Mr. Speaker, we respect the work of the PBO, who provides independent analysis on the government. Conservatives, unfortunately, are misleading Canadians yet again. Our government has supported, and will continue to support, the Parliamentary Budget Officer to fulfill his role in his office. The report correctly confirmed that eight out of 10 Canadians get more money back in the rebate than they pay in a fuel charge. The Parliamentary Budget Officer has said that carbon pricing is the least disruptive measure to use to fight climate change.
Instead of misleading Canadians, Conservatives should take math classes over the summer and should come up with a real plan for the economy and for climate change.

Mr. Speaker, on the contrary, over the past two years, we have implemented a clean fuel standard, something that the Conservatives promised to do the last time, but they flip-flopped again.
We increased the price on pollution, something that the Conservatives promised to do, but they once again flip-flopped.
We are capping greenhouse gas emissions in the oil and gas sector, and we are the only major oil-producing country in the world to do that.
Our emissions are so low that the last time they were so low in Canada was just after the Canadiens won the Stanley Cup.
We have come a long way since then.

Madam Speaker, first of all, if the Conservatives had even the slightest bit of intellectual integrity, then they would admit to Canadians that 97% of the fuels used on farms in backstop provinces are not taxed by the federal government.
Second, do members know what I have been doing over the past few weeks? I have been meeting with farmers from Quebec, Nova Scotia and Alberta and with cattle and grain farmers. They are not talking to me about the carbon tax. They are talking to me about how the impacts of climate change are costing the agricultural industry hundreds of millions of dollars across the country.

Mr. Speaker, if I were the Conservative Party, when it comes to the promises that have been made for a while now, I would not be throwing stones.
In the 2021 election, the Conservative Party of Canada promised Canadians that it would introduce carbon pricing. The Conservative Party promised that it would establish a clean fuel standard.
What do they actually do? They change their minds as often as they change their clothes. The Conservative Party does not even believe in climate change. It has no plan for the economy, no plan for jobs and no plan for affordability.
On this side of the House, we are going to work to fight climate change, create jobs and help Canadians with affordability.

Mr. Speaker, in fact, we are doing exactly that. We are the first country, the only country, in the G20 to have phased out fossil fuel subsidies, two years ahead of everyone else. We are the only country that has committed to eliminating public financing for fossil fuel subsidies. We have the best performance of all G7 countries in terms of greenhouse gas reduction between 2019 and 2021. We are working to fight climate change. We are working to improve air quality all across the country.

Mr. Speaker, I would like to welcome back my hon. colleague to the House. I agree with her. I think that the profits of these companies must be addressed in the House and that is what our government is doing by putting in place measures like no other country in the world has.
We have put forward the world's most ambitious target to reduce methane emissions, a very powerful greenhouse gas, and reduce them by at least 75% by 2030. We have eliminated fossil fuel subsidies, the only country in the G20 to have done so. We are also in the process of putting a cap on the emissions of the oil and gas sector.

Mr. Speaker, again, it is a bit rich to hear Conservatives talk about support for farmers when they voted against support for farmers just last week.
As we support farmers in the transition so that they can reduce their dependency on fossil fuels, they can become more competitive in Canada and around the world. What are the Conservatives doing? They are voting against it. They say they are in favour of farmers but, unfortunately, their record speaks the opposite.

Mr. Speaker, in addition to everything I said earlier, I would like to remind my hon. colleague that we have a plan to fight climate change that has been praised by Equiterre, Greenpeace, Environmental Defence and the David Suzuki Foundation, and we are the only country in the G20 that has ended fossil fuel subsidies, two years ahead of schedule no less. We are the only country in the G20 that is committed to ending its public support of fossil fuels. As I said, we are going to present our framework for capping greenhouse gas emissions in the oil and gas sector by the end of the year.

Mr. Speaker, I have the honour and dignity to stand behind the promises we made to Canadians in the last election.
We promised to continue putting a price on pollution. That is what we are doing. The Conservative Party made the same promise, but now it is reneging. We promised to institute a clean fuel standard. That is what we did. The Conservative Party made the same promise, but now it is reneging.

Canada is the first G20 country to have eliminated fossil fuel subsidies two years ahead of the 2025 schedule. We did that this year and we will go even further since we are also eliminating public support for fossil fuels. No other G20 country has done that. We are the first.

Mr. Speaker, it is true that keeping up with everything we are doing to fight climate change is difficult. I can understand that the member opposite would be a bit confused. I am going to help him out.
The clean fuel standard applies across Canada. It applies elsewhere and it still applies today in the Atlantic provinces, Quebec, Alberta and even British Columbia. It is completely different from carbon pricing and it is already generating major investments. Hundreds of jobs have been created, especially among farmers, who are going to supply the canola for creating alternative fuels.
If the Conservatives take power, all that vanishes.

Mr. Speaker, I would like to thank my hon. colleague for his question.
I would also like to remind him that what he is talking about is called a clean fuel standard. That is something that was in the Conservative Party of Canada's 2021 election platform. The member and his colleagues campaigned for the implementation of such a measure during the last election. Why? The reason is that it reduces the greenhouse gas emissions of the country's oil and gas distributors. The clean fuel standard is already generating $2 billion in investments across the country, whether it be in Alberta, Saskatchewan or Quebec.
What would the Conservative Party do if it were to form government? It would cancel all those investments and all those newly created jobs.

We are the first G7 country to have limited fossil fuel subsidies two years ahead of schedule, which is something that the Conservative Party of Canada would never do. The Conservatives want to make pollution free.
We have also implemented measures to reduce methane emissions by at least 40% by 2025 and 75% by 2030, which will make it one of the most ambitious measures in the world to reduce methane emissions from the oil and gas sector. We have many more things coming, including a cap on emissions of the oil and gas sector.

Mr. Speaker, I would like to remind my hon. colleague that, during the last election campaign, his party and Conservative candidates, some of whom are now MPs, campaigned in favour of a clean fuel standard. The difference between us and them is that they talk while we take action. We created that standard, and it will reduce greenhouse gas emissions. Madam Speaker, I invite my hon. colleague to read our climate change plan, which was praised by the entire environmental community, by scientists and by municipalities, including the City of Montreal. The plan shows that the oil and gas industry will have to co-operate, as will every other industry in Canada.
That is why we already have methane regulations to reduce emissions of this very potent greenhouse gas by at least 40% by 2025. That is one of the most ambitious targets on the planet. We already have a clean fuel standard to force gas and diesel suppliers to reduce the environmental footprint of their fuel.
We are taking action to combat climate change.
