Mr. Speaker, while Conservatives still debate whether climate change is real, while some of those members say that climate change is actually created by body heat from humans and others say that carbon dioxide is good for the planet, 200,000 farmers in the last decade have said that they have experienced the impacts of climate change, making food costs go up. There is no link between carbon pricing and food prices, but there is a link between climate change impacts and food prices.
What is the Conservative response? It is more climate change.

Mr. Speaker, I find it quite ironic to be lectured by the Conservatives on support to farmers when at the end of last year they voted against the on-farm climate action fund to support sustainable agriculture. They voted against the dairy innovation and investment fund for farmers. They voted against funding in support of dairy, poultry and egg supply management producers.
On this side of the House, we believe in our farmers, we support our farmers and we help them fight climate change.

Mr. Speaker, what the Conservative Party does not seem to realize is that farmers are among the first to be affected by the impacts of climate change.
Look at the droughts in the Prairies. Alberta thinks it may need to ration potable water this summer for all residents and for farms. What is the Conservative Party doing while this is happening? It is saying that climate change is not a problem and that we can just let the planet burn.
Our plan is working. We have already reduced greenhouse gas emissions by the equivalent of more than 30 million tonnes, and it is certainly not thanks to the Conservatives. We will continue to be there to fight climate change and work with our farmers.

Mr. Speaker, the member opposite says that he will vote against. I am going to talk about what the Conservatives voted against.
They voted against the climate action fund to support sustainable agriculture. Last month, they voted against the dairy innovation and investment fund and funding to help supply-managed dairy, poultry and egg producers. That is what they have voted against.
What do they vote for? We are not sure, but it is certainly not for farmers.

Mr. Speaker, unlike the Conservatives, we are here to support the agricultural industry in the energy transition so that it can produce the food that Canadians need while reducing its greenhouse gas emissions.
In our colleague from Louis-Saint-Laurent's riding, farmers received over $5 million to help them reduce their greenhouse gas emissions, and farmers in the riding of Portneuf—Jacques‑Cartier received $1.2 million. We gave farmers across the country $1.5 billion.
What has the Conservative Party done? It voted against all of these measures to support the agricultural industry.

Mr. Speaker, the impacts of climate change on our agricultural sector are incredible, which is why we have put in place measures to help our farmers diminish their greenhouse gas emissions.
Let us talk about how much the farmers in the ridings of our colleagues have received: in the riding of the member for Carleton, $2.4 million; in the riding of the member for Dufferin—Caledon, $3.7 million; in the riding of the member for Haldimand—Norfolk, $22 million.

Mr. Speaker, again, it is a bit rich to hear Conservatives talk about support for farmers when they voted against support for farmers just last week.
As we support farmers in the transition so that they can reduce their dependency on fossil fuels, they can become more competitive in Canada and around the world. What are the Conservatives doing? They are voting against it. They say they are in favour of farmers but, unfortunately, their record speaks the opposite.

Mr. Speaker, what many Canadians are puzzled by is the fact that, in the age of climate change, where the impacts of climate change are costing our farmers hundreds of millions of dollar every year, the Conservatives have nothing to say to them, no plans to support them in the transition that will be necessary in the 21st century, to continue being a provider of food for Canada and the world.
The Conservatives have no plan to help our farmers, no plan to fight climate change and no plan to support the future of our kids and grandkids.

Mr. Speaker, how odd that the Conservative Party never mentions the $1.5 billion we give farmers across the country to help them shrink their carbon footprint. How odd that they never talk about the effects of climate change, which cost farmers hundreds of millions of dollars. Those costs are going up.
Speaking of the Senate, according to media reports, some Conservative senators, at the behest of the Conservative Party, engaged in violence against other senators. Some senators even had to leave their homes following the campaign of violence orchestrated by the Conservative Party of Canada.

Mr. Speaker, I would like to remind my colleague that the Dairy Farmers of Canada have committed to reaching net-zero greenhouse gas emissions by 2050. The Egg Farmers of Canada also announced that they want to reach net-zero greenhouse gas emissions by 2050. The Grain Growers of Canada also committed to reaching net zero by 2050.
Farmers understand how climate change is impacting their sector and that we need to put measures in place to fight it.

Mr. Speaker, I would like to remind my hon. colleague that the poultry association of Canada, the grain growers and the canola growers have all committed to be net zero by 2050. Interestingly enough, every time the member, who I respect, stands in the House to talk about the impacts of climate change, he never talks about the impacts on farmers, and the billions of dollars that droughts, flooding and pests are costing our farmers all across the country from coast to coast. We never hear about that. The Conservatives have no solution to help our farmers fight climate change and help them with affordability.

Madam Speaker, I would like to remind my hon. colleague that federal carbon pricing does not apply in Quebec. For many, many years, Quebec has had its own system, a cap-and-trade system, for greenhouse gas emissions
I would also like to remind him that it is certainly not common sense to ignore the impact climate change is having on our farmers across the country, especially in Quebec. I meet farmers who are experiencing the repercussions of climate change: too much water, not enough water, too much heat, not enough heat, pests. However, the Conservatives have not said a single word about what they are going to do to help our farmers deal with the consequences of climate change.

Mr. Speaker, my colleague spoke about the agricultural industry and the measures that we are putting in place to help that industry, like all industries, reduce their greenhouse gas emissions.
I am looking at a news release from the Canadian Canola Growers Association commending the government for its clean-fuel regulation that will make it possible to invest $2 billion in Canada's canola farmers to help reduce greenhouse gas emissions in the agricultural and transportation industries.
What the Conservatives are doing is saying no to those investments and yes to more climate change.

Mr. Speaker, if the Conservatives are going to oppose the clean fuel regulations, which they supported during the last election campaign, they should explain to Canadian farmers, particularly canola growers in western Canada, why they oppose something that will increase domestic canola demand by over five million metric tonnes and support a strong canola price in our country.
Canadians do not need short-term scare tactics. What they are looking for is long-term affordable solutions to the climate crisis, and that is exactly what we are doing on this side of the House.

Mr. Speaker, we have cleared up the fact that the Conservative Party of Canada had committed to put in place a low-carbon fuel standard during the last election campaign, but let us talk about what the farmers are saying.
The Dairy Farmers of Canada has committed the dairy farms sector to reaching net-zero greenhouse gas emissions by 2050. The Egg Farmers of Canada has announced a commitment to reach net-zero greenhouse gas emissions by 2050. The farming sector knows very well how climate change is impacting them. It seems the only one who does not know about this is the Conservative Party of Canada.

Mr. Speaker, what my hon. colleague just said in the House is simply not true. Federal carbon pricing does not apply in Quebec because Quebec has its own cap-and-trade system, which was implemented before the federal government introduced carbon pricing.
I would also like to remind my colleague and all of the Conservatives across the way that climate change affects farmers across the country just as it affects all Canadians.
