Mr. Speaker, I would like to remind my hon. colleague that, over a year ago, the Quebec government and the federal government jointly signed a letter in which we committed to protecting at least 65% of caribou habitat, as requested by the scientific community. This agreement also stipulated that we would consult with indigenous people on this plan.
The Government of Quebec has committed to doing that. We expect the Government of Quebec to keep its word.

Mr. Speaker, I would like to thank my colleague for her question, but also for her active commitment, both to reconciliation with indigenous peoples and to the conservation of our environment and nature.
The guardians program is an international model. Requests have come in from all over the world seeking to know how this program could be replicated elsewhere. Thanks to the investment she and I announced last week, there are now indigenous guardians in 25% of communities across the country. Our goal is to get to 100%. We also announced that, from now on, the guardians program will be self-managed.

Mr. Speaker, I thank my colleague for her question. That is why, when faced with the issue of climate change and the increase in natural disasters, we presented the first national climate change adaptation strategy in partnership with the provinces, territories, municipalities and indigenous peoples.
This climate change adaptation strategy was applauded by institutions such as Impact Assurance, which said that this was one of the best strategies in the world. The Insurance Bureau of Canada said the same thing. We need to be better prepared for the impacts of climate change. Unlike the Conservative Party, which still believes that climate change does not exist, we have a plan to combat and adapt to climate change.

Mr. Speaker, I thank my hon. colleague for his advocacy on this issue. He talked about the forest fire situation in Canada. It is likely going to be the worst year for forest fires.
The federal government is supporting all the provinces and territories, as well as indigenous communities that have requested help from the federal government. I have spoken personally to some indigenous leaders. Parks Canada has been working with some of them, either to evacuate or to support their communities in their forest firefighting exercise.
I am the first one to recognize that we need to do more. The member spoke about fossil fuel subsidies. He knows that when it comes to eliminating international fossil fuel subsidies, we are the best performing country in all of the G7 countries. That is not me saying that; I am not patting myself on the back. The member can look at reports from Oil Change International or at what organizations like Environmental Defence have said.

Mr. Speaker, the only party playing hot potato with this issue is the Bloc Québécois.
I myself acknowledged yesterday in an interview with La Presse that the federal government has a role to play and that it will do just that. Just yesterday, the Minister of Indigenous Services spoke with the community's chief. We are committed to finding a solution.
While the Bloc plays hot potato, we on this side of the House will be working to find a solution.

Mr. Speaker, I thank my colleague for the question. I have had several conversations with him and with the minister responsible for first nations and Inuit relations in Quebec, as well as my colleague, the Minister of Crown-Indigenous Relations, and the Minister of Indigenous Services.
It is a complex problem to which we cannot apply simple or simplistic solutions. Everyone has a role to play. The band council has a role to play. The Government of Quebec, through the Sûreté du Québec, has a role to play. The federal government certainly also has a role to play. We are in talks with the band council and the Government of Quebec to find a lasting solution to this problem.

Mr. Speaker, since we have been made aware of the seepage incident at the Kearl oil sand mine, we have been working to get to the bottom of it, support indigenous communities and collaborate on improving the reporting system of these kinds of incidents.
Last week, I sent letters to indigenous leaders about the new notification and monitoring working group which, in collaboration with them, will improve the notification process in cases of future environmental emergencies.

Mr. Speaker, I would like to remind my hon. colleague that neither indigenous nations nor the federal government were told about the seepage or leak before February. For nine months, the federal government did not know about this. We have since sent out enforcement officers to do monitoring.
Many of my colleagues and I are working with the communities to provide them with what they need. This includes having drinkable water sent to them if they wish as testing of the water in their communities is still ongoing.
We are working on this. We will continue to work on it with the indigenous nations and the Alberta government.

Mr. Speaker, I thank my colleague for caring so much about my image.
What matters to us is setting the record straight. I think my colleague is confusing me, the Minister of the Environment, with the leader of the Bloc Québécois, who allowed drilling on Anticosti Island without an environmental assessment and without any public consultation with the local population or indigenous peoples. That is not how we operate here.

Mr. Speaker, in fact, I stood in this House to announce that we were moving ahead with this very project. I would hope that the member would be happy about that, as we are on this side of the House. We have worked and we will continue to work with indigenous people to build and co-manage national parks in this country.

Mr. Speaker, I want to congratulate my colleague from Cloverdale—Langley City for the important work he did on advancing this very important issue.
The Historic Sites and Monuments Board of Canada plays a central role in our country's official historic designations. Ensuring representation for indigenous peoples on the board is an important step in responding to call to action 79.
Today, I introduced Bill C-23. The strong legislative framework, the first of its kind in Canada, would help ensure that Canada's treasured historic places are protected. The proposed legislation not only strengthens indigenous voices at the table, but also provides flexibility to adapt and reuse historic places as sustainable ways of addressing the climate change crisis.

Mr. Speaker, as my hon. colleague might know, today we launched the consultations on the first-ever national adaptation strategy. It will clearly focus on the most-impacted Canadians, which include, obviously, indigenous communities across the country and certainly racialized communities and the poorest among us. We are at the very beginning of the consultation, but I can assure the member and this chamber that the consideration of indigenous people and the people of the north, Inuit, will be taken into great consideration as we elaborate this national strategy.
