Mr. Speaker, I remind my hon. colleague that we unveiled the very first national climate change adaptation strategy in Canadian history last June. The strategy was praised by the Insurance Bureau of Canada, among others, who called it brave and bold. We are working with all stakeholders, including in agriculture, and with our provincial, territorial and municipal partners to implement solutions to help Canadians, businesses and corporations face the impacts of climate change.

Mr. Speaker, what my hon. colleague just said in the House is simply not true. Federal carbon pricing does not apply in Quebec because Quebec has its own cap-and-trade system, which was implemented before the federal government introduced carbon pricing. I would also like to remind my colleague and all of the Conservatives across the way that climate change affects farmers across the country just as it affects all Canadians.

Mr. Speaker, I would like to remind the House of the facts: 70% of the prices we are seeing at the pump are related to crude oil prices going up, largely because of Russia's brutal invasion of Ukraine— Some hon. members: Oh, oh! Hon. Steven Guilbeault: Mr. Speaker, I am getting there. Another 25% is a result of provincial taxes and refining margins. We recycle 100% of the revenues to Canadians, with 10% specifically to small businesses and agricultural industries in Canada.

Mr. Speaker, it seems like the party opposite is worried about costs, but never talks about the costs we are passing on to our kids and grandkids through the impacts of climate change, which is billions of dollars accumulating year after year. We have an emergency here, and the party opposite is simply not telling the truth to Canadians. We are already paying for the cost of climate change, and we need to find solutions. They have no solutions to offer, none whatsoever.

Mr. Speaker, I thank my hon. colleague for his question. I know it is a bit complicated, but the federal government's pollution pricing does not apply to Quebec because Quebec has its own cap-and-trade system. We have decided to respect that, and we will do the same for all the other provinces that want to have their own pollution pricing system.

Mr. Speaker, I find it quite difficult to listen to the member opposite speak about this, as many of his members, including the leader of his party, have risen in the House to talk about the impacts of Fiona. We know that it is linked to climate change, and we know that we have to do more to fight climate change. We know that, because of climate change, there are more hurricanes on our east and west coasts, which are more and more severe. Therefore, I am having a really hard time to find an answer to this question.
