Mr. Speaker, I would like to remind my colleague that if she bothered to read the report, she would see that our record between 2019 and 2021 is the same as Germany's or even Italy's and that it is better than that of the United States of America.
We are not talking about Russia or Iran here, but the United States of America. Our performance on fighting climate change is better than our neighbour to the south.
We have tabled the consultation document to impose a cap on greenhouse gas emissions. I have said that we would have draft regulations this year and final regulations by next year.

Mr. Speaker, I have more good news for my Bloc Québécois colleagues.
Between 2019 and 2021, our greenhouse gas emissions in Canada declined by 50 million tonnes. That is the equivalent of removing 11 million vehicles from our roads. The pandemic was over in 2021, something my hon. colleague on the Conservative side fails to understand.
On this side of the House, we are committed to fighting climate change, developing an economy that will be there for decades to come and create tens of thousands of jobs across the country.

Mr. Speaker, I would like to correct the record. Our pollution levels have gone down by 50 million tonnes between 2019 and 2021. That is the equivalent of removing from our roads 11 million vehicles. Despite what they are saying, we have the best performance in terms of cutting pollution among all G7 countries now.
If the Conservative Party members believed in climate change, they would have something to say about it. There is no light switch to fight climate change. There is no fairy dust that will make climate change go away. There is no magic wand. Only hard work will make this possible. That is what we are doing on this side of the House. Unfortunately, they have nothing to say on that on the Conservatives' side.

Mr. Speaker, I have to admit that it is very disappointing to hear my hon. colleague opposite oversimplifying the issue. He knows full well that the carbon pricing system does not apply in Quebec.
Let us talk about carbon pricing. In 2021, not only did all members of the Conservative Party campaign in favour of carbon pricing, but 19 members on the other side campaigned in 2021 and 2008 to implement carbon pricing. They have reneged on their promise twice. They are breaking the promises they made to Canadians.
That is not what we are doing on this side of the House. We are working for Canadians. We are fighting climate change.

Mr. Speaker, I thank my colleague for her question. It gives me an opportunity to remind her that Canada's last greenhouse gas inventory showed that, between 2019 and 2021, the greenhouse gas emissions in our country dropped by over 50 million tonnes. There was no pandemic in 2019 or in 2021.
We had the best record of all the G7 countries in 2020 and 2021 when it comes to reducing greenhouse gas emissions. We are doing better than the United States, better than France, better than Japan and better than Germany.

Mr. Speaker, I thank my hon. colleague for her advocacy on this very important issue.
Yes, today, the Intergovernmental Panel on Climate Change issued another stark warning. We collectively need to act to fight climate change, something the official opposition does not seem to have understood over the last 30 years. It wants to make pollution free again in Canada. It has no idea whatsoever what needs to be done to fight climate change and to adapt to the reality of climate change.
In 2021 alone, there was $17 billion in climate impacts to Canadians. That is what climate change means to Canada.

Mr. Speaker, to fight climate change, we need all available technologies, and that is exactly what our approach has been so far. In budget 2021, we committed to put in place a tax incentive for carbon capture and storage, which is in fact featured in today's IPCC report as a technology we absolutely need to tackle climate change.
We should not put all our eggs in that basket. It is part of our plan. Five per cent of our plan rests on carbon capture and storage, but we need to invest in transit. We need to invest in solar, in wind and in electrification. By doing all these things, we will get to our target.
