Mr. Speaker, last week, after asking what my former Greenpeace colleagues thought of my work, my hon. colleague changed his mind and asked what Equiterre thinks.
I have here for him a quote from Équiterre about our climate change action plan: “this is the first time that we have such a detailed strategy to reach a target that we have set.” Would my colleague like a quote from the David Suzuki Foundation? “This plan has a better chance of success than any of Canada’s previous climate plans.” Would he like a quote from Greenpeace? “The government’s new plan marks the first time that the oil and gas sector is being asked to significantly reduce emissions”.
We have been looking for positive comments about the Conservatives' plan. I have not found any.

Mr. Speaker, I believe the Leader of the Opposition is getting his words confused in French.
I would like to remind him that, today, at a time when climate change is affecting everyone around the world, in order to be responsible, a party that wants to form the government must have a plan to fight climate change and to help with affordability issues. Unfortunately, the Conservatives do not have a plan to address either of those issues.

Mr. Speaker, I thank my hon. colleague for mentioning climate change, which, unfortunately, on that side of the House, does not happen very often.
To answer his first question, we planted 30 million trees in 2020 and 60 million trees in 2021, which is up from eight million trees in 2019. To get to two billion trees by 2030, we need to get to a cruising speed of planting 300 million trees per year. I agree that we are not there yet.
We can do better with the partnerships he has talked about. Conservation organizations and municipalities are essential. I would be happy to work with the hon. member and any member in the House who is interested in working on this project.

Mr. Speaker, I am told that orange is the new black. I would like to further expand on the examples I wanted to give, like the Tidewater $342-million plant in B.C.; Imperial oil, all privately funded, $720-million plant for cleaner fuels in Alberta; Federated Co-op's $2-billion plant in Saskatchewan; the Braya's plant in Newfoundland, which received an added $300 million of private financing in the last month alone.

Mr. Speaker, dreams do come true. In March 2022, the member for New Brunswick Southwest said, “The backstop will kick in“ and “cheques will begin to roll out to New Brunswick.” Today, Premier Higgs of New Brunswick decided to go with the federal plan on carbon pricing. He said that they needed to make a choice that was in the best interests of New Brunswickers. We agree with Premier Higgs.

Mr. Speaker, I would remind my hon. colleague that our climate action plan provides for a $109‑billion investment in clean energy, in the electrification of transportation and in green electricity generation. That is three times more per capita than what the United States is investing.
There are other measures on top of that. We will reduce emissions of methane, a very powerful greenhouse gas, by 40% to 50%, not by 2030 or 2035, but within the next three years, at no cost to businesses. Our plan to control pollution is a plan that works and that will help Canadians.

Mr. Speaker, what strikes me is that the member does not seem to have read the 2030 emissions reduction plan, because it is a plan to reduce our emissions by 40% to 45%. There is a plan for net zero by 2050, and that plan is coming.
If he had read the 2030 plan, the member opposite would see that we have, for the first time in the history of this country, shown how we get to our 2030 targets per sector. That has been validated by a number of experts, including the ex-leader of the B.C. Green Party, IPCC scientists and a number of other experts across the country.

Mr. Speaker, I would invite my colleague to read the entire Globe and Mail article, and not just the headline, because two experts are quoted who believe that what the oil industry is being asked to do is indeed ambitious. What Canada hopes to do is ambitious.
I would have expected the Bloc Québécois to support an ambitious approach in the fight against climate change.
This plan focuses on the lives of over 30,000 Canadians. It has been applauded by organizations such as the Pembina Institute, the World Wildlife Fund, Environmental Defence, Équiterre and the David Suzuki Foundation.
Our government will ensure that this plan is implemented so that Canada can meet its targets.

Mr. Speaker, I would like to remind my hon. colleague that we have decided to go after pollution. That is exactly what we are doing with our plan. In fact, as oil production increased in 2019, pollution went down, and the New Democrats should be happy about that. Production went up; pollution went down. What else do they want?

Mr. Speaker, the plan we tabled in the House last week was based on several sources of information, including information from the Canada Energy Regulator showing that oil production is projected to increase. Despite this, the plan we tabled does a very good job of demonstrating how we will meet our 2030 targets in all sectors. This plan has been praised by all stakeholders across the country.

I would like to quote what some people had to say when we presented our plan last week. Équiterre's Marc‑André Viau stated, “We welcome the emissions reduction plan because this is the first time that we have such a detailed strategy to reach a target”.
I would like to remind my colleague that our plan is based on, among other things, data from the Canada Energy Regulator, which has forecast an increase in oil production in Canada. Despite everything, our plan sets out, in black and white, how we are going to tackle pollution and achieve our emissions reduction targets by 2030.

As I was saying, on page 90 of the plan, it says that the oil and gas sector could reduce emissions by 80 million tonnes. That is the most ambitious target of any sector. It would be like cutting all of Quebec's greenhouse gas emissions combined.
Our plan is serious, it is solid, and it will enable us to meet our targets.
