Mr. Speaker, the Parliamentary Budget Officer, on April 17, put an update on his website, saying that the last estimate he had done was based on faulty premises. We thank the PBO for doing that. In fact, it confirms what we have known all along and what economists and independent organizations in the country are saying, which is that eight out of 10 Canadians are better off with the federal pricing on carbon. It helps fight climate change. It helps Canadians with affordability. We thank the PBO for doing that.

Mr. Speaker, I thank my colleague for his question.
Still, I would like to remind him that, when we took office in 2015, Canada was not even protecting 1% of its territorial waters and coastlines. Now, that figure is 15% and will likely rise to 20% in the next few years, as we make our way to at least 30% by 2030, the target agreed upon by all the countries at COP15 in Montreal.
We are investing record amounts, particularly in partnership with indigenous peoples across the country, to protect more and more of our land.

Mr. Speaker, as my hon. colleague knows, I was an environmental activist for many years. In those years, we could only dream of a federal government that would invest tens of billions of dollars in the transition to fight climate change, to create the jobs and the economy of the 21st century.
We have committed more than $100 billion since 2015 in the fight against climate change. That is not double what had been done before. That is not four times more than what had been done before. That is not 10 times more. It is 20 times more. It has never been done before in Canada in terms of investment to fight climate change and create opportunities for the 21st century.

Mr. Speaker, as my colleague knows, I was involved for a long time in environmental organizations fighting climate change. At the time, we all dreamed of a federal government that would invest billions of dollars in the fight against climate change. It never happened until we came along.
Back then, the investments amounted to a few hundred million dollars. Now our government has committed more than $100 billion to the fight against climate change. That is an absolute record in our country. We are transforming the economy and jobs for decades to come and fighting climate change.

Mr. Speaker, I would like to remind my hon. colleague that, over a year ago, the Quebec government and the federal government jointly signed a letter in which we committed to protecting at least 65% of caribou habitat, as requested by the scientific community. This agreement also stipulated that we would consult with indigenous people on this plan.
The Government of Quebec has committed to doing that. We expect the Government of Quebec to keep its word.

Mr. Speaker, I would like to remind my hon. colleague that, the last time I checked, the St. Lawrence fjord was still part of Quebec. The Quebec system applies in Quebec, not the federal system.
Quebec's cap-and-trade system was established long before the federal carbon pricing system. Quebec's system works very well to help reduce emissions. It was not the Bloc Québécois or the federal government that put it in place, but rather the Quebec government. A number of Conservative Party members voted in favour of the Quebec system.
He should direct his questions to them. They sit on the same side of the House as he does.

Mr. Speaker, right now in Canada, we have a province, Alberta, that has to talk about rationing water next summer because of climate impacts. We have atmospheric rivers in British Columbia that are affecting thousands of people and ski resorts that have to close down. We are seeing the costs of climate change that have not doubled or tripled but increased by 10 times over the last decade.
What is the answer of the Conservative Party of Canada? It is to make pollution free again and let the biggest, most profitable and polluting countries off the hook.

Mr. Speaker, since we are talking about Alberta, I wonder if the Conservative Party of Canada and its leader support the freeze that the provincial government has put on 30 billion dollars' worth of investment. Thousands of jobs are at risk in Alberta because of the reckless decision of the premier to freeze renewable energy development, the fastest sector for energy development in this country.
What does the Conservative Party have to say about that? Conservatives say nothing, because they do not care about economic development. They do not care about fighting climate change, and they do not care about helping Canadians.

Mr. Speaker, I would like to remind my hon. colleague that federal carbon pricing does not apply in Quebec because the Quebec government has had a cap-and-trade system in place for over a decade. If he wants to speak with Premier François Legault, I would be happy to give him his contact information. This is not federal pricing
Let us talk about what the Conservatives are doing. Last month, they voted against the climate action fund to support sustainable agriculture, against the dairy innovation and investment fund and against funding to help supply-managed dairy, poultry and egg farmers. That is what the Conservatives have done.

Mr. Speaker, how odd that the Conservative Party never mentions the $1.5 billion we give farmers across the country to help them shrink their carbon footprint. How odd that they never talk about the effects of climate change, which cost farmers hundreds of millions of dollars. Those costs are going up.
Speaking of the Senate, according to media reports, some Conservative senators, at the behest of the Conservative Party, engaged in violence against other senators. Some senators even had to leave their homes following the campaign of violence orchestrated by the Conservative Party of Canada.

Mr. Speaker, I think facts matter in this conversation. According to the Governor of the Bank of Canada, putting a price on pollution has contributed 0.15% to inflation, and not 15%, as the Conservatives are saying.
Economists agree across the country that our pollution pricing system puts more money back into eight out of 10 households in Canada. If we take that away, we will take money away from Canadians, which is no surprise coming from the Conservative Party. They are simply not there for Canadians, and they are not worth the risk.

Mr. Speaker, I would like to correct my colleague. What he said is inaccurate. Carbon pricing works, and the commissioner of the environment and sustainable development confirmed it this morning at the Standing Committee on Environment and Sustainable Development. I invite my colleague to take a look at the transcript of that meeting. Not only does carbon pricing work, it is responsible for 30% of emissions reductions. That is the equivalent of taking 11 million vehicles off our roads.
Our plan is working. We are on track to meet our targets. There is still work to be done, but it is certainly not the Conservative Party that will get us there.

Mr. Speaker, I would invite my colleague to actually watch the proceedings from the environment committee this morning where the commissioner of the environment and sustainable development said that not only was carbon pricing working, but it was responsible for 30% of the emissions we have seen in Canada since we took office.
Nothing would have happened under the Conservative Party. It has no plan to fight climate change. It has no plan to develop the economy. It has no plan for renewable energy, for clean electricity, for electrification of transportation. That is why Canada is lagging so far behind other countries. We are playing catch-up, but thanks to all our efforts, we are getting there, no thanks to the Conservative Party.

Mr. Speaker, I find it quite ironic that the member campaigned for the leadership of his party on a carbon taxing platform. Now, all of a sudden, it does not work and he does not believe in it.
This morning, the Commissioner of the Environment and Sustainable Development was at the environment committee. He said that pollution pricing not only is working, but it is also responsible for up to 30% of emissions reduced in Canada since 2019.
The Conservatives do not want to talk about climate change, because they do not want to talk about the fact that they are buddying up with their friends in the big oil companies. God forbid that we would do anything to affect their profits.
We want to fight climate change, and we want to help Canadians in the process.

Mr. Speaker, I am quite pleased to reply to my hon. colleague, through you, that I am proud to be part of a government that not only believes in climate change, but that has been fighting to put measures in place for eight years. It is working. We have gone from a more than 12% increase in greenhouse gases to 8% below 2005 levels. I am certainly not thanking the Conservative Party, because it did not do anything for 10 years.
Our plan is working. We are 85% of the way to meeting our 2030 targets. I agree with the commissioner of the environment and sustainable development that there is still work to be done. That is why Canadians must continue to support us so that we can make progress in the fight against climate change and not let the Conservatives take us back to the Stone Age.

Mr. Speaker, what the Leader of the Opposition is saying in the House is factually incorrect.
The facts are as follows: We have had the best performance in greenhouse gas reductions since 2019. We have a plan that has been applauded by environmental organizations, research organizations and municipalities. Even the oil companies have applauded our climate plan.

Mr. Speaker, if my hon. colleague bothered to actually listen to the commissioner of the environment and sustainable development's press conference he would have heard him say—and these are his words—that the plan we presented last year is the best plan to fight climate change in the history of this country. I did not say that, the commissioner of the environment and sustainable development did.
Can we do more to fight climate change? Of course. Would I be pleased to work with him, with the Bloc Québécois and with the Green Party so that Canada can move faster and go further in the fight against climate change, in spite of the Conservative Party of Canada? Absolutely.

Mr. Speaker, there were $340 million in damages from storms in Ontario, over $720 million from wildfires in B.C., over $300 million from storms in Alberta and the Prairies and over $170 million from flooding in Nova Scotia. This is what climate change has cost Canadians just this summer, and these are insured costs. The total costs are three times that.
The climate-denying Conservative Party of Canada wants us to believe that climate change is not costing Canadians anything. It is costing Canadians hundreds of millions of dollars every year.
