Madam Speaker, first of all, if the Conservatives had even the slightest bit of intellectual integrity, then they would admit to Canadians that 97% of the fuels used on farms in backstop provinces are not taxed by the federal government.
Second, do members know what I have been doing over the past few weeks? I have been meeting with farmers from Quebec, Nova Scotia and Alberta and with cattle and grain farmers. They are not talking to me about the carbon tax. They are talking to me about how the impacts of climate change are costing the agricultural industry hundreds of millions of dollars across the country.

Mr. Speaker, again, it is a bit rich to hear Conservatives talk about support for farmers when they voted against support for farmers just last week.
As we support farmers in the transition so that they can reduce their dependency on fossil fuels, they can become more competitive in Canada and around the world. What are the Conservatives doing? They are voting against it. They say they are in favour of farmers but, unfortunately, their record speaks the opposite.

Mr. Speaker, in addition to everything I said earlier, I would like to remind my hon. colleague that we have a plan to fight climate change that has been praised by Equiterre, Greenpeace, Environmental Defence and the David Suzuki Foundation, and we are the only country in the G20 that has ended fossil fuel subsidies, two years ahead of schedule no less. We are the only country in the G20 that is committed to ending its public support of fossil fuels. As I said, we are going to present our framework for capping greenhouse gas emissions in the oil and gas sector by the end of the year.

Mr. Speaker, I would like to correct the information we just heard in the House.
Canada is the first G20 country to have eliminated fossil fuel subsidies two years ahead of the 2025 schedule. We did that this year and we will go even further since we are also eliminating public support for fossil fuels. No other G20 country has done that. We are the first.

Mr. Speaker, it is true that keeping up with everything we are doing to fight climate change is difficult. I can understand that the member opposite would be a bit confused. I am going to help him out.
The clean fuel standard applies across Canada. It applies elsewhere and it still applies today in the Atlantic provinces, Quebec, Alberta and even British Columbia. It is completely different from carbon pricing and it is already generating major investments. Hundreds of jobs have been created, especially among farmers, who are going to supply the canola for creating alternative fuels.
If the Conservatives take power, all that vanishes.

Mr. Speaker, I would like to remind the Leader of the Opposition that, in its platform for the 2021 election campaign, his party proposed implementing a clean fuels standard.
The difference between the Conservative Party and us is that they just talk about these issues while we act. Thanks to this standard, billions of dollars are being invested in Alberta, Saskatchewan, Quebec, Newfoundland to help Canadians reduce their ecological footprint when they use their cars.

I have some really good news for her. Canada is the first G20 country to eliminate fossil fuel subsidies. We did so this year, two years ahead of the 2025 deadline, and we plan to do even more. We will eliminate public funding for fossil fuels. Canada is the only G20 country to have made this commitment. Canada is fighting climate change, and it is working. In fact, we have the best record of any G7 country for reducing greenhouse gas emissions in 2019 and 2021.

Mr. Speaker, two years ago, Atlantic premiers asked us to delay by two years the implementation of our clean fuel regulations, which was something the Conservative Party campaigned on during the last campaign. We did exactly that. We listened to the Atlantic premiers. We delayed the implementation of that important piece of regulation to ensure that Canadians would have access to cleaner fuels all across the country. It is already generating billions of dollars of investment throughout the country.

Mr. Speaker, I would like to remind the hon. member that the Conservative Party of Canada campaigned on a platform to implement a clean fuel standard, except that party is all words while we are all action. We have worked with companies across the country to ensure we can have lower carbon-emitting fuels in Canada. We are creating investments across the country in Alberta, Saskatchewan, Quebec and Newfoundland of more than $2 billion in the last year alone in clean fuel.
We will continue ensuring that we can create good jobs, have a good economy and tackle climate change.

Mr. Speaker, I thank the leader of the Bloc Québécois for his question. We agree with him. We must do more to fight climate change. There is a clear link between the forest fire season we are currently experiencing in Canada and the use of fossil fuels.
We must reduce our greenhouse gas emissions. That is why we will be supporting the motion moved by the Bloc Québécois today in the House of Commons.

As I said in my speech, in the economy of the 21st century, there is an international race to attract companies and investors in the green economy. Ten years ago, there was 10 times more investment in fossil fuels worldwide than there was in renewable energy.
In 2022, it is the opposite. Smart money is moving toward clean technologies, renewable energy and electrification, like the projects he mentioned. We are transforming Canada's auto sector. The investments we are seeing in electrifying our auto sector are the most important investments in the history of Canada's auto sector.
Unfortunately, the Conservatives are opposing every single investment we are trying to make to help Canada have its share of this international race for a greener and cleaner economy.

Mr. Speaker, allow me to read from the Conservative platform in the last election.
On page 79, in the section called “Low Carbon Fuel Standard”, it states, “We’ll finalize and improve the Clean Fuel Regulations to reduce carbon emissions from every litre of gasoline (and other liquid fuels) we burn, turning them into a true Low Carbon Fuel Standard.”
The difference between the Conservative Party and us is that they are all talk and we are all about action.

Mr. Speaker, the short answer for my colleague is no. We will admit no such thing since that is not the case.
I would like to quote the David Suzuki Foundation, which said yesterday that investments in renewable electricity in budget 2023 could position Canada as a global leader in the clean economy.
I could also quote Greenpeace Canada, which talked about “unprecedented federal investments” in greening the grid, which will allow us to end our reliance on fossil fuels.
We agree with the Suzuki Foundation and Greenpeace but not with the Bloc Québécois.

Mr. Speaker, I thank my colleague for her question. As she probably knows, we eliminated international subsidies for fossil fuels at the end of last year. That is billions of dollars that we are now investing in clean technologies. We have also committed to eliminating all fossil fuel subsidies by the first half of 2023, and we will get there.

Mr. Speaker, perhaps the Bloc Québécois should send my hon. colleague next time, since she could have heard me tell journalists from all over the world that we supported Great Britain's proposal to draft a text that effectively eliminates the use of non-sequestered fossil fuels by 2050. Mr. Speaker, in the 1970s, people thought that fighting climate change was the environment minister's responsibility. For our government, it is the responsibility of all ministers and all members on this side of the House.
Everyone must fight climate change, whether it is the Department of Natural Resources, the Department of Transport, the Department of Justice or the Department of the Environment. That is exactly what we are doing, and that is why in Canada we now have twice as much investment in renewable energy and clean technology as we do in fossil fuels.
The more we move forward, the more investment there will be in the renewable energy sector and the less there will be in the fossil fuel sector.

Mr. Speaker, first of all, that is not a claim, but rather a condition for the project to go ahead. This is the first time in this country's history that the Canadian Environmental Assessment Agency has imposed a net-zero condition on a project.
Second, I would invite my colleague to read the International Energy Agency report, which states that in 2050, we will still be using fossil fuel products, not as fuels, but instead as solvents or to build roads, for example. We will no longer be burning that fuel in 2050, but we will be using it for other purposes.

As she is probably well aware, the independent international NGO Energy Policy Tracker has shown, quite independently, that the Canadian government is investing more in clean technology and renewable energy than in fossil fuels. Our recovery plan is the greenest of all G7 countries and the second greenest of all G20 countries.
That said, we have committed to eliminating all fossil fuel subsidies by 2023, two years earlier than all our G20 partners. That is exactly what we are going to do.

Mr. Speaker, I thank my colleague for her question and all her work on environmental issues and climate change over the past few years.
I think she and I agree, along with governments around the world, that we have to reduce our reliance on fossil fuels for environmental reasons, for climate reasons, to create the jobs we need in the near and far future and, of course, to reduce our dependence on countries like Russia.
