health transfers if we abolished all oil subsidies.

Mr. Speaker, I wish I could say that it is with great enthusiasm that I rise today, but for me to be truly enthusiastic, I would have had to see something new in the economic update. There really was not much there. As my colleague from La Prairie said earlier, it merely dusts off and updates some old legislation. It is an implementation act and a very long document, but there is not much in terms of real content. There is one new aspect, though. Once again, as my colleague mentioned earlier, we are doing something we did not do last March when the budget was presented. We are talking about inflation more than anything else. The word “inflation” appears in the document roughly 110 times and is referred to ad nauseam. There is also the prospect of a recession now and, for the first time, the document includes an official forecast of a slowdown for two consecutive quarters. This is an extremely important observation. We are talking about inflation and we are anticipating a recession. As my colleague from La Prairie said, the situation is such that we are being told that inflation is very serious, and the Prime Minister is doing what he likes to do when he goes on a trip to India: He dresses up as a sorcerer, a magician or whatever, and thinks that repeating it 10, 20, 50, 100 or 120 times will make the problem disappear. However, the people struggling with inflation every day in their homes do realize that 80% of all the money announced and spent in this budget update had already been announced either in Bill C-30 or Bill C-31, or still in the last budget or one-off announcements. That is why there is almost nothing in there. Part of what is new is that it provides for workers to access certain benefits, to which they are already entitled, a bit sooner. People in Saint-Colomban, Saint-Joseph-du-Lac or Sainte-Anne-des-Plaines who are facing inflation and are afraid of losing their jobs will look at this and surely see that it is largely a rehash. What should have been proposed? The last election campaign was my first. One of the highlights of the campaign was when the Liberal Party went to the public for ideas. The Liberals called the election even though they did not know what to do. They did not even have a platform. They went door to door and had nothing to say. One suggestion in their suggestion box could have been to fulfill the promise they made seven years ago, which was to make major reforms to the employment insurance system. Workers are sometimes overcome by life's misfortunes. They may have to go through a recession and face COVID-19 while paying for groceries that now cost 10% more. Currently, not even one in two workers qualifies for EI even though they have paid into the system every paycheque, and their employer has paid into the system every paycheque. The government must reform the system. However, we know that a Liberal promise is basically only good for being torn up and thrown away, much like the motions we vote on in the House. This government does not know how to listen. Even when it takes a step forward, it fails to implement its very own measures. The Bloc Québécois asked for 50 weeks of benefits for people with serious illnesses, such as cancer, who need treatment for long periods of time. If people are undergoing chemo and not applying for jobs, I think it is fair to say they are not trying to rob the system. The Liberals thought 26 weeks of benefits was fair. That measure was voted on in the House and is ready to roll out, but to this day, workers are not getting even one extra week because cabinet has not passed the order in council. It has been 18 months and still no order in council. That is the very definition of a lack of political will, a lack of empathy for people, a lack of respect for Parliament, a lack of consideration for members of the public, for Quebeckers, for Canadians, for workers and for sick people. The Liberals' appalling failure to take action on employment insurance is a manifestation of all those things. I had hoped there would be something in the statement about climate change, at least. The energy transition is an opportunity to transform our economy, an opportunity to invest, innovate and export. We have to unlock that potential. The Prime Minister could not even be bothered to go to COP27. He is known for his judgment, so he surely had something less important to do. He did not go to COP27. We said to ourselves that at least the Minister of Environment, who is a reasonable guy, would go to COP27. Since the Prime Minister was not going with him, the minister was lonely and said he would invite some friends. He called the Royal Bank of Canada, one of the largest financial backers of oil projects, western Canadians and oil people. It seems that there was partying going on in Egypt at the Canada pavilion. Oil spill shots were served, people were standing on tables at midnight or 1 a.m. and they sang O Canada after 3 a.m. It seems that the oil people and the environment minister were really partying. Now, the minister is saying that it was very important to invite them because they have a role to play in the transition. My colleague from La Prairie would say that it is like inviting Dracula to a blood bank. Those are his words. My grandfather, who was a very wise man, used to say, “Tell me what company you keep and I will tell you who you are”. Today, we know who the Liberals are, and it is reflected in the budget update. The Liberals tell us that they are supposedly going to eliminate subsidies to oil companies, which is not the case, because they are only eliminating some of them. One positive aspect, though, is flow-through shares. However, the government is subsidising small modular nuclear reactors. These reactors are only being sent to Alberta and the north to be used at oil sands processing facilities to produce more oil. Does anyone know of any person, city or street in Canada that needs a small nuclear power plant on a skateboard on a street corner? Does anyone think they are for domestic use? No, these are oil subsidies. That is what the government is shamelessly doing. I wonder how the Liberals wake up in the morning feeling good about themselves when they say one thing and do the opposite. I would have a hard time with that and would struggle to look in the mirror every morning even just to shave. Maybe that is why the environment minister has a beard. Perhaps he struggles to look in the mirror to shave. There is nothing for health care. As the Minister of Health said, this is a futile debate, and the money is not important. He wants to pay his doctors with love and sunshine. I hope he has good genes. He says that funding is not important, because the provinces have money. This is the new strategy. The provinces have been helping people with inflation by sending cheques, so that means they have money. We look at the budget statement, in which the Liberals claim that they will reduce the federal debt to GDP ratio from 45% to 37% in a few years. They tell us that they have the money. The week when the Liberals told us that the provinces have too much money, they announce in their statement cheques to reimburse the goods and services tax. They announce measures, but the provinces do not have the right to do anything at all. Essentially, what the Liberals are telling us is not to spend any more money on education or child care, not to help our seniors any more, not to build any more roads, to give up on public transit and certainly not move into an energy transition because as soon as we spend one penny, we will be told that we should have invested in health. According to their argument, which is flawed and preposterous, we should close down schools to prove to them that we truly need money for health. It is plain to see how the federal government is part of the problem. Ottawa has money to subsidize the oil companies. It has money for that. Today, it had money for a military intervention. It can give money to Asian countries to the tune of hundreds of millions of dollars, as announced today. There is money in Ottawa. There is money to undermine our public dental plans for children. They have money for that. There is money for GST rebate cheques, to lower the second tax bracket for people who make $90,000, $100,000 and more. That is what they call the middle class because they assume that people cannot count. There is money for permanent facilities on Roxham Road for Liberal donor friends. They have money for that. The Liberals need to stand up, show some backbone, meet with the health ministers and get the money out.

Madam Speaker, I thank my colleague from Saint‑Hyacinthe—Bagot for that excellent speech. I have here the Conservatives' opposition day motion. The motion is quite detailed and long. It includes all their failed initiatives from this parliamentary session. For their sake, I am glad it all fits on a letter-sized page. It includes a number of whereases that are hard to argue with, especially the ones about the high cost of living. That is a simple fact. We know inflation has gone up and the price of goods has gone up. The whereases are fine. Things are off to a good start. For example, we know the price of gas is over two dollars. We are aware of that. People in my riding are worried about it. The same goes for the price of food, which has gone up over 9%. Other goods have gone up even more. We know that. The motion also says that heightened inflation is projected to persist longer than was reasonably believed a while ago. Obviously, economic projections are made with the best information available at the time, and nobody predicted the war in Ukraine. The point is, it is true that the cost of living is higher and will remain higher for some time. Based on the solutions offered in the motion, however, it is clear that, although they identified the symptoms of inflation correctly, the Conservatives do not understand the causes. They did not do their homework, and the facts cannot lie. Facts can be checked. The Conservatives are laughing, but they will learn. The facts show that household demand has continued to increase, but it is not much higher than it would have been without the pandemic. Habits have changed and people are consuming less services and more goods, which has led to supply chain issues. This is true in Canada, it is true in Quebec and, because we cannot ignore the rest of the world, it is true in the majority of other developed countries. On top of that is the war in Ukraine. The war in Ukraine has most certainly had an effect on supply chains, an effect that is still present today, for example, on the Chicago Mercantile Exchange. Russia is using supplies of grain, food and fuel as a weapon of mass destruction, which has made food prices here skyrocket. This weapon is also being used to make developing countries suffer because they are being held hostage. This is very real. If we look at the figures, we can see that 70% of the factors driving the price increases are what we call supply-side factors. Neither we nor the Bank of Canada have any influence over these factors. That is our economic reality. It is unpleasant, hence all the grandstanding we are seeing, but that is our economic reality. The Conservative motion proposes solutions to all these supply shock problems. The first solution is to end all federal restrictions on travel, masks and so on. There are not many federal restrictions left, but a few still remain. That is already out of touch. I am a member of the Standing Committee on Health, and last week we heard from Dr. MacDonald, a professor at Dalhousie University who specializes in pediatrics and infectious diseases. I asked her if she thought that politicians should stop meddling in health measures and including specific health measures in motions in Parliament. She replied that she agreed, that it did not make any sense. She said that parliamentarians should stop dictating health measures and that these decisions should be made by public health authorities. This is true of the Conservatives' motions, but it is also true of the Liberals, who may be using the health measures for political purposes. This has to stop. That is one reason this motion is problematic. It is not the Conservatives' job to dictate health measures in a motion. There is also the cost of living. We know that the cost of living is going up. The Conservatives are saying that we need to do something about it and that they will propose something smart. Since March 2022, the solution of the motion's sponsor, the member for Central Okanagan—Similkameen—Nicola, has been to support the member for Carleton in the leadership race. We know they are popular. They are saying that what they will do, since everyone is suffering, is fire the Governor of the Bank of Canada. What a brilliant idea, as if firing the Governor of the Bank of Canada is going to help people in Mirabel and Beauce, or our farmers. They want to fire the leader of one of the most credible central banks in the world when 70% of inflation is not his responsibility. As for the other 30%, the Conservatives who said he was not taking action are now complaining because he is taking action by raising interest rates. The last time a party or a government was irresponsible enough to propose such a thing was in 1961, when Prime Minister Flemming, who was a Conservative, shockingly enough, said he was going to fire the Governor of the Bank of Canada, James Elliott Coyne. What happened? The government did it by passing legislation, because it was illegal. However, the Senate slammed the door on their faces. Things must be going badly if the Senate is giving lessons on democracy. The Senate told the government that the head of a central bank cannot be fired. Nevertheless, that is where today's Conservatives are headed under the member for Carleton. They are going to be given a lesson on democracy by the Senate. Lucky them. There are solutions, and we have proposed some. The first is to tax oil companies in order to fund our public services and launch assistance programs. I am sure the Conservatives will say this is a Bloc fantasy. There is only one entity in the world that is proposing to abolish gas taxes, and that is the Conservative Party of Canada. However, on May 26, the U.K. proposed a 25% windfall tax that is expected to bring in $6 billion U.S. I did not make this up; their Conservative friends in Britain proposed it. On June 4, the Biden administration suggested a similar tax, which is now being studied. India is also thinking about this. How amazing to think that India is a step ahead of the Conservatives. The Conservatives' solution is to lower taxes. As my colleague from Saint-Hyacinthe—Bagot said, the oil companies are going to lie low for a few weeks, like they did in Alberta. Then, once the public relations crisis is over, they will raise prices. They know full well that people are not going to run out and buy electric vehicles tomorrow morning, and that they will have to keep filling up their tanks. The Conservative motion will not help farmers in the member for Beauce's riding, I can promise him that. What should we do instead? First, we need to increase seniors' purchasing power. Where in the motion is the increase to the federal pension for seniors? Nowhere. There needs to be a program to support the people who are most affected, such as farmers, who cannot buy a Tesla combine. Where is the targeted program for them? Nowhere. There needs to be a program to help taxi drivers, including Uber drivers. Where is that program in the Conservative motion? Nowhere. We need to address the labour shortage. There was nothing in the budget tabled by the Liberals, who are no better. Where in the Conservative motion are the solutions to the labour shortage? Nowhere. We are talking about real people who are being affected by these higher prices. Where is the proposal for increasing the GST rebate and issuing cheques more frequently every month? It is nowhere to be found, either from the government or from the Conservatives. We asked that fertilizers that had been ordered and paid for before the crisis in Ukraine started be cleared for delivery. That is not in the motion, although we do support the part about the tariffs on fertilizer. It just goes to show that there is always a little light in the darkness. Where is the Conservatives' proposal for fixing social housing? We need 60,000 units in Montreal just to start getting back on track. Where is the Conservatives' proposal for sending that money to Quebec, since the Liberals think sending money to Quebec is even harder than building housing? Nowhere. Where is the money for real housing, for real families who are on a real budget, with real children who go to real schools? Rather than helping people, the Conservatives are fixating on the governor of the central bank. Where is the tax credit for experienced workers in our supply chains? It is nowhere to be found in the Conservative motion. Where is the Conservatives' proposal for handing over control of the temporary foreign worker program to Quebec so that farmers in Oka, Mirabel or Sainte‑Anne‑des‑Plaines get the people they need, so that the process is efficient and there is no need to conduct the same labour market impact assessment twice? Nowhere. Where is their aerospace policy that will help us become more efficient at research and development, seeing as Canada is the only country with such a large industry and no aerospace policy? Nowhere. The Liberals will tell us that they gave $800 million to Bell Textron. We know that, and we are happy about it. However, Canada still has no policy. This Conservative motion is devoid of substance. As for the Liberals, they will do what they always do, which is stand up and tell us that they have increased family benefits indexed to inflation. However, indexation is always one year behind, and people are living with 6% to 7% inflation right now. There are solutions out there, and we have proposed some, but they are nowhere to be found in this motion.

Madam Speaker, Alberta has one of the most inefficient tax systems in the country because it has a fuel tax but no value-added tax. On March 31, Alberta decided to pause collection of the fuel tax. We see that this idea is gaining momentum here among our Conservative friends. I would like to know what my colleague thinks of the Conservatives' idea to stop imposing the GST on fuel, even if temporarily. If he is against the idea, I would like him to tell us what could be done to fight climate change with the GST tax revenue collected by the federal government.

Madam Speaker, it is rare to see the member for Winnipeg North so out of sorts. He was so out of sorts that he had to read notes, because his government has forced him to say that the oil subsidies are investments in the environment. In committee, the oil companies told us that they needed public funding because they do not have the means to pay for their own investments. Does the member for Winnipeg North agree with the oil companies' assertion that they are too poor to make their own investments and they need money? In my opinion, that money should be invested in health and in seniors.

Madam Speaker, I did not read the motion because there was no French version available during the reading and I was unable to consult it. I see that my colleague is very sensitive to the matter of subsidies and that he spends a lot of time asking how they are calculated. He is wondering whether it is 14:1. One day, I would like him to tell me which he would prefer: 13:1, 12:1 or 11:1. How long will he continue to be an oil Mao Zedong and a communist when it comes to subsidizing the oil industry?

Madam Speaker, my grandfather had a fantastic saying: “Be careful not to squeeze the toothpaste out of the tube, because it is awfully hard to get it back in.” Once again, the hon. member for Winnipeg North is telling us that the future of the oil sector is growth and the extensive use of carbon capture. In his head, that is the solution. He is squeezing the tube of toothpaste so hard that there is toothpaste all over the walls and trying to make us believe he can get it back in the tube. I am happy not to be the one who has to clean his mirror.

Madam Speaker, climate change is real. It is a documented scientific fact. It is a measurable reality from which none of us will be safe if it gets any worse. That is why every person, member of Parliament, Canadian and citizen of the world must take action. That is why the Conservatives must acknowledge it. Once they have recognized it, they will have to act accordingly.

Madam Speaker, I thought it was a nice day today when I got up, obviously because you are presiding over our proceedings. It was also because, when I looked at the NDP’s motion, I was pleased to see that it contained the Bloc Québécois’s platform. Therefore, this will not be complicated, we will be able to support the motion and everything will go smoothly. In fact, I am certain that the Conservatives and the Liberals will also support it. However, as we all know, this is not regular practice. The NDP, which has formed a coalition with the government, will probably vote in favour of a budget that is chock full of subsidies for the oil companies. It is a very important vote. It goes without saying that the motions moved on opposition days are important. The Bloc Québécois takes this seriously, but we know what the government does with our motions. For the government, Parliament appears to be optional. When we move motions about our nation, the French language, and so on, the government listens with one ear and then does whatever it wants. The real vote will therefore not necessarily be about today’s motion, but about the budget, which we know the NDP is going to support. If I were in their shoes, my beard would be much longer, because I would not be able to look at myself in the mirror in the morning to shave, a little like the member for Jonquière or the Minister of Environment and Climate Change. It goes even further than that. The motion asks that the government exclude oil and gas companies from the tax credit included in the budget that the NDP is voting for. As my colleague from Jonquière mentioned, Quebeckers and Canadians are being shortchanged by the budget, because they are paying twice. First, they are paying the price of gas at the pump, and we know that the oil industry is currently benefitting from geopolitical circumstances. Second, they are paying for the subsidies. Let us talk about our Conservative friends. I like them a lot when they say that they want a small government, that we need less government, more freedom, and so on. However, when it comes to the oil sector, we are dealing with oil Stalins and oil Mao Zedongs. All of a sudden, these people sitting here start telling us that government is important and that it should have a big role. Lenin, here, in Canada, is being asked to set aside $2.4 billion in subsidies for carbon sequestration this year, next year, the year after that, and for five years, along with another $1 billion or so for the five years after that. When all is said and done, we will have gone past the 2030 greenhouse gas emission reduction target, but that does not bother the Conservatives. It goes even further than that. For example, the hon. member for Sherwood Park—Fort Saskatchewan rose in the House to say, without a hint of embarrassment—which should not surprise us—that these are not even subsidies. We then had to rise to explain to him that, when an oil company invests $1 in the technology and the government reimburses 30¢, so that the oil company is paying only 70¢, that is pretty much a subsidy. The Conservatives are so embarrassed to admit it. These oil communists are so ashamed that they want to redefine the words in the dictionary and rewrite the economics textbooks. However, these are typical examples of subsidies. The last I heard, the Liberal government will be granting Trans Mountain a loan guarantee of over $10 billion. The Conservatives and the Liberals believe what they are saying. They are telling us that this assistance is not funded by taxpayer dollars because there is no public money involved. I am telling the Liberals and the Conservatives to forget the Fraser Institute and check Cambridge University’s catalogue. It contains a landmark book on megaprojects entitled Megaprojects and Risk, a scientific tome that very clearly explains that government guarantees for megaprojects are subsidies. The reason for this is that, when these companies ask for money at the bank, the bank does not risk getting involved in the project on the pretext that it is so flawed that it will cost too much, and the bank will then have to charge a prohibitive interest rate because there are too many risks involved. That is why the companies ask the government to guarantee their project. One of the main criteria for determining whether a project is flawed and too risky is cost overrun. Consider a project that is supposed to cost $4 or $5 billion, but that needs $12 billion a little later and ends up costing $22 billion in 2022, or even more later on. It has happened many times that projects guaranteed by the Crown ended up being paid for by taxpayers. That is Economics 101. Let us talk about inefficient subsidies. Since the Harper era, we have been told that inefficient subsidies will be eliminated, but we still do not know what inefficient subsidies are. I think the government looked at the problem, decided that all subsidies were inefficient and thought about what to do. It opted to not define the term “inefficient subsidy” for the Auditor General so that it could hide behind it. The government did not define it for the opposition or for the Parliamentary Budget Officer to buy time. For the first time this year, they are reducing inefficient subsidies. As everyone knows, they are reducing them by $9 million. As a percentage, $9 million is 0% of the budget. The government is going to pay out $2.4 billion, but it is reducing funding by $9 million. It is obvious that they are not taking this seriously. The Liberals tell us that they want to reduce all subsidies, but they are announcing new ones. They forgot to mention that they have been in power since 2015 and have done nothing. All of the subsidies are still there. We are faced with a government that does nothing, and we are faced with a band of oil Stalins who are happy that the government is continuing to invest. That is exactly what is happening. It is bad news on top of bad news. The oil companies come to committee and we ask them why they do not pay for their own carbon sequestration technology if it is so good. The oil companies say they have no money, they cannot afford it, they cannot do it. They tell us this straight-faced. The oil companies have good lobbyists. They must be highly trained because they do not even crack a smile. We have seen it and my colleague mentioned it, as well: quarterly profits of $3 billion for Suncor, $1.17 billion for Imperial and $1.1 billion for TC Energy. Where can I apply to get problems like that? There are seniors in my riding. The governments of Quebec and the provinces are waiting for transfers. Everyone would be happy with problems like that. Where can I apply? I would like that. My constituents would like that. The Liberals keep saying that they are investing in the transition, but we should look at their record. We should keep in mind that they were a majority government in 2015. They had four years to do something. Since they have been in power, there has been $4.5 billion for Trans Mountain and $2.6 billion for the Trans Mountain expansion, and, as I said, the spending is expected to reach $22 billion by the end of the year. Incentives for investment in the oil sector in 2018 amounted to $2.7 billion. Meanwhile, as I keep reminding the House, there is no money for health. They allocated $750 million to the emissions reduction fund, but that is not what they are hiding. Since they came to power, the Liberals have done worse than Stephen Harper. The financial support granted to the oil industry by Export Development Canada has reached $51.7 billion, an amount so large that it is hard to imagine. That amount is greater than the entire economy of El Salvador or Gabon, which is also an oil country. That amount is greater than the economy of Honduras this year and that of Macau. It is greater than the economy of Madagascar. The money given to oil companies is equivalent to countries' GDPs. It is equivalent to Lebanon's GDP last year. That is what the Liberals are, the great defenders of the transition. The motion contains nothing for our people. There is nothing for those who need support in the very short term. There is nothing for seniors. There is nothing for farmers. There is nothing for our businesses. On one side of the House, people are talking about the GST. Members opposite vote one way while saying the opposite. There is nothing for our people. I am pleased that we are studying this motion. I will be voting in favour of it because I agree with the substance, but I believe that we should take this opportunity to reflect on what is written, what we are voting for and also what we will be voting for when the time comes to vote on the budget.

Madam Speaker, I would like to thank my colleague and friend from Saanich—Gulf Islands for sharing her valuable time with me. If I had to describe the thin little budget that was tabled three weeks ago, the phrase that would come to mind would be “missed opportunity”. I am not just talking about one missed opportunity, I am talking about a slew of missed opportunities. First, the pandemic should have alerted the government to the plight of seniors, to the fact that they are on fixed incomes and their purchasing power has been greatly eroded. I was hoping that the Liberals would understand, given that before the election, they had said it was urgent to send a $500 cheque to seniors aged 75 and over, to win their vote. Indeed, the plight of seniors was appalling back then, when it was time to win votes. All of a sudden, we are presented with a budget that not only contains nothing for seniors, but includes a small graph that basically tells them to stop complaining and whining, that their lives are fine, that they need to stop asking for money, and that the government is tired of them, literally. The budget should have been an opportunity for the Liberal government to show that it understands that there are major funding problems in the health care system. We are not making this up. For weeks now, the Minister of Health has been going around bragging about how, during the pandemic, he was forced to rush tens of billions of dollars to the provinces. The provinces—underfunded since the 1990s, thanks to the Liberals—started offloading, rescheduled surgeries and ran out of space, almost to the point of leaving people to die in the streets. Instead of increasing health transfers and recognizing that reality, the minister says we should consider ourselves lucky that he bailed us out during the pandemic and would be wise to settle for what he has to offer, which is nothing. We have a Minister of Environment and Climate Change who should have realized that, if he continues to allow increased oil production, it will have a negative impact on the future of the energy transition. This same minister boasted on social media last week about how Canada had lowered its emissions in 2020, in the middle of a pandemic, when cars were off the roads and planes were grounded. The government is congratulating itself instead of acknowledging the sacrifices that will have to be made in the future to make this transition. The Minister of Environment is happy about the pandemic, the Minister of Health is happy about the pandemic and the Minister of Seniors is happy about the pandemic. This budget is jam-packed with oil subsidies. When I checked the news and turned on my computer to see reactions the day after the budget was presented, I figured I could judge how good the budget was based on who liked it. The first reaction I saw was from the oil and gas industry, which was very happy with the budget. It obviously did not get everything it wanted, since the Liberals had to leave a little for Jean Charest and the member for Carleton, but oil companies still did well. Legal and environmental associations, as well as the mayor of Montreal, whom the environment minister likes to quote, came to say that this is a bad budget. The organization West Coast Environmental Law told us that carbon capture is an experimental technology that could increase water and energy use, as well as our GHG emissions. The budget includes subsidies for exactly this purpose, even though we have been calling on the federal government for years to abolish subsidies to oil companies. We are not talking about small amounts here, but about huge subsidies. For the next five years, $2.5 billion will go directly into the pockets of the oil companies each and every year. That means $12.5 billion in total over that period, but we have to remember that the government has no money for health care. For the next four years, $1.5 billion per year will go directly into the pockets of oil companies, for a total of $18.5 billion over nine years. The government says that it is also making an effort and that it has done away with “inefficient” subsidies to oil companies. We have been waiting for many years for a definition of what an inefficient subsidy is. It is important to note here that the subsidy that the government has abolished is worth $9 million out of a total of $18.5 billion. Rounding up the figures, the difference between the two is therefore $18.5 billion more to the oil companies, no more and no less. To get us to buy into that, they trot out their classic excuse, which is that, in western Canada and Newfoundland, people work hard to earn a decent living in the oil and gas sector. They call it the energy sector, which sounds better. They talk about these people who earn a decent living, families with mortgages. That is true. There are people who are stuck in this situation, who work in that industry and did not ask to be stuck in it. The problem is that, as we produce more and more oil, we get more and more families in trouble because they depend on that industry. The more trouble they are in, the more complicated it will be to scale back the industry in the future. From 1990 to 2010, Canadian oil production rose by 69%. From 2010 to 2015, it rose by another 31%. From 2015 to 2019—and this was under a Liberal government, our eco-friends across the way, Conservatives garbed in green—there was another 22% increase. Their recent announcement of an extra 300,000 barrels per day to save the world is another 13%. That is a 209% increase since 1990, the Kyoto protocol base year. The reason the Liberals use 2005 as their base year is to hide that. Let us get back to the fact that the government is getting families in trouble and making the transition harder as a result. We have the numbers. From 1995 to 2012, as a barrel of oil went from $33 to almost $130, the number of people working in Canada's oil and gas industry and depending on it grew from 99,000 to 218,000. We prefer a constructive approach. We believe there has to be a transition. It has to be done fast, but it has to be done right. We have not asked to shut everything down. We think production needs to be capped and there should be a gradual transition. We also think there should be green finance initiatives. This plan has nothing but generic sentences such as, “the Sustainable Finance Action Council will develop and report on strategies for aligning private sector capital”. It is all hot air. The federal government's plan is nothing but hot air. It has no transition plan. That makes it hard to vote in favour of this budget. There are solid proposals, like the train, the high-speed train that we have been wanting in the Quebec-Windsor corridor for years. The Minister of Environment and Climate Change has been bragging for years in interviews about not having a car and about how he likes the train. What we want is a high-speed train, a turtle that comes by twice as often. In the budget, there is $400 million over two years. A person might think there may be a train. However, when we ask officials what the $400 million is for, they tell us it is to find partners. Partnership is expensive. However, when it comes to the issue of western oil, then there is enough cash. That works. When it comes to infrastructure, it is even worse. The government wants to again start using the Canada Infrastructure Bank to save the world. This bank was created by the Prime Minister in 2015 during the economic downturn. The bank took so long to get off the ground that when it did start operating the economy was in full flight. Today, the government wants to drag its feet a second time with the transition. That is why this budget is against seniors, against our health care systems and against the transition. However, it is not too late to change it. We have a Prime Minister who travels across Canada, from coast to coast to coast, who lectures us, who tells us that we need to purify our hearts. He tells us that we must change, and that we are to be better. However, this budget contains irrefutable evidence that we have a tired government and a Prime Minister who does not intend to be better.

Madam Speaker, with your permission, I would like to share my time with the hon. member for Terrebonne. I want to begin by stressing the importance of pre-budget consultations and their particular significance this year. We are emerging from two years of a pandemic. It has been extremely difficult. Our businesses, taxpayers, workers and families have been through trying times, something quite out of the ordinary. Given those circumstances, it is more important than ever to consult our constituents, our organizations, the business community, so that we are drawing ideas from the grassroots level. I am an optimist, and I cannot wait to see the budget this Thursday. However, we are already starting to get the feeling today that things are not going well and that there is a chance we will be disappointed. Let us start with health. We know that the pandemic was very hard on the health sector. There has been a lot of focus on COVID-19 patients, COVID-19-related deaths, and long-haulers. We are there for them. It is still very hard for many people, but we cannot forget the triaging, the surgeries that had to be delayed and the families who have had to go through extremely difficult times. We have seen this in other countries. Switzerland comes to mind, for example. Certain other countries have more resilient health care systems. They were more resilient because they have been reformed. They have been reformed because funding was available and more hospital beds were available. This enabled them to do better in the pandemic and to reduce the economic costs associated with all the lockdown measures. What we need now in order to deal with future crises, to clear the backlog of surgeries, to clear all the backlogs, are health transfers with no strings attached, transfers that cover 35% of system costs. Indeed, our health care systems need to be reformed. The Quebec health minister has already presented a major reform plan, but it needs to be funded. As we know, the money is here in Ottawa. We had a long list of health care stakeholders in Quebec today. Everyone was there, including general practitioners, specialists, unions. These people are calling for health transfers with no strings attached in order to ensure predictable funding so that we can plan reforms. These are the people who work on the ground, in hospitals. These are the people who take care of others. I imagine that the budget is pretty much ready to go, that copies are being printed and bound in pretty plastic covers. When we asked the Minister of Health the question, he said that, yes, the government would be giving small amounts. I am sure the member for Winnipeg North will talk about that later. The government is handing out money, but these are ad hoc microtransfers, bits of money here and there. Then the Minister of Health expects us to thank him for that. In the meantime, he is refusing to meet with people in Quebec who take care of the sick day after day. This is one of our demands, something we need to support the budget. We are proud of that because it is what Quebeckers and others want. The federal government is the one with the money and it has to recommit. We are also asking for the Canada social transfer to be brought back to its 1993‑94 levels. The Conservatives are on their soapbox again. Last time it was about their love for Paul Martin. Today it is Paul Martin, Jean Chrétien and John Manley. They like all the Liberals who made cuts. As I have said before, starting in 1995, they merged the health and social transfers and then made repeated cuts to them. We are still not back to the same level of funding as we had before. The Canada social transfer is used for post‑secondary education, social assistance, early childhood education, and educational services. It is astounding to hear the Liberals brag about interfering in provincial jurisdictions when it comes to child care when, for years, they have not made up for any lost ground with the Canada social transfer. That should be done. It is necessary. The provincial governments are the ones providing the services. When the federal government tries, it rarely goes well. We are seeing that right now with Citizenship and Immigration. I attended and participated in the budget consultations at the Standing Committee on Finance. Before the marriage between the NDP and the Liberals was even consummated, people were already asking questions. The recommendations were presented, and we told them that they fell under provincial jurisdiction. However, they do not understand what these jurisdictions are. Last week, the member for Fredericton told me that she understands why the Bloc wants the government to stay out of provincial jurisdictions but that mental health is such an important issue that the government should intervene. I have no doubt that they are sincere, but sincerity and incompetence do not get us anywhere. What matters is money, and it needs to be given to those on the ground. Let us talk about the cost of living. As an economist, I know that the supply chain and the issues we have had are partly to blame for the inflationary pressures we are experiencing. The Conservatives are living in their own little world, where the Earth is flat and there is nothing outside our borders. I know that all these supply problems are a big source of the inflationary pressure, but there is another factor at play. Inflation has been at 2%, or between 1% and 3%, for decades, so families, businesses, governments and anyone who needs to procure goods have planned their finances around a predictable inflation rate of 2%. Everyone was taken by surprise. The most vulnerable members of society are among those who were taken by surprise. Some families are struggling to make ends meet. They are being told that this is temporary, that it will not last long. They are being told that they only have to go hungry for two years, then inflation will go back to 2%. The Bloc Québécois believes that these people need to be supported. This must be done through an increase in the GST credit when inflation is above 3%. Indeed, there is a monetary policy commitment that inflation would not exceed 3%. The frequency of cheques could also be increased. It is important to help these people, because they are struggling financially right now. Let us talk green finance. We want to see that in the budget. During question period today, the environment minister once again boasted about eliminating fossil fuel subsidies. To hear him tell it, one would think the Liberals had been in power for six months, but they have been in power since 2015. The subsidies are still there, and the government is still dumping taxpayer dollars into fossil fuels. That kind of short-term thinking is what gets the world in trouble. That kind of short-term thinking means that, when gas is $2 a litre, we will be even more dependent on it. That is what we need to work on. Our financial institutions must disclose climate risk. That is under federal jurisdiction, but the one time they do have jurisdiction over something, they do not use it. We also need to change the the Canada Pension Plan Investment Board's mandate. It is clear from what the Caisse de dépôt et placement du Québec is doing and from all the financial innovations at Desjardins that people want green investments. We have to put money toward the transition. The CPP Investment Board has come up with its own strategy. It wants to invest in carbon capture. Carbon capture does not exist, though. It is a last-ditch strategy that may one day enable us to knock out the last few units, the last few metric tonnes of emissions, but they are up to their eyeballs in oil. Let us talk about access to water. Are the Liberals proud of their legacy? The Chrétien government promised our first nations access to drinking water, Paul Martin made a commitment to that effect, and the current government keeps talking about it, but it has not happened yet, even though drinking water is essential. I will talk about farming because it is very important to my riding, Mirabel. Earlier during question period, the Minister of Agriculture told us that our farmers know how much they will be getting in compensation. Their market was stolen from them with CUSMA, but they will not be getting their money until next year. I feel like going up to every government MP and telling them that their salary is x amount, but I will not pay it until next year, so good luck with the mortgage. Those payments need to be moved up. Farmers are important. They are the ones who feed us. Farmers, especially those who are supply managed, are having a very tough time right now because of input costs. I will close by saying that expectations are high and I am very worried about the signs I am seeing.

Madam Speaker, as I listen to my Conservative colleagues, something is bugging me. They are saying that their constituents like low gas prices, but the oil companies like high gas prices, because the cost structure of these companies means that they are only profitable when the price of oil goes up. Could my colleague please clarify the following: Do Albertans like expensive oil or cheap oil?
