Mr. Speaker, I would like to remind my hon. colleague that federal carbon pricing does not apply in Quebec because the Quebec government has had a cap-and-trade system in place for over a decade. If he wants to speak with Premier François Legault, I would be happy to give him his contact information. This is not federal pricing
Let us talk about what the Conservatives are doing. Last month, they voted against the climate action fund to support sustainable agriculture, against the dairy innovation and investment fund and against funding to help supply-managed dairy, poultry and egg farmers. That is what the Conservatives have done.

Mr. Speaker, I would like to correct my colleague. What he said is inaccurate. Carbon pricing works, and the commissioner of the environment and sustainable development confirmed it this morning at the Standing Committee on Environment and Sustainable Development. I invite my colleague to take a look at the transcript of that meeting. Not only does carbon pricing work, it is responsible for 30% of emissions reductions. That is the equivalent of taking 11 million vehicles off our roads.
Our plan is working. We are on track to meet our targets. There is still work to be done, but it is certainly not the Conservative Party that will get us there.

Mr. Speaker, I would invite my colleague to actually watch the proceedings from the environment committee this morning where the commissioner of the environment and sustainable development said that not only was carbon pricing working, but it was responsible for 30% of the emissions we have seen in Canada since we took office.
Nothing would have happened under the Conservative Party. It has no plan to fight climate change. It has no plan to develop the economy. It has no plan for renewable energy, for clean electricity, for electrification of transportation. That is why Canada is lagging so far behind other countries. We are playing catch-up, but thanks to all our efforts, we are getting there, no thanks to the Conservative Party.

Mr. Speaker, I find it quite ironic that the member campaigned for the leadership of his party on a carbon taxing platform. Now, all of a sudden, it does not work and he does not believe in it.
This morning, the Commissioner of the Environment and Sustainable Development was at the environment committee. He said that pollution pricing not only is working, but it is also responsible for up to 30% of emissions reduced in Canada since 2019.
The Conservatives do not want to talk about climate change, because they do not want to talk about the fact that they are buddying up with their friends in the big oil companies. God forbid that we would do anything to affect their profits.
We want to fight climate change, and we want to help Canadians in the process.

Mr. Speaker, I am quite pleased to reply to my hon. colleague, through you, that I am proud to be part of a government that not only believes in climate change, but that has been fighting to put measures in place for eight years. It is working. We have gone from a more than 12% increase in greenhouse gases to 8% below 2005 levels. I am certainly not thanking the Conservative Party, because it did not do anything for 10 years.
Our plan is working. We are 85% of the way to meeting our 2030 targets. I agree with the commissioner of the environment and sustainable development that there is still work to be done. That is why Canadians must continue to support us so that we can make progress in the fight against climate change and not let the Conservatives take us back to the Stone Age.

Mr. Speaker, what the Leader of the Opposition is saying in the House is factually incorrect.
The facts are as follows: We have had the best performance in greenhouse gas reductions since 2019. We have a plan that has been applauded by environmental organizations, research organizations and municipalities. Even the oil companies have applauded our climate plan.

Mr. Speaker, if my hon. colleague bothered to actually listen to the commissioner of the environment and sustainable development's press conference he would have heard him say—and these are his words—that the plan we presented last year is the best plan to fight climate change in the history of this country. I did not say that, the commissioner of the environment and sustainable development did.
Can we do more to fight climate change? Of course. Would I be pleased to work with him, with the Bloc Québécois and with the Green Party so that Canada can move faster and go further in the fight against climate change, in spite of the Conservative Party of Canada? Absolutely.

The International Institute for Sustainable Development said, “Canada commits a historic investment in clean electricity and fresh water in Budget 2023.”
The Insurance Bureau of Canada said, “Canada's National Adaptation Strategy is brave and ambitious. No other country has proposed such a comprehensive suite of adaptation targets.”

Mr. Speaker, I would like to thank my hon. colleague for all his work as chair of the Standing Committee on Environment and Sustainable Development, as well as all the members of the committee.
I would also like to thank the Senate, since Bill S‑5 was passed last night. For the first time ever in Canadian law, we have enshrined in law the right to a healthy environment for all Canadians. This is a first for our country.
We will be working hard over the coming months to determine how this right will be implemented in Canadian law.

Mr. Speaker, I thank my colleague for his question and for all his work on the Standing Committee on Environment and Sustainable Development.
In the latest budget, we invested $750 million to protect fresh water across the country. We have delivered on our promise to create an independent water agency, which will be located in Winnipeg. By protecting water, we are protecting the health of Canadians, our economy and our country's future.
There is more to do, but we have already done a lot.

Mr. Speaker, I could name a long list of independent organizations that have publicly attested that our plan is working and that greenhouse gas emissions have begun to decline.
I could mention Climate Action Network, the International Institute for Sustainable Development, Equiterre, Ecojustice and Environmental Defence, all of which have publicly stated that our climate change plan is beginning to work.
I will be the first to admit that we still have a lot of work to do. However, it is working.
The last thing we need is the Conservatives taking us back 20 years in the fight against climate change or when it comes to investments in clean technology.

Mr. Speaker, I thank my colleague for the question. I also thank the Commissioner of the Environment for his work.
I have been following the work of the Commissioner of the Environment and Sustainable Development for more than two decades. This work is certainly very important to our government and should be important to all governments since it helps us to do better.
We want our climate change plan to be one of the best in the world and we want our strategy, including our hydrogen strategy, to be one of the best in the world. We will work on doing exactly that.

Mr. Speaker, I thank the member for Pontiac for the question.
Our plan allocates $9.2 billion in additional investments. The plan also includes an ambitious and achievable sector-by-sector approach for Canada to reach its climate target by 2030. The plan has been in development for months and reflects submissions from more than 30,000 Canadians.
I want everyone to know that we have received a lot of support for this plan from various sectors across the country. The mayor of Quebec City, the mayor of Montreal, and a number of environmental groups and businesses have commended this plan.
Our government is there to respond ambitiously to the climate crisis, to stimulate a clean economy, and to create sustainable jobs. We are there for Canadians.
