Mr. Speaker, since we are talking about Alberta, I wonder if the Conservative Party of Canada and its leader support the freeze that the provincial government has put on 30 billion dollars' worth of investment. Thousands of jobs are at risk in Alberta because of the reckless decision of the premier to freeze renewable energy development, the fastest sector for energy development in this country.
What does the Conservative Party have to say about that? Conservatives say nothing, because they do not care about economic development. They do not care about fighting climate change, and they do not care about helping Canadians.

Mr. Speaker, I would invite my colleague to actually watch the proceedings from the environment committee this morning where the commissioner of the environment and sustainable development said that not only was carbon pricing working, but it was responsible for 30% of the emissions we have seen in Canada since we took office.
Nothing would have happened under the Conservative Party. It has no plan to fight climate change. It has no plan to develop the economy. It has no plan for renewable energy, for clean electricity, for electrification of transportation. That is why Canada is lagging so far behind other countries. We are playing catch-up, but thanks to all our efforts, we are getting there, no thanks to the Conservative Party.

Mr. Speaker, the Canada Energy Regulator estimates that wind power will provide about 30% of Canada's total supply in 2050, compared with under 6% in 2021.
According to a recent study by the Public Policy Forum, “Offshore wind could be for Atlantic Canada what oil was to Texas or hydro power to Quebec.” This is transformational for Atlantic Canada.
I think a lot of Canadians wonder why the Conservative Party is opposing the development of clean, renewable energy for Atlantic Canadians and, in fact, for all Canadians.

Mr. Speaker, I would like to understand how it is common sense to impose a moratorium on renewable energy projects that will create tens of thousands of jobs and generate tens of billions of dollars. That is what the Conservative Party of Canada supports. That is what the Premier of Alberta is doing.
My question for the Conservatives is this. Will they block renewable energy projects in Quebec? Will they block renewable energy projects in Ontario? Will they block renewable energy projects in the Atlantic provinces? That is my question for them.

Mr. Speaker, I think many Canadians are wondering why the Conservative Party of Canada is supporting Alberta Premier Danielle Smith, who has put a moratorium on renewable energy projects in Alberta.
That decision is putting $30 billion at risk, while the Conservatives say they are in favour of clean technologies and the free market. Will they do the same in Quebec? Will the Conservative Party oppose renewable energy development in Quebec, Nova Scotia and Ontario?
I think Canadians want to know.

Madam Speaker, I would like to remind my hon. colleague that his party campaigned on putting in place a price on pollution in Canada in the 2021 election.
I would like to pick up on what my colleague was saying. Why is the Conservative Party opposing the development of clean energy in Canada, like the moratorium that Premier Smith has put in place in Alberta, which is putting at risk $30 billion of investment in renewable energy in the clean technology sector? Thousands of jobs are at risk. Will the Leader of the Opposition stand in this House and explain to us whether he supports clean energy?

Mr. Speaker, I thank my hon. colleague for all his work on these issues.
As I said in my speech, in the economy of the 21st century, there is an international race to attract companies and investors in the green economy. Ten years ago, there was 10 times more investment in fossil fuels worldwide than there was in renewable energy.
In 2022, it is the opposite. Smart money is moving toward clean technologies, renewable energy and electrification, like the projects he mentioned. We are transforming Canada's auto sector. The investments we are seeing in electrifying our auto sector are the most important investments in the history of Canada's auto sector.
Unfortunately, the Conservatives are opposing every single investment we are trying to make to help Canada have its share of this international race for a greener and cleaner economy.

Mr. Speaker, we made a commitment during the last election campaign to have a net-zero grid by 2035. Canada already has a grid that is more than 80% non-emitting, and there are a number of provinces doing amazing things when it comes to renewable energy. Let us talk about Alberta, which in 2016 committed to eliminating coal by 2030. Alberta will have eliminated coal this year.
This is what we are aiming to do across the country.

Mr. Speaker, I would like to remind my colleague that we have a lot of respect for the work of the environment commissioner. Unfortunately, when preparing his five reports, he did not have access to the latest greenhouse gas inventory report, which came out last week after the commissioner's reports. He will no doubt include them next year.
I would also like to remind my colleague that in the recent budget that my colleague, the Minister of Finance, tabled in the House a few weeks ago, we made record investments in clean technologies, in renewable energy, which puts us at the top of the list of G20 countries in terms of investment in this sector.

Mr. Speaker, the short answer for my colleague is no. We will admit no such thing since that is not the case.
I would like to quote the David Suzuki Foundation, which said yesterday that investments in renewable electricity in budget 2023 could position Canada as a global leader in the clean economy.
I could also quote Greenpeace Canada, which talked about “unprecedented federal investments” in greening the grid, which will allow us to end our reliance on fossil fuels.
We agree with the Suzuki Foundation and Greenpeace but not with the Bloc Québécois.

Mr. Speaker, if they will not take it from me, they will not take it from environmentalists and they will not take it from experts, maybe they will take it from the Cement Association of Canada, which said about our climate change plan, “Emissions Reduction Plan provides cement industry with predictability”.
Electricity Canada welcomed the smart renewables and electrification pathways program. The oil sands Pathways Alliance, the five largest oil sands producers in the country, said, “With positive industry and government collaboration, Canada has an incredible opportunity to help provide for global energy security while being a leader in producing clean energy.”
That is what we are doing on this side of the House. We are fighting climate change. We are creating jobs and the economy of the 21st century.

Mr. Speaker, I thank the member for the important work that she is doing on the environment committee on its fossil fuel subsidy study.
The implementation of this commitment was widely received across the country and by many environmental organizations, including Environmental Defence, and they applauded the announcement. By ending new, direct public support for the international unabated fossil fuel energy sector, Canada will ensure its investments abroad are aligned with its domestic and international climate goals, which means more investment in clean energy and renewables.

Mr. Speaker, I find it a bit rich to hear the member opposite talk about foreign oil imports. There were twice as many foreign oil imports under their leadership than there are today. When they say they have the back of energy workers, the question is which energy workers. Is it Saudi Arabian energy workers, Russian energy workers or Canadian energy workers?
Under our leadership, oil imports have gone down by 50%, and investment in renewable energy and clean technologies have doubled since 2015. I do not think we have any lessons to receive from the member opposite on energy.

Mr. Speaker, in the 1970s, people thought that fighting climate change was the environment minister's responsibility. For our government, it is the responsibility of all ministers and all members on this side of the House.
Everyone must fight climate change, whether it is the Department of Natural Resources, the Department of Transport, the Department of Justice or the Department of the Environment. That is exactly what we are doing, and that is why in Canada we now have twice as much investment in renewable energy and clean technology as we do in fossil fuels.
The more we move forward, the more investment there will be in the renewable energy sector and the less there will be in the fossil fuel sector.

Mr. Speaker, it is interesting that those members would talk about energy poverty, because when they were in power, the first thing they did was cut energy efficiency projects for the lowest-income Canadians. Hundreds of people were laid off. That is the first thing they did when they came into power in 2006.
Then what did the Conservatives do? They eliminated subsidies to help Canadians buy electric vehicles. Then what did they do? They limited support for renewable energy projects. If there is energy poverty in the country, it is because the Conservative Party was in power for 10 years.

Mr. Speaker, I would like to remind my colleague that we are putting the pedal to the metal on renewable energy projects, clean tech projects like the one in Newfoundland to produce green hydrogen from offshore wind power. It will be one of the greenest projects on the planet. In fact, that is why the German chancellor spent a week in Canada. Canada is going to be a partner of choice for the green transition, not just in Canada, not just in North America, but around the world.

Mr. Speaker, I would like to thank my colleague for his question and remind him that we have one of the most rigorous environmental assessment processes. It is a process, by the way, that the Conservatives opposed with Bill C-69.
We are also committed to supplying clean, renewable energy to European countries. That is why the German chancellor came to Canada to sign an agreement on hydrogen that will be produced with wind power. This is exactly what we are doing in Canada: supporting Canadians and Canadian businesses and fighting climate change.

Mr. Speaker, I am happy to announce that we are putting in place a program to help tens of thousands of Canadians get off home heating oil. The price of home heating oil is skyrocketing because of the illegal invasion of Ukraine by Russia. We will put a quarter of a billion dollars to help tens of thousands of Canadians go to clean, efficient, renewable energy in Canada to heat their homes and save money.

Mr. Speaker, I thank my hon. colleague for her question.
As she is probably well aware, the independent international NGO Energy Policy Tracker has shown, quite independently, that the Canadian government is investing more in clean technology and renewable energy than in fossil fuels. Our recovery plan is the greenest of all G7 countries and the second greenest of all G20 countries.
That said, we have committed to eliminating all fossil fuel subsidies by 2023, two years earlier than all our G20 partners. That is exactly what we are going to do.
